We have therefore been following recent developments in the Eastern Mediterranean with concern and would like to see the situation de-escalated. The UK has made it clear to Turkey, both privately and publicly, that we oppose their plans to drill. We continue to recognise the sovereign right of the Republic of Cyprus to exploit the oil and gas in its internationally agreed Exclusive Economic Zone. We believe it is critical for stability in the Mediterranean, and for the integrity of the Rules-Based International System, that disputes such as this are resolved through dialogue and in accordance with international law. We will continue to work with the Republic of Cyprus, Turkey and the wider region to that end. The Foreign Secretary reiterated this in his statement on 6 June, which also called for the full restoration of the internet and freedom of the media. The UK has called for the human rights of all Sudanese people to be respected and for the resumption of the political process with the protestors and the opposition, and an agreed transfer of power to a civilian-led government, as demanded by the Sudanese people, in a swift, orderly and peaceful manner. However, we remain deeply concerned that the conditions for safe, voluntary and dignified returns in line with UNHCR principles are not in place. The UK has been clear, as has the UN Security Council, that before repatriations start, Myanmar must create the conditions in Rakhine to allow the Rohingya to return safely, voluntarily and with dignity. Refugees must have full access and independent information about conditions in areas of return and arrangements for repatriation.</p><p>We have publicly called for the removal of restrictions that withhold citizenship from individuals who are not from a community recognised by the Myanmar authorities as a 'national race', such as the Rohingya. The UK has supported the recommendations of the Rakhine Advisory Commission's to reform the 1982 Citizenship Law and urges the Myanmar government to fully implement them.</p><p>The UK co-sponsored the resolution at the UN Human Rights Council which set up the Fact Finding Mission in March 2017. This has since found that there may be sufficient grounds for prosecuting senior Myanmar military officials for crimes against humanity. The UK also to secure a resolution which established a mechanism to collect and preserve evidence of atrocities for future prosecutions. The British Government was shocked by footage released in July 2018, although subsequently dated to 2015, showing alleged Boko Haram supporters being killed in northern Cameroon. I condemned these horrific killings in a public statement and urged the Government of Cameroon to ensure those responsible face justice. Seven soldiers have subsequently been arrested. The British Government continues to raise concerns about human rights violations and abuses at the highest levels, including at the UN Security Council on 4 June at a briefing of the UN Office for Central Africa. The UK along with Austria led a cross-regional statement raising concerns at the UN Human Rights Council in March. We welcome the recent visit to Cameroon by the UN High Commissioner for Human Rights and the Government of Cameroon's reported openness to working with the UN to address the severe humanitarian situation and tackle violations and abuses of human rights. We also raise Hong Kong in the course of regular dialogue with China's Ministry of Foreign Affairs.</p><p>We have raised a number of issues relating to the proposals with the Hong Kong Government at senior levels and Chinese officials in Beijing. These include potential implications for our bilateral extradition treaty, as well as the potential consequences for the UK business community and for UK citizens living in or travelling through Hong Kong. We will continue to seek clarity from the authorities on these points.</p><p>The Foreign Secretary and Canadian Minister of Foreign Affairs, Chrystia Freeland, issued a Joint Statement on 30 May 2019,which noted concern for the potential effect of the proposals on the large number of UK and Canadian citizens in Hong Kong, on business confidence and on Hong Kong's international reputation. They made clear that any extradition arrangements in Hong Kong should be in line with 'One Country, Two Systems' and fully respect Hong Kong's high degree of autonomy. At the end of March this year, Home Office launched the new Start-Up and Innovator visa routes for entrepreneurs, which will replace a route exclusively for graduates, opening it up to other talented business founders.</p><p>In the Autumn Budget 2017 we also announced investment of £21 million to expand Tech City UK into a nationwide network – Tech Nation – aimed at accelerating the growth of the digital tech sector across the country. The funding will help Tech Nation support 40,000 entrepreneurs and up to 4,000 start-ups as they scale their businesses across the UK including Belfast, Cardiff, Edinburgh, and Newcastle. In 2019/20, total police funding will increase by over £1 billion including council tax and the £100 million Serious Violence Fund. We continue to work closely with law enforcement in order to better understand the evolving issue of county lines drug dealing and develop effective responses.</p><p>Through the Serious Violence Strategy published in April 2018, we provided £3.6m to establish the National County Lines Co-ordination Centre, a joint initiative between the National Crime Agency and policing, to enhance the intelligence picture and support cross border efforts to tackle county lines. Since its launch in September 2018, it has carried out three separate weeks of operational intensification leading to over 1600 arrests, over 2100 individuals safeguarded and significant seizures of weapons and drugs.</p><p>The Government made £8.5m of additional funding available from the police transformation fund to support the establishment of the Modern Slavery Police Transformation Unit (MSPTU) in October 2016. The programme supports a bespoke modern slavery intelligence hub, regional analysts and operational coordinators, improved training and dedicated thematic experts to support individual police forces. The Government is continuing to support the programme through an additional £3.1m of funding for the current financial year.
