	answer	answer answer text <p>As the Prime Minister has said before, everyone working in Parliament deserves to be treated with dignity and respect. This inquiry has brought to light behaviour which is unacceptable, and it is incumbent on the House of Lords to take swift action. It is important that the House now carefully considers the concerns raised in this important report, and responds to its recommendations.</p><p>It is primarily for Parliament, rather than Government, to consider how best to respond to Naomi Ellenbogen QC’s recommendations. The House of Lords Commission met on Wednesday 17 July in order to plan its response to the recommendations. Every member of the Commission committed to complete the Valuing Everyone training course, and the leaders of the political groupings committed their front bench to do the same. The Commission agreed the establishment of a Steering Group of staff, members and others to embark on the process of moving forward with Naomi Ellenbogen QC’s recommendations, and the new Conduct Committee will examine those which relate to the Code of Conduct.</p> question first answered 23/07/2019 14:16:47 answering member 4329

BEIS officials will be working closely with stakeholders as they develop its content.</p><p> </p><p>The annual running costs of a Band C rated home are £650 lower than the average Band E rated home. This is why we set out our aspiration in the Clean Growth Strategy that as many homes as possible should be EPC C Band C by 2035 where practical, cost effective and affordable. We estimate that between £35 - 65 billion of investment will need to be mobilised to meet that aspiration.</p><p> </p><p>There is not one ‘silver bullet’ policy that will drive uptake of energy efficiency amongst homeowners and so we are committed to building a vibrant and sustainable market through introducing a suite of mutually supporting policies and measures. These include a £5 million innovation fund to help mortgage lenders develop innovative green mortgage products in support of home energy efficiency and a £10m innovation fund to reduce the cost of whole house retrofit. Low income and vulnerable households are also supported in making energy efficiency improvements under the reformed Energy Company Obligation (ECO) scheme. 	answer	answer answer text <p>Heat networks are an important part of the Clean Growth Strategy and we expect them to play an important role in the long-term decarbonisation of heat. We are committed to this within a framework that protects consumers and supports market growth.</p><p> </p><p>In December 2018, the Government set out our intention to introduce regulation of heat networks and published our priorities for the sector – protecting consumers; building investment and maximising the decarbonisation benefits of heat networks. This built on recommendations by The Competition and Market Authority.</p><p> </p><p>We expect to consult on more detailed policy proposals later this year.
