	answer	answer is ministerial correction date of answer 14/06/2019 answer text <p>In 2017-18, income from the Immigration Skills Charge (ISC) contributed £75 million to the department’s skills budget.</p><p>While the income raised is not additional funding for skills, the ISC is helping to maintain the department’s existing skills budget and existing level of investment in skills in England. As such, it is not possible to provide a breakdown of how the department’s ISC allocation is spent.</p><p>The ISC ensures that we can continue to invest in developing the skills that the country needs and also addresses skills gaps in the workforce. Similarly, it helps to maintain funding levels for each of the devolved administrations.</p><p>My letter of 17 January 2019 to the chairs of the Education and Home Affairs committees about the ISC, has been placed in the Libraries of both Houses and is available to view at the following link: <a href="http://www.parliament.uk/business/publications/business-papers/commons/deposited-papers/" target="_blank">www.parliament.uk/business/publications/business-papers/commons/deposited-papers/</a>.</p><p>An internal review of the ISC, based on Home Office data, was undertaken in the second quarter of 2018. 	answer	answer is ministerial correction date of answer 24/06/2019 answer text <p>The pensions framework established by Parliament in the Pensions Act 2004 sets out that ongoing employers may address the funding of their scheme deficits over a reasonable period of time. This responsibility falls on the company rather than its owners, other than where The Pensions Regulator has used its anti-avoidance powers. This approach of spreading funding of deficits was established to balance the needs of schemes with those of their sponsoring employers.</p><p> </p><p>The Arcadia trustees and the Arcadia group took an approach which was similar to many other schemes and employers in establishing recovery plans to address their schemes’ deficits over a number of years. In response to a request to vary those recovery plan payments, made in conjunction with the Arcadia Group’s Company Voluntary Arrangements proposals, The Pensions Regulator, working alongside the trustees and the Pension Protection Fund, has negotiated robustly to secure an enhanced package of support for the pension schemes in connection with a successful Company Voluntary Arrangement, worth significantly more than would be received if the Company Voluntary Arrangement is not successful and Arcadia Group Ltd becomes insolvent. This represents appropriate protection, in challenging circumstances, and is equitable in the context of the wider Company Voluntary Arrangements process.</p><p> </p><p>In assessing the turnaround plan presented by Arcadia, The Pensions Regulator has been informed by the analysis carried out by professional advisers to the trustees. The promotion of Freedom of Religious belief and religious tolerance is an important aspect of this approach. Since 2010, DFID’s skills Development Programme has trained over 332,000 poor and vulnerable people to improve their employment prospects, including people from religious minorities. 	answer	answer is ministerial correction date of answer 19/06/2019 answer text <p>The Government is broadly supportive of the EU’s efforts to engage with Eritrea, and to create opportunities for greater engagement between Ethiopia and Eritrea, including through increasing development assistance where possible. We share concerns about human rights, particularly regarding Eritrea’s use of national service. However, it is clear that key elements of development cooperation in Eritrea, including recent cooperation on road building, will not be taken forward without the use of national service labour. We have therefore pressed the EU for enhanced efforts to ensure safeguards are in place. The EU has confirmed that the project implementer will monitor and assess whether workers are receiving an appropriate salary, and that basic health and safety standards are applied. Alongside those immediate measures, we, and the EU, will continue to encourage reform of the Eritrean national service system.</p><p> </p><p>Around 15% of all EU development funds, including those used for projects in Eritrea, are attributable to UK ODA. This includes providing secondary and higher education scholarships to help incentivise parents from marginalised communities to send their children to school. In Punjab, scholarships have been provided to over 50,000 girls from poor families that reside in the most remote and marginalized districts of Punjab, some with a significant population of minority groups. Since 2010, DFID’s skills Development Programme has trained over 332,000 poor and vulnerable people to improve their employment prospects. This includes more than 3,800 people from religious minorities.
