	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>Government policy is for developers to pay the costs of upgrading or enhancing road, rail or other transport networks or services where there is a need to cope with additional passengers travelling to and from expanded or growing airports. Where the scheme has a wider range of beneficiaries, the Government will consider, along with other relevant stakeholders, the need for additional public funding on a case-by-case basis.</p><p> </p><p>The Western Rail Link to Heathrow is being promoted by Network Rail and is expected to benefit both airport and non-airport users. The scheme must demonstrate a satisfactory business case; with the cost to the public purse being a factor. 	answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>The Department holds performance data on a rail period (13 four-week periods per year) basis, rather than according to calendar months.</p><p>For punctuality we hold the data as the Public Performance Measure (PPM), the percentage of trains arriving at their destination within five minutes of schedule. For reliability we hold the data as Cancellations and Significant Lateness, the percentage of services that are cancelled or delayed by more than thirty minutes.</p><p>The periodic results for the Thameslink route between Bedford and London, covering all days of the week in both directions, are contained in the table below. This does include the vast majority of services that passengers from Bedford would use, except for a small number of services which stop at all stations south of St Albans, which are counted in a separate ‘metro’ category. We are working closely across government to develop a new strategy for English for speakers of other languages (ESOL) in 2019, which will provide a shared vision for all publicly funded English language provision, including addressing the needs of refugees.</p><p>We know that language skills are crucial to help people integrate into life in England, as well as to break down barriers to work and career progression. This is why we support adults in England through the Adult Education Budget to secure the English language skills they need. We are working across government to develop a new strategy for English for speakers of other languages (ESOL) in 2019, which will provide a shared vision for all publicly funded English language provision, including addressing the needs of refugees.</p><p>The department funds ESOL through the Adult Education Budget (AEB), which is allocated to providers on an annual basis. Colleges and adult learning providers have the freedom and flexibility to determine how they use their AEB allocation to meet the needs of their communities and this includes planning, with local partners, the ESOL courses that they will deliver locally. The Home Secretary has appointed Professor Dame Carol Black to lead a major review which will build on existing Government strategies to combat drugs and will examine the harms that drugs cause and the best ways to prevent drug-taking. The report will also examine the drivers behind recent trends such as the increased recreational use of Class A drugs by young adults. The plan is for Dame Carol to present the Home Secretary with a report detailing her key findings and proposals by the end of the summer. The outcome of this meeting will shape phase 2 of the review. The Care Quality Commission, the independent inspectorate of hospitals and adult care homes, has commissioned an independent review of its inspection and regulatory approach to Whorlton Hall, which should inform work to ensure the appropriate oversight of care provided to people with a learning disability.</p><p>On 21 May 2019, I laid a written statement (HLWS1533) in which it was announced that the National Health Service would be strengthening its existing oversight arrangements. Where someone with a learning disability and/or autism is an inpatient out of area they will be visited every six weeks if they are a child and every eight weeks if they are an adult, on site. 	answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>Electoral law allows parties to adopt a fundraising strategy that focusses on raising funds in small amounts. A positive aspect of this is broad engagement of people in politics.</p><p>Parliament set a threshold of £500, above which donations must be from permissible sources. This is to limit influence from outside the UK on our elections and democracy. Below the threshold, sums given to parties and campaigners are not considered to be donations under law, but recipients still need to satisfy themselves who is giving these sums. Multiple sums from a single source could aggregate to above £500 triggering the permissibility rules. This would exclude overseas donors not on the UK electoral register.</p><p>Parties must have systems in place to comply with the rules, and the Commission provides advice to parties and campaigners about how to ensure that they do. If the current law is complied with, there is no reason why micro funding would result in impermissible donations from overseas donors.
