star this property answer text <p>As I said in my previous response to PQ 257583, the National Probation Service (NPS) is currently recruiting more staff into the organisation. We have seen an increase in both the volume and diversity of probation officer applicants following a change in the recruitment process and eligibility criteria. A national campaign to recruit probation officers took place recently and successful candidates will start in July 2019.</p><p> </p><p>NPS London have prioritised the recruitment of Probation Officers to fill all current and projected vacancies and have had 211 new staff joining over the past year. As of March 2019, approximately 1,325 full time equivalent staff are employed; a net increase of 57 from March 2018. They have also introduced new victim-specific training for staff.</p><p> </p><p>NPS London are closely monitoring the caseload capacity for staff and would take proportionate and appropriate action to manage workloads across the division.</p> more like this

star this property answer text <p>The Department refers to the responses to 2 previous PQs (254799 and 257591) which addressed this question on 17<sup>th</sup> May and 28<sup>th</sup> May respectively. This answer confirms those responses.</p><p> </p><p>The MOJ are making payments to a small number of Permitted Sub Contractors on the basis of a) the unique nature of their services (statutory services) and b) the structure of their current market in the context of the transformation announced on 16<sup>th</sup> May 2019.</p><p>There is no defined term within DWP contracts for Permitted Subcontractors.</p><p> </p><p>The Department considered the impact on stakeholders and sub-contractors, based on the Administrator’s statement of affairs at the point of Working Links going into administration, and has worked with both the Administrator and Fedcap, who have taken over a number of Working Links contracts, to minimise the impact on those supply chain partners owed monies by Working Links at the point of administration.</p><p> </p><p>The Department has met all of its obligations in regard to the contracts, including payments, leading up to and as a consequence of the administration.</p>

star this property answer text <p>Evidence suggests that life expectancy for people with sickle cell disease is improving. This is due to a number of factors including:</p><p>- Improved newborn screening coverage to enable earlier diagnosis;</p><p>- Use of the National Haemoglobinopathy Registry to monitor individuals’ health, treatment and their annual reviews;</p><p>- Access to specific diagnostics and medication, such as hydroxyurea; and</p><p>- A Commissioning for Quality and Innovation (CQUIN) incentive has been in place for the last two years to improve access to apheresis for individuals with sickle cell disease.</p><p>All these factors are reflected in the service specification quality indicators which providers are required to report against so that implementation can be monitored.</p><p>It is anticipated that NHS England’s new model for specialised haemoglobinopathy services will be in place by early 2020. The new model is designed to improve access to specialist advice and care for patients, irrespective of where they live. The equality impact assessment on the new service model indicates that it will advance the promotion of equality and support the further reduction of health inequalities. This will be through ensuring that patients with thalassemia and sickle cell conditions have equitable access to high quality specialist care and support within specialised commissioned centres irrespective of where in the country they live. These centres will promote best practice in service delivery.</p>

star this property answer text <p>I have asked IPSA to reply.</p><p>As the system is new, IPSA continue to work closely with MPs and their staff to help them understand how IPSA Online works, and how to realise the full benefits. We are continuing to hold group and one-to-one training in Parliament and have staff available on the phone to answer queries. IPSA are conducting a survey to gather more feedback about the new system, with plans for further improvements in due course. IPSA will report to the Speaker’s Committee for the IPSA later in the year on the overall costs and benefits of IPSA Online.</p><p>During the development of the new system, IPSA Online, IPSA carried out usability testing to look at how long a range of tasks and functions would take, compared with the old claims system. Based on this testing, IPSA found that improvements in the new system would take MPs and their staff about 30 per cent less time, due to the simplification of processes and forms. Feedback collected at training sessions also indicated that MPs’ staff expected IPSA Online to be easier and quicker to use than the old system.</p><p>MPs and their staff members will also benefit from the following time-saving changes:</p><p>- ‘Single sign-on’ capability enables MPs and their staff to access IPSA Online directly through their secure parliamentary account without an additional logon.</p><p>- The new system allows claims from different budgets to be submitted on the same form, rather than having to submit multiple forms.</p><p>- Because MPs and staff no longer need to send paper receipts and invoices to IPSA, but can scan or photograph them and upload them digitally onto the system, we can process and reimburse claims more quickly.</p><p>- Staff members can now be reimbursed directly by IPSA for their own expenses, so that MPs no longer need to wait to pay staff once they themselves have been reimbursed.</p><p>- Additional information is available to them directly, for example on the amounts left in budgets and the status of any repayments or amounts owed, so MPs and their staff no longer need to wait for a monthly financial statement or contact IPSA staff to ask about these issues.</p><p>- MPs and their staff are now able to amend their personal details, including any change of name or address, on the new system themselves, without needing to submit a form to IPSA</p>

star this property answer text <p>Cannabis-based products for medicinal use are no different from other medicines, and existing systems for the funding of both licensed and unlicensed medicines apply.</p><p>Any medicines which receive a marketing authorisation from the Medicines and Healthcare Products Regulatory Agency or European Medicines Agency will be assessed for cost effectiveness by the National Institute for Health and Care Excellence. This is the foundation of National Health Service decisions about routine funding, and applies to all licensed medicines. For unlicensed medicines, the normal NHS medicines governance systems apply, as they do to all locally funded unlicensed treatments. These processes support good clinical practice and safe and effective prescribing. Decisions will be taken, at NHS Trust level on a case by case basis, based on the needs of the individual patient and the evidence of efficacy and cost effectiveness available.</p><p>My Rt. hon. Friend the Secretary of State for Health and Social Care has heard patients report difficulties in accessing medicinal cannabis. As a result, he asked the Department to work closely with NHS England to undertake a rapid process evaluation. This is underway and will review NHS system processes to identify and make recommendations to address any barriers to clinically appropriate prescribing, should they exist.</p>

star this property answer text <p>Government officials worked closely with Returning Officers and the Electoral Commission and<br>other agencies such as the Society of Local Authority Chief Executives (SOLACE) and the<br>Association of Electoral Administrators (AEA) to support the smooth running of the polls on 23<br>May</p><p>Electoral Registration Officers (EROs) are under a statutory duty to ensure people who are eligible<br>to vote in elections have the opportunity to do so. For the recent European Parliamentary elections<br>that included making sure relevant citizens of the EU who are resident in the UK and registered to<br>vote in local elections were made aware they needed to complete a voter registration and<br>declaration form (commonly referred to as a UC1 or EC6 form) in order to enable them to vote</p><p>The Electoral Commission supported EROs in the discharge of this function and encouraged them<br>to take additional steps to raise awareness of this requirement locally, through social media<br>channels and other means.</p><p>The Electoral Commission supported EROs in the discharge of this function. It issued guidance on<br>the 4th April which recommended that EROs should identify EU citizens who are on the local<br>government register and send them a declaration form and supporting information explaining how<br>they can declare their intent to vote in these elections in the UK should they wish to.</p>

star this property answer text <p>This Government is taking action to tackle all avoidable plastic waste. We have introduced one of the world’s toughest bans on microbeads in rinse-off personal care products and significantly reduced the use of plastic bags by around 86% with our 5p carrier bag charge. New measures to ban the distribution and/or sale of plastic straws, stirrers, and plastic-stemmed cotton buds have been announced which will come into force from April 2020. We have consulted on plans to extend the charge to all retailers, and consulted on increasing the minimum 5p charge to at least 10p.</p><p> </p><p>Earlier this year, we published consultations on measures to significantly change the way that we deal with our waste in the UK, helping to cut plastic pollution as we move towards a more circular economy. These included proposals to: reform the existing packaging waste regulations; introduce a deposit return scheme for drinks containers; and to increase consistency in the recycling system. Legislative proposals will be developed taking account of the consultation responses.</p><p> </p><p> </p>

Since this exemption, no dentist has been refused a Tier 2 (General) place and the cap has not been breached. Many larger levy-paying employers are headquartered in one region but they employ staff across the country. Therefore, levy data is reported to HMRC by PAYE scheme rather than by organisation, which means that we cannot attribute the levy collected and spent to individual locations. Individual employers can control where apprenticeship funds are spent in order to meet their current and future skills needs.</p><p> </p><p>Since May 2015, there have been 4,690 apprenticeship starts in the Ashfield constituency, 39,650 starts in Nottinghamshire (including in the city of Nottingham) and over 1.7 million starts in England as a whole, reported to date. 49.4% of apprenticeship starts in England were supported by the levy in the first half of 2018/19, which is the most recent period for which data are available.</p><p> </p><p>Income from the levy in England is used to fund apprenticeships for all employers, including apprenticeships started before the introduction of the levy as well as apprenticeships started since the introduction of the levy. We recently announced our intention to move non levy-paying employers onto the apprenticeship service, beginning later this year, giving small to medium-sized businesses a greater choice of quality training providers and the opportunity to be more engaged in apprenticeship training decisions for their business.</p>

star this property answer text <p>​The access to justice unit was established in January 2015 to lead on consular support provided to families bereaved through murder or manslaughter. This followed an internal review of the support offered to these families conducted in 2014, and recommendations made by the Foreign Affairs Committee in their 2014 Report on Foreign and Commonwealth Office (FCO) Consular Services. The name of the unit was changed to the Murder and Manslaughter Team shortly after it was established to better reflect the unit’s purpose as a dedicated team supporting those bereaved through murder or manslaughter overseas. This includes working closely with our posts overseas on these often complex and long-running cases.</p> more like this

star this property answer text <p>The Protection of Freedoms Act 2012 grants keeper liability for vehicles, allowing landowners and parking operators to pursue the registered keeper of a vehicle for breaches of contract related to parking. Private parking companies must be a member of a trade association if they wish to access DVLA data in order to issue parking charges to vehicle owners. The two parking trade associations, the British Parking Association (BPA) and the International Parking Community (IPC), have their own codes of practice and appeal procedures to which they expect their members to adhere. If a private parking company does not follow these codes responsibly, they risk being banned from accessing DVLA data and will be unable to issue parking charges.</p> more like this

However, UK officials have discussed the wider issue of online manipulation with their US counterparts on a number of occasions. We are working closely with a range of partners including the US to tackle disinformation, whatever its source or intent. star this property answer text <p>Ministers have had no recent discussions with their Finnish counterpart about media literacy and disinformation. However officials have discussed these issues bilaterally with Finland on a number of occasions, most recently on 8 May, as well as in multilateral fora. The UK is working closely with like-minded international partners, including EU Member States, to develop coordinated responses to disinformation and limit its harmful impact on our societies.</p><p> </p><p>The Government believes that media literacy and ensuring citizens can critically appraise information online is key to long-term success in building resilience to disinformation and other online harms. As announced in the Online Harms White Paper, the Government will develop a new online media literacy strategy. This strategy will be developed in broad consultation with a wide range of stakeholders, and will ensure a coordinated and strategic approach to online media literacy education and awareness for children, young people and adults.</p><p> </p><p>We are aware that a number of European partners, including Finland, have developed media literacy strategies to tackle disinformation. The UK will continue to engage with these partners to share best practices and ensure that our response to disinformation is as effective as possible.</p>

star this property answer text <p>The Government publishes its Safety in Custody National Statistics bulletin on a quarterly basis, which covers deaths, self-harm and assaults in prison custody in England and Wales.</p><p> </p><p>The latest publication is available at: <a href="https://www.gov.uk/government/statistics/safety-in-custody-quarterly-update-to-december-2018" target="_blank">https://www.gov.uk/government/statistics/safety-in-custody-quarterly-update-to-december-2018</a>.</p><p> </p><p>Information about assaults and serious assaults on staff up to December 2018 can be found by selecting the relevant table in the ‘Assaults in prison custody 2000 to 2018’ link. The table is set out by prison and year, and monthly breakdowns can be found by using the ‘+’ and ‘-‘ functions at the top of the table.</p><p> </p><p>assaults on staff table 3.15</p><p>assaults on prisoners table 3.16</p><p>serious assaults on staff table 3.18</p><p>serious assaults on prisoners table 3.19</p><p> </p><p>Violence in prisons remains unacceptably high but there are early signs that we are making progress. Eight of the jails involved in the ‘10 Prisons Project’ saw falls in the final quarter of 2018 – four of them by more than 25% - while the number of assaults across the estate reduced by 11%.</p><p> </p><p>Across the prison estate we have invested an additional £70m in a raft of measures designed to improve safety, security and decency – including body-scanners, enhanced searches and new investigative teams – while the 4,700 additional staff we have recruited since October 2016 are making a real difference.</p>
