	answer	answer is ministerial correction date of answer 03/07/2019 answer text <table><tbody><tr><td><p>Under the Health and Safety at Work Act 1974 (HASAWA), all employers must provide (so far as is reasonably practicable) a safe place of work and safe systems of work. This includes HM Prison and Probation Service for public sector prisons, and G4S/Sodexo/Serco for privately managed prisons.HM Prison and Probation Service offers and provides Hepatitis B vaccinations, followed by all required vaccination courses and/or blood tests, to ensure staff are protected at work. These are administered by our Occupational Health supplier, Optima Health, for Prison Officers, First Aid Officers and Operational Support grade staff across public sector prisons in England and Wales. The majority of public sector prisons have received Hepatitis B immunisation clinics in 2019. The remaining establishments will receive their clinics in the next few months. Human resources arrangements in privately managed prisons, including offering and providing Hepatitis B vaccinations, are the responsibility of providers. There is no preventative vaccine to protect against Hepatitis C. Therefore, post exposure management such as immediate first aid followed by appropriate risk assessment, is essential. Staff in public sector prisons receive education and training on safe systems of work, universal precautions, hand hygiene and use of personal protective equipment in relation to dealing with body fluids at work. Nationally an 11% increase was seen over the same period.</p><p>The number of EHC plans in Barnsley local authority is published in the Statements of SEN (special educational need) and EHC plans publication, available at: <a href="https://www.gov.uk/government/statistics/statements-of-sen-and-ehc-plans-england-2019" target="_blank">https://www.gov.uk/government/statistics/statements-of-sen-and-ehc-plans-england-2019</a>. The latest publication contains the current position at January 2019, and the number of new plans created in the 2018 calendar year. Data on the total number of EHC plans is not available by parliamentary constituency.</p><p>Like most local authorities, Barnsley has seen a significant increase in both the caseload of EHC plans and the number of requests for statutory assessment following the introduction of the special educational needs and disabilities (SEND) reforms. 	answer	answer is ministerial correction date of answer 03/07/2019 answer text <p>Where a refugee family reunion application does not meet the requirements of the Immigration Rules, caseworkers must consider whether there are any exceptional circumstances or compassionate factors which may justify a grant of leave outside the Immigration Rules. We revised our guidance in 2016 to include more detail on the types of case that may benefit from a visa outside the Rules, this includes young adult sons or daughters who are dependent on family here and living in dangerous situations.</p><p>Specifically, exceptional circumstances or compassionate factors apply where a refusal would either breach the right to respect for family life under Article 8 of the ECHR or result in unjustifiably harsh consequences for the applicant or their family. <br>It is for the applicant to demonstrate what the exceptional circumstances or compassionate factors are in their case. We have urged the Philippines Government to act to put an end to these killings, to ensure prompt investigations and hold perpetrators to account. We continue to encourage them to find alternative methods for reducing the harm caused by illegal drugs.</p><p>We agree that UN human rights mechanisms have a role to play in addressing these concerns, and regularly use our interventions at the UN Human Rights Council to press the Philippines authorities to investigate instances of abuse.</p><p>The Minister for Asia and the Pacific, Mark Field MP, raised our concerns about human rights and the &quot;war on drugs&quot; with Philippines Ministers, including the then Minister for Foreign Affairs Alan Peter Cayetano, during his visit to Manila in August 2018. More recently, the Prime Minister's Trade Envoy to the Philippines raised our concerns with Cabinet Secretaries in February. This was the first such withdrawal by the Houthis since the conflict began in 2014.</p><p>The UK encourages both parties to continue to constructively engage with the Special Envoy Martin Griffiths and General Lollesgaard.
