We work hard to identify perpetrators of fraud and ensure we take appropriate prosecution action.</p><p> </p><p>We routinely gather intelligence to assist our understanding of anyone seeking to abuse the safety net that Universal Credit offers. Any exploitation of advance payments is not acceptable, and we are seeking to identify the perpetrators and ensure we take appropriate prosecution action. We have a dedicated team of investigators working on this issue and we regularly raise awareness with our front line staff who understand the risks and raise concerns as appropriate through referrals to Fraud colleagues.</p><p> </p><p>We are committed to keeping all Universal Credit services and processes, including advance payments, under review and will make improvements to address any vulnerabilities in the system. 	answer	answer is ministerial correction date of answer 05/07/2019 answer text <p>We have introduced computing as a statutory national curriculum subject at all 4 key stages and have introduced a new Computer Science GCSE and A level. The content was developed with industry experts to better equip pupils with the knowledge and skills they need to become active creators of digital technology.</p><p> </p><p>As part of the Industrial Strategy, the government has committed substantial spending on mathematics, digital and technical education to increase the take-up and better teaching of science, technology, engineering and mathematics (STEM) subjects in schools. For example, in November 2018 we launched the National Centre for Computing Education (NCCE), backed by £84 million of new funding. The NCCE is run by a coalition of STEM Learning, the British Computing Society and Raspberry Pi and supported by industry.</p><p> </p><p>The NCCE is delivering a comprehensive programme of continuing professional development to improve the teaching of computing and increase participation in computer science at GCSE and A level, particularly amongst girls. We expect that this, in turn, will help equip these young people with the knowledge they need to pursue a career in the technology sector.</p><p> </p><p>We are also improving careers advice in schools so that young people are aware of the high quality options available for both technical and academic routes into digital careers and they have access to information about the variety of careers that digital technology pathways have to offer. 	answer	answer is ministerial correction date of answer 05/07/2019 answer text <p>In order to increase the number of women in science, technology, engineering and mathematics (STEM) industries, we are encouraging more girls to take STEM subjects at school, college and university, as well as providing improved careers advice and awareness and working with the STEM sector to champion gender representation.</p><p> </p><p>We announced substantial spending commitments in the Autumn Budget 2017 on maths, digital and technical education. We are funding programmes to increase the take-up of maths, such as the Advanced Maths Premium, and physics, through the Stimulating Physics Network, which has a specific strand focusing on increasing the number of girls in physics A level.</p><p> </p><p>We are supporting better teaching of maths, science and computing in schools, including a new £84 million programme for computing teaching and participation. As part of this investment, we also launched the Gender Balance in Computing pilot programme this year, which aims to identify practical interventions that schools (at all stages, excluding post-16) can implement to improve girls’ participation in computing.</p><p> </p><p>We have committed to improving STEM careers advice in schools in the Careers Strategy, including making sure that STEM encounters, such as with employers and apprenticeships, are built into school career programmes by updating school and college statutory guidance. 	answer	answer is ministerial correction date of answer 09/07/2019 answer text <p>Public Health England (PHE) has predicted future spread and the health and cost impact to the National Health Service of the Enterobacteriaceae Escherichia coli and a national outbreak of a highly-resistant organism, reflecting carbapenem-resistant Enterobacteriaceae. The models used in this assessment are published in the paper <em>A Risk Assessment of Antibiotic Pan-Drug-Resistance in the UK: Bayesian Analysis of an Expert Elicitation Study</em>. A copy of the paper is attached.</p><p>Such predictions are highly uncertain. There remain unknowns regarding transmission, efficacy of interventions and the additional hospital stay for infected patients (constituting a large part of the cost to the NHS).</p><p>PHE has worked with NHS colleagues, estimating the cost of controlling a carbapenemase-producing Enterobacteriaceae (CPE) outbreak in five London hospitals to be over £1 million. Monitoring costs alongside implementation of PHE’s upcoming update of the CPE toolkit for health and social care is an important component of enabling cost-effectiveness evaluation.</p><p>Staff interviewed about the challenges of implementing the existing CPE toolkit highlighted maintaining awareness and training as key challenges, alongside infection prevention resourcing. An analysis of the responses was published in the paper <em>An evaluation of a toolkit for the early detection, management, and control of carbapenemase-producing Enterobacteriaceae: a survey of acute hospital trusts in England</em>. 	answer	answer is ministerial correction date of answer 09/07/2019 answer text <p>The Government recognises the need for the National Health Service to be able to recruit effectively from abroad and the Immigration White Paper, <em>The UK’s future skills-based immigration system</em>, published in December 2018, sets out the foundation for a single immigration system, where it is workers’ skills that matter, not where they come from.</p><p>The Government has taken steps to ensure that European Union citizens can continue to come and work in the NHS once we have left the EU. In March 2019, we put in place legislation that ensures the continued recognition of qualifications from EU countries by all professional regulators covering the health and social care sectors. This means that EU citizens will continue to be able to come and practice in the United Kingdom once we have left the EU, even if we leave without a ‘deal’.</p><p>The NHS Long Term Plan and interim People Plan have both set out a vital strategic framework to ensure that over the next 10 years the NHS will have the staff it needs so that nurses and doctors have the time they need to care, working in a supportive culture that allows them to provide the expert compassionate care they are committed to providing. However, as a responsible Government, we continue to plan and prepare for all eventualities, including a potential ‘no deal’ exit.</p><p>The Government is committed to the safe and effective regulation of medicines and medical devices in the United Kingdom. We will continue to strengthen safety while ensuring National Health Service patients and the public have fast access to new, innovative medicines.</p><p>The Government is providing short-term regulatory flexibility, in order to ensure that the UK can still import medicines from the European Economic Area (EEA), when the UK leaves the EU.
