Last summer, the PM announced that CDC Group, the UK’s Development Finance Institution, would invest up to £3.5 billion in businesses in Africa over four years (2018 to 2021). CDC has already committed £1.9bn in Africa over the last 3 years (2016-2018). CDC is invested in 698 different companies in Africa, directly supporting 370,000 jobs.</p><p>Through CDC and other country specific initiatives, we will mobilise a further £4 billion of private investment for Africa. This provided an overview of the potential impacts to different farm types and sizes of moving away from direct payments and introducing a new system of public money for public goods.<del class="ministerial"> It also showed the potential across all sectors for farmers to become more efficient – producing more for less – as a response to any reductions in direct payments.</del></p><p> </p><p><del class="ministerial">Direct payments are untargeted, poor value for money, undermine efficiency and productivity improvements, and limit opportunities for new entrants. They have imposed unnecessary bureaucracy on farmers and can inflate rent prices. Some of our most successful and vibrant food-producing sectors of agriculture have never been subsidised. For example the poultry industry, the pig industry and the horticulture industry.</del></p><p> </p><p><ins class="ministerial">Direct payments are arbitrary payments based on land area that tend to favour larger land owners rather than smaller family farming businesses.</ins> In England we will phase out direct payments during an agricultural transition, giving time for farmers to adjust. This has resulted in more people being referred and diagnosed than ever before.</p><p>Improving diagnosis and ensuring better outcomes for patients diagnosed with cancer is a priority for Durham Dales, Easington and Sedgefield Clinical Commissioning Group (CCG), and County Durham is consistently better in terms of coverage than the national average for all three cancer screening programmes. 	answer	answer is ministerial correction date of answer 25/07/2019 answer text <p>New European Union Regulations for medical devices (MDR) entered into force in May 2017 and will fully apply from May 2020.</p><p>The new Regulations substantially strengthen the regulatory framework for medical devices and notified bodies are having to make significant changes to meet the enhanced requirements. These changes have the aim of improving the quality, consistency and rigour of notified body assessments, which was one of the Government’s key aims for the new legislation.</p><p>Ministers have met with and received letters from industry representatives who have raised concerns about capacity in the notified body sector across the EU to support the implementation of the MDR. The Government recognises the importance of having competent notified bodies across the EU in place in sufficient time to ensure continuity of supply of products to the United Kingdom market.</p><p>For this reason, at the Employment, Social Policy, Health and Consumer Affairs (EPSCO) Council on 14 June, the Parliamentary Under-Secretary of State (Baroness Blackwood of North Oxford) raised the Government’s concerns about the readiness of critical infrastructure required to implement the MDR and the risk that some existing and new to market products will not be available to patients as a result.</p><p>We very much recognise the benefits of the new Regulations and the imperative of full implementation as soon as possible in the interests of patient safety. Therefore, at EPSCO the Government emphasised the importance of finding a coordinated solution at an EU level and we will continue to do what we can to influence these discussions.</p><p>In parallel with this activity, the Medicines and Healthcare products Regulatory Agency (MHRA) has been engaging with its notified bodies on an ongoing basis to ensure that sufficient resources are in place and notified bodies are prepared for the implementation of the new EU legislation. The MHRA is also offering a substantial amount of resource to the EU in order to support and expedite the designation process.</p><p>Through the Office for Life Sciences, the Government plans to work with stakeholders to come to a shared understanding of the issues and discuss what further mitigating action could be taken. The action we are taking in setting this target will continue our proud tradition of climate leadership.</p><p> </p><p>Finland, Denmark, Germany and Portugal have all set out aspirations or proposals to achieve net zero greenhouse gas emissions or net zero carbon emissions by 2050. However, none has yet enshrined such a commitment in law.</p><p> </p><p>Finland has stated its intention to achieve net zero carbon emissions by 2035. Denmark has set out an intention to achieve net zero greenhouse gas emissions by 2050 in its climate plan ‘Together for a Greener Future’. As part of the five-year general practitioner contract announced earlier this year, the BMA and NHS England asked the Government to consider introducing a 50:50 option as an appropriate flexibility, and the BMA have welcomed this as a step in the right direction.</p><p>The consultation period is an opportunity to listen to a range of views before reaching a final position that works for both staff and taxpayers. Mr Gorriti sent a video message in support of the Conference, and his fellow investigative journalists Paola Ugaz and Pedro Salinas were able to attend at the British Government's invitation.</p><p>The United Kingdom is fully committed to the promotion of media freedom and the protection of journalists. In 2019, the former Foreign Secretary announced our launch of the international campaign to end the climate of impunity and mobilise a consensus behind protection of journalists worldwide. We are currently considering how this campaign can best add value and reinforce existing mechanisms, including those of the UN and other international organisations. That is why we have just announced our proposal to add the Paralympic Games to the list and we have started the statutory consultation process to do that. We are also considering the addition of women’s only sporting events where the equivalent men’s only tournaments are currently listed, which we plan to consult on later in the year. 	answer	answer is ministerial correction date of answer 22/07/2019 answer text <p>The UK is a strong supporter of action to improve the international standards for ship recycling.</p><p> </p><p>The Hong Kong Convention is not expected to enter into force internationally in the near term, so the UK alongside other states, has implemented a Europe wide regime that seeks to immediately improve standards in ship recycling.</p><p> </p><p>The EU Ship Recycling Regulation (EU) No 1257/2013 – which will be retained in UK law after we leave the EU – entered into force on 1 January 2019. It establishes a list of acceptable yards for ship recycling, and creates controls on ships flagged to, or calling at, the UK that are intended for recycling.</p><p> </p><p>The deadline for States to become a signatory to the Hong Kong Convention passed in August 2010.
