However, we remain deeply concerned that the conditions for safe, voluntary and dignified returns in line with UNHCR principles are not in place. The UK has been clear, as has the UN Security Council, that before repatriations start, Myanmar must create the conditions in Rakhine to allow the Rohingya to return safely, voluntarily and with dignity. Refugees must have full access and independent information about conditions in areas of return and arrangements for repatriation.</p><p>We have publicly called for the removal of restrictions that withhold citizenship from individuals who are not from a community recognised by the Myanmar authorities as a 'national race', such as the Rohingya. The UK has supported the recommendations of the Rakhine Advisory Commission's to reform the 1982 Citizenship Law and urges the Myanmar government to fully implement them.</p><p>The UK co-sponsored the resolution at the UN Human Rights Council which set up the Fact Finding Mission in March 2017. This has since found that there may be sufficient grounds for prosecuting senior Myanmar military officials for crimes against humanity. The UK also to secure a resolution which established a mechanism to collect and preserve evidence of atrocities for future prosecutions. Sanctions are always used as part of a broader political strategy and are designed to change, coerce or send a political signal regarding particular behaviour(s). Whilst linking behaviour change explicitly to sanctions can be challenging, we have some evidence to suggest that sanctions on individuals can lead to their removal from positions of power and reduce their ability to carry out harmful actions. We understand all have now been released. Violence must not be used, including against opponents. Sudanese people should not be faced with the threat of arbitrary detention or deportation. We consistently made clear to the former Government of Sudan our expectation that all detainees should be treated in accordance with international standards; we continue to call upon the Sudanese authorities to do so. On 6 June, I summoned the Sudanese Ambassador to the Foreign and Commonwealth Office to express the grave concerns of the United Kingdom at the use of violence against civilians by the Sudanese authorities. Our Embassy in Khartoum continues to publicly and directly call on members of the Transitional Military Council to take the steps needed to improve the situation in Sudan, including the release of all political prisoners. The British Consul General to Hong Kong discussed political developments in Hong Kong with the Director of the Hong Kong and Macao Affairs Office and the Chinese Ministry of Foreign Affairs in Beijing in April 2019. We also raise Hong Kong in the course of regular dialogue with China's Ministry of Foreign Affairs.</p><p>We have raised a number of issues relating to the proposals with the Hong Kong Government at senior levels and Chinese officials in Beijing. These include potential implications for our bilateral extradition treaty, as well as the potential consequences for the UK business community and for UK citizens living in or travelling through Hong Kong. We will continue to seek clarity from the authorities on these points.</p><p>The Foreign Secretary and Canadian Minister of Foreign Affairs, Chrystia Freeland, issued a Joint Statement on 30 May 2019,which noted concern for the potential effect of the proposals on the large number of UK and Canadian citizens in Hong Kong, on business confidence and on Hong Kong's international reputation. They made clear that any extradition arrangements in Hong Kong should be in line with 'One Country, Two Systems' and fully respect Hong Kong's high degree of autonomy. We have particular concerns in Egypt regarding Article 122 of the Child Law in Egypt and cases involving the death penalty and juveniles. Embassy officials have repeatedly raised Ahmed Saddouma's case with the Egyptian authorities since September 2018 – most recently on 9 May. We closely monitored his appeal and a UK official attended the hearing on 8 June. The Foreign Secretary reiterated this in his statement on 6 June, which also called for the full restoration of the internet and freedom of the media. The UK has called for the human rights of all Sudanese people to be respected and for the resumption of the political process with the protestors and the opposition, and an agreed transfer of power to a civilian-led government, as demanded by the Sudanese people, in a swift, orderly and peaceful manner. The Embassy team in Riyadh have raised the issue of the execution of minors in Saudi Arabia four times in the last month. We will raise our concerns regarding Mr Qureiris’s case with the Saudi authorities. The Embassy team have applied for permission to attend any further trial sessions.</strong></p><p>It is a longstanding practice of the British Government to oppose the death penalty, in all circumstances, as a matter of principle, in every country, including Saudi Arabia.
