This inquiry has brought to light behaviour which is unacceptable, and it is incumbent on the House of Lords to take swift action. It is important that the House now carefully considers the concerns raised in this important report, and responds to its recommendations.</p><p>It is primarily for Parliament, rather than Government, to consider how best to respond to Naomi Ellenbogen QC’s recommendations. The House of Lords Commission met on Wednesday 17 July in order to plan its response to the recommendations. Every member of the Commission committed to complete the Valuing Everyone training course, and the leaders of the political groupings committed their front bench to do the same. 	answer	answer is ministerial correction date of answer 18/07/2019 answer text <p>The Equality Act 2010 contains provisions that allow religious organisations to apply a limited range of religious occupational requirements to comply with the doctrines of the religion or to avoid conflicting with the strongly held religious beliefs of a significant number of the religion’s followers. The ability to apply religious occupational requirements arises where the employment is “for the purposes of an organised religion” and is not specific to the Church of England.</p><p>The Church of England has regular discussions with other religious and faith bodies, with HM Government, and with the Equality and Human Rights Commission on matters of mutual interest. This includes switching the indexation of business rates from the retail price index to the consumer price index, representing a cut in rates to all ratepayers, including childcare providers, worth around £6 billion over the next five years. 	answer	answer is ministerial correction date of answer 18/07/2019 answer text <p>The Homes (Fitness for Human Habitation) Act 2018 is helping to drive up standards in the private and social rented sectors by putting an obligation on landlords to ensure that any rented residential properties are free of all hazards, including overcrowding, from which a risk of harm may arise to the health or safety of the tenant or another occupier of the property. This requirement applies from the outset and for the duration of the tenancy.</p><p>This Department has not made a specific assessment of the implications for properties that are smaller than 13 square metres in relation to the Homes Act. The courts will decide whether a property is fit for human habitation by considering the matters set out in section 10 of the Landlord and Tenant Act 1985, which includes the ‘overcrowding’ hazard prescribed in the Housing Health and Safety (England) Regulations 2005. In October 2018 the Government refreshed the Hate Crime Action Plan, and committed additional funding to continue to protect places of worship - since 2016 Government’s Places of Worship scheme has approved 17 grants to Gurdwaras. Additionally, we have committed just over £1.5 million for projects to tackle all forms of racially and religiously motivated hatred. The Government has an extensive engagement programme with all faith communities, including the Sikh community through the MHCLG-led Sikh roundtable. 	answer	answer is ministerial correction date of answer 18/07/2019 answer text <p>The Department does not hold centrally the availability of refuges for victims of domestic violence in St Helens borough and the North West.</p><p>We are currently consulting on the Future Delivery of Support to Victims and their Children in Accommodation-Based Domestic Abuse Services closing on 2 August. The proposals for a statutory duty will require local authorities to convene a Local Partnership Board.
