	answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>The assessment of the sentence of imprisonment for public protection (IPP) found that they had been used far more widely than intended, and the IPP sentence was subsequently abolished in 2012 and replaced with a new regime of determinate sentences alongside life sentences for the most serious offenders.</p><p> </p><p>Attention is now focused on reducing the risk and thereby the successful rehabilitation of those prisoners who continue to serve the IPP sentence. A joint action plan is in place, co-owned by Her Majesty’s Prison and Probation Service (HMPPS) and the Parole Board, with the specific aim of providing opportunities for prisoners to progress towards safe release. The plan reviewed regularly to ensure that the actions in it meet the changing needs of the IPP population.</p><p> </p><p>This approach is working, with high numbers of unreleased IPP prisoners achieving a release decision year on year: 562 in 2015, 576 in 2016, 616 I 2017 and 506 in 2018. Our Ambassador to Iran sought and was granted a meeting with the Iranian government on 15 June, where they discussed developments in the region and a range of other topics.</p><p> </p><p>We have long made clear to Iran our concern about their destabilising regional activity, particularly the proliferation of ballistic missiles and support to non-state groups, in Iraq, Syria, Yemen and elsewhere. In targeting civilian shipping, international norms have been violated. It is essential that tankers and crews are able to pass through international waters safely. We call on Iran urgently to cease all forms of destabilising activity.</p><p> </p><p>On 22-23 June, I met with senior Iranian Government representatives. I held open, frank and constructive conversations with the Iranian authorities. This was down by 74 people or 2 per cent from the 2017 total of 4,751 and was up 2,909 people or 165 per cent from the 2010 total of 1,768.</p><p>Local authorities use a specific definition to identify people sleeping rough. This includes people sleeping or who are about to bed down in open air locations and other places including tents, cars, and makeshift shelters.</p><p>The full definition of people sleeping rough is as follows:</p><p><em>People sleeping, about to bed down (sitting on/in or standing next to their bedding) or actually bedded down in the open air (such as on the streets, in tents, doorways, parks, bus shelters or encampments). However, the Chinese government is on record as supporting the extradition proposals.</p><p>The UK regularly raises Hong Kong at all levels with China. Where there is an indication of criminal activity the boards will involve the police.</p><p>An exception to this is when the individual involved in the breach of security is a teacher. In this case, the Teaching Regulation Agency (TRA), on behalf of my right hon. Friend, the Secretary of State for Education, may investigate allegations of serious misconduct that are referred to it, and can decide to prohibit the individual from carrying out teaching work. Prohibition from teaching has a lifetime effect, but in some circumstances an application to have the prohibition set aside may be allowed after a specified period of time of no less than two years. That is why we have asked Ofsted to increase the number of outstanding schools it inspects this year, based on its risk assessment, so that those most at risk of decline are inspected.</p><p>Given Ofsted inspects outstanding schools where it has specific concerns, it is to be expected that in some cases school performance will have declined. This demonstrates that the risk assessment process is working. Nevertheless, of the 305 risk based inspections of exempt schools undertaken by Ofsted between September 2018 and 31 March 2019, 70% were found to be outstanding or good.</p><p>Since 2017, the Department has given every local authority more money for every pupil in every school, and has allocated the biggest increases to those that have been most underfunded. The design, efficacy and maintenance of the heat distribution system can impact this temperature. For example, an undersized system will require a higher flow temperature making it more difficult to achieve a low return temperature.</p><p> </p><p>User controls such as timers and thermostats can impact when the boiler turns on and off. The rate of this (cycling) can also impact the efficiency of the boiler with rapid cycling being potentially detrimental to efficiency. The Building Regulations and Gas Safe rules of registration require that Gas Safe registered businesses comply with their geographical area regulations by notifying any relevant appliances they have installed to the Local Authority. Failure to comply can result in disciplinary action and can ultimately result in traders being struck off the Gas Safe Register.</p><p> </p><p>An initial assessment of Boiler Plus planned for later this year will reveal if there are significant instances of non-compliance. It is included within the curriculum for training all doctors, including for general practitioners, and in more depth within training for psychiatry, particularly child and adolescent psychiatrists.</p><p>The Public Administration and Constitutional Affairs Committee’s report following up the Parliamentary and Health Service Ombudsman’s report, ‘Ignoring the alarms: How NHS eating disorder services are failing patients’, published on 18 June, made recommendations on the education and training of doctors in treating patients with eating disorders.
