star this property answer text <p>It is not possible, except at disproportionate cost, to establish the number of prisoners who have been released on ROTL to allow access to higher and further education in each of the last three years.</p><p> </p><p>There are four categories of ROTL: Resettlement Day Release (RDR), Resettlement Overnight Release (ROR), Special Purpose Licence (SPL) and Childcare Resettlement Licence (CRL). Prisons are required to record the reasons for each release on temporary licence choosing from the following options. We will continue to support the UN International Impartial and Independent Mechanism in Syria and the UN Investigative Team to Promote Accountability for Crimes Committed by Daesh in Iraq to gather evidence and prepare files that could be used for future prosecution in international or national courts. We will also continue to work closely with international partners in pursuit of justice for those, including foreign terrorist fighters, who committed crimes on behalf of Daesh in Syria and Iraq.</p> more like this

The Department for International Trade has reviewed its resource requirements and continue to do so to ensure that it is sufficiently staffed. Since the Department was created its Trade Policy Group (TPG) has grown to approximately 700 people at the end of June 2019, bringing together trade policy, country specialists and experts on trade policy issues.</p> more like this

star this property answer text <p>The Government’s position remains that leaving with a deal, which includes ambitious internal security arrangements, is in the UK’s best interests.</p><p><br>We continue to work closely with operational partners to maintain readiness for a range of possible exit scenarios in October, including no deal. This includes taking into account risks associated with these scenarios.</p><p><br>The Home Office has therefore been working with operational partners to put in place contingency arrangements for a no deal scenario.</p><p><br>In a deal scenario, the UK would enter an implementation period during which we’d continue to use all the EU security tools we use now.</p> more like this

star this property answer text <p>The National Audit Office (NAO) is independent of government and directly accountable to Parliament, therefore, it would not be appropriate for a government department to review their effectiveness.</p><p>Through the Local Audit and Accountability Act 2014 (the 2014 Act), both the NAO and Public Sector Audit Appointments Ltd (PSAA) have roles relating to the audit arrangements for local public bodies in England.</p><p>The Redmond Review, which is due to report in Spring 2020, will consider important aspects of the local audit and accountability framework and how the various elements of the framework interrelate, including PSAA’s role as the specified audit procurement body and the NAO’s role in relation to the Code and guidance for local auditors. But the NAO’s general role and wider powers, including its value for money studies, are outside the scope of the Redmond Review.</p><p>Audit is only part of the wider assurance and accountability system that protects the interests of tax payers. This includes clarity about who is responsible for resources; statutory codes and rules which require councils to act prudently in their spending; a framework of internal and external checks and balances including audit and whistleblowing; transparency and publication of data; and requirements to have strategies and action plans on fraud.</p><p> </p><p> </p><p> </p><p> </p><p> </p><p> </p>

star this property answer text <p>Great Western Railway is planning a limited weekend service this summer to Bishops Lydeard providing a direct connection between the national network and the privately-operated West Somerset Railway, which operates train services to Minehead.</p><p> </p><p>Any development of a year-round regular direct national rail service to Minehead would need to follow the principles set out in A Strategic Vision for Rail, published on 29 November 2017, in which the Secretary of State said that &quot;the challenge to our partners is to work with Government and the industry to develop compelling proposals for the next generation of rail schemes&quot;. star this property answer text <p>The department requires a high level of accountability and transparency of trusts and has robust processes in place for monitoring their performance. This includes collecting and publishing a wide range of information, such as tables setting out measures of educational performance; financial benchmarking tables; and letters to academy trusts about poor or inadequate performance or weaknesses in safeguarding, governance and/or financial management. This goes beyond the information that the department publishes about local authorities.</p><p>Ofsted plays a vital role in holding trusts to account by providing independent judgements on the educational performance of schools within a trust and through its process of summary evaluations. Ofsted has so far published 6 summary evaluations of academy trusts since their introduction in December 2018.</p><p>The department will continue to make information about trusts more visible. As we do this, we will ensure that accountability is robust, transparent and proportionate for all schools.</p>
