	answer	answer is ministerial correction date of answer 08/07/2019 answer text <p>Rape and sexual violence are devastating crimes and we want victims to have the confidence to report these crimes, knowing they will get the support they need and that everything will be done to bring offenders to justice.</p><p>We are not complacent in these aims and that is why, in light of recent reduced volumes of police referrals, charges, prosecutions and convictions for serious sexual offences, we committed to undertake a review of the criminal justice response to rape and serious sexual offence cases</p><p>The review is being overseen by a Sexual Offences Sub Group of the Criminal Justice Board and we have held two Sub-Group meetings since May to agree terms of reference and develop a programme of work over the next few months. As with the operation of the defence for slavery and trafficking victims in relation to certain offences (section 22 of the Human Trafficking and Exploitation (Crim-inal Justice and Support for Victims) Act (Northern Ireland) 2015), an assessment is made, on a case-by-case basis, of the relationship between the crime committed and the circumstances of their trafficking or enslavement.</p><p>Under the Council of Europe Convention on Action against Trafficking in Human Beings, a potential victim of trafficking cannot be removed or deported either during the reflection and recovery period or until a Conclusive Grounds decision has been made. 	answer	answer is ministerial correction date of answer 27/06/2019 answer text <p>There were 9,512 applications for asylum made by unaccompanied children in the UK from 1 January 2016 to 31 March 2019. This information is pub-lished by the Home Office in its quarterly Immigration Statistics release. The latest edition can be found at: <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/803159/asylum3-mar-2019-tables.ods." target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/803159/asylum3-mar-2019-tables.ods.</a> The exact method of entry for asylum applicants is not recorded in published statistics as it would require an examination of each individual case, which could only be carried out at disproportionate costs.</p><p>The UK recognises its humanitarian responsibilities towards unaccompanied asylum-seeking and refugee children. The Government is fully committed to the timely and efficient operation of the Dublin III Regulation including the provisions determining responsibility for examining the claims of unaccompanied asylum-seeking children. The Regulation provides that unaccompanied asylum-seeking children are given information on the Dublin procedure by the State in which the child has lodged his or her application, the State in which they are present.</p><p>The Commission’s Regulation implementing Dublin III contains a specific leaflet with information for unaccompanied children pursuant to Article 4 of the Dublin III Regulation EU 604/2013, including that the authorities where the application has been lodged should be told as soon as possible if the child thinks they have family in another Dublin State.</p><p>As part of the Sandhurst Treaty, signed by the UK and France in January 2018, we have allocated £3.6 million to fund the development of the Dublin process to support transfers of eligible children to the UK (including training for those working with unaccompanied children, family tracing and targeted information campaigns). This sits alongside a robust oversight regime with independent mechanisms for redress.</p><p>The Investigatory Powers Commissioner, the Rt hon Lord Justice Fulford, is responsible for overseeing the use of investigatory powers by the intelligence agencies. The safeguards and oversight regime provided for in the Act are designed to ensure that all relevant bodies are in full compliance with its requirements. In addition, the related Codes of Practice provide information on the processes associated with applying to use each of the powers, as well as the safeguards and oversight arrangements that will ensure the powers are used in the intended manner.</p><p>On 9 May the Home Secretary announced, through a written ministerial statement to Parliament, that a report of the Investigatory Powers Commissioner found that MI5 may not have had sufficient assurance of compliance with particular safeguards in the Investigatory Powers Act which relate to processing information obtained under a warrant.</p><p>In response to the Commissioner’s report, MI5 have taken immediate and substantial mitigating actions to address the concerns raised. Work to implement those mitigations is ongoing and is being treated as a matter of the highest priority, both by MI5 and the Home Office. Of this number, 136 people were detained for more than 24 hours. For the same period 8,386 detentions were recorded in the short-term holding facilities at Gatwick airport, and of these 74 people were detained for more than 24 hours. This is provisional management information that has not been assured to the standard of official statistics.</p><p>Independent Monitoring Boards (IMBs) provide vital scrutiny of short-term holding facilities and help ensure that they provide a secure and humane detention environment. IMBs publish annual reports and the Government responds with a published action plan.
