For PCNs to be successful they will need to work in partnership with local people and the communities they serve. Legal duties which currently apply to NHS service providers - including general practitioner practices - and commissioners around engagement and consultation will continue to be valid for PCNs.</ins></p></ins></p><p><del class="ministerial">NHS England and NHS Improvement, together with the National Institute for Health and Care Excellence, is developing a ’commercial framework’ setting out the parameters for the commercial approach for medicines in the health service in England.</del></p><p><del class="ministerial">The commercial framework will support a single, transparent, robust and integrated pricing and market access process, and is being tested with and informed through consultation with stakeholders including the Association of the British Pharmaceutical Industry.</del></p><p><del class="ministerial">In preparation for public consultation in the coming months, NHS England is actively engaging with industry trade bodies and health system partners, in the first instance, to outline progress on the development of the commercial framework. 	answer	answer is ministerial correction date of answer 19/06/2019 answer text <p>The Government recognises the impact that debt and financial difficulty can have on men’s mental health and wellbeing and that men are at a higher risk of suicide.</p><p> </p><p>The National Suicide Prevention Strategy highlights groups that need tailored approaches to address their mental health needs to reduce their suicide risk, including men. Every local authority has a suicide prevention plan in place and we are investing £25 million over the next three years to support these local plans. We have worked with NHS England and Public Health England to ensure that this funding is used to test different approaches to reaching men in local communities.</p><p> </p><p>We are working with the local government sector to assess the effectiveness of those plans, and a report will be published shortly that will highlight areas of best practice and areas for improvement. However, the majority of these cases (628/966, 65%) are in individuals aged less than one year old and over 15 years i.e. those not in recently vaccinated age cohorts. The Foreign Secretary reiterated this in his statement on 6 June, which also called for the full restoration of the internet and freedom of the media. The UK has called for the human rights of all Sudanese people to be respected and for the resumption of the political process with the protestors and the opposition, and an agreed transfer of power to a civilian-led government, as demanded by the Sudanese people, in a swift, orderly and peaceful manner. On 6 June, I summoned the Sudanese Ambassador to the Foreign and Commonwealth Office to express the grave concerns of the United Kingdom at the use of violence against civilians by the Sudanese authorities. 	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>The UK continues to engage with a range of opposition, members of the protest movement as well as the Transitional Military Council (TMC). The UK, alongside Troika partners Norway and the US, has called for all sides to engage in an inclusive dialogue that leads to a swift, orderly and peaceful transition to civilian rule. On 29 May our Ambassador delivered this message to Yassir Arman of Sudan People's Liberation Movement-North (SPLM-N) and encouraged all armed movements to return to Sudan and take part in the talks to agree a civilian-led transition and achieve peace. We have condemned the way that the opposition leaders have since been treated by the TMC since they returned.</p><p>On 4 June in a joint Troika statement, we condemned the recent violent attacks by Sudanese security forces against peaceful protestors in Sudan which left many civilians dead or injured. We also expressed serious concern over TMC's announcement that it would cease negotiations and called for an agreed transfer of power to a civilian-led government. Our Embassy in Khartoum calls on members of the Transitional Military Council both in public and directly the steps that needed to be taken to improve the situation in Sudan, including the release of all political detainees.</p><p>On 6 June, I summoned the Sudanese Ambassador to the Foreign and Commonwealth Office to express our grave concerns at the use of violence against civilians by the Sudanese authorities. The UK has called for the human rights of all Sudanese people to be respected, the resumption of the political process leading to an agreed peaceful transfer of power to a civilian-led government, as demanded by the Sudanese people. 	answer	answer is ministerial correction date of answer 18/06/2019 answer text <p>Since the removal of Bashir as President and the establishment of a Transitional Military Council the UK has engaged with international counterparts bilaterally and in multilateral fora to shape an international response that supports the demands of the people of Sudan to deliver a swift and inclusive move to civilian rule. The Foreign Secretary spoke with Kenyan Cabinet secretary for Foreign Affairs on 3 May and Saudi Minister of State for Foreign Affairs on 25 April on the importance of international partners' engagement to support a swift transition to civilian rule.</p><p>The UK has ensured that the situation in Sudan has been discussed at the highest levels, including in the UN Security Council, most recently on 4 June, and in the EU Foreign Affairs Council on 17 June. The UK also continues to promote comprehensive peace negotiations through our role in the Troika. Alongside the US and Norway we engage regularly with the African Union (AU) building on long standing support to the AU's mediation efforts to encourage peace and security in Sudan. 	answer	answer is ministerial correction date of answer 20/06/2019 answer text <p>HMG continues to monitor the humanitarian situation across Sudan, including the conflict areas, with concern. Close to two million people live as Internally Displaced People inside Sudan, with around 600,000 living precarious lives as refugees beyond its borders. Sudan also hosts close to a million refugees, the majority from neighbouring South Sudan. The United Nations has published estimates that 5.7 million people, including all of those displaced, are in need of humanitarian support, although that number may increase to 8 million people if the current economic crisis continues. The United Nations has developed a response plan to meet the needs of 4.4 million people that would cost $1.2Bn, and relies on the governing authorities in Sudan to facilitate safe passage of these supplies and aid workers to reach those in need of assistance.
