Decisions on public spending will be made in the round as part of the Spending Review process. That is why the Government continues to engage with the regulators and industry in this area.</p><p> </p><p>In 2015, the Government established the Payment Systems Regulator (PSR), with a statutory objective to ensure that the UK’s payment systems work in the interests of their users. As a result, the PSR is closely monitoring developments within ATM provision, and has used its powers to ensure LINK meets its commitment on maintaining the broad geographical spread of free-to-use ATMs.</p><p> </p><p>The Treasury has not made an estimate of the number of free-to-use ATMS that have been converted to pay-to-use in each of the last five years. In the event that the UK leaves the EU without a deal, HMRC’s plans allow for the border to operate without significant new infrastructure on Day One.</p><p> </p><p>The Government has been working to minimise any disruption in the event of no deal for over two years. HMRC has engaged with ports and operators on how to meet the demands for increased border checks and processes following the UK’s exit from the EU. Under the prompt payment policy, public sector bodies are required to include 30-day payment terms in new public sector contracts; and this payment term must be passed down the supply chain. They are also required to publish annual payment performance data.</p><p> </p><p>While there is no provision to issue fines or penalty notices to public sector bodies that do not adhere to the prompt payment policy, we encourage businesses to report poor payment practice and instances of late payment in public sector contracts in breach of contract terms, to the Public Procurement Review Service, who will investigate. The service also undertakes its own proactive investigations into payment performance.</p><p> </p><p>Following a public consultation, in November 2018 a new prompt payment initiative was announced to ensure all Government suppliers and subcontractors benefit from being paid on time. For the first time, failure of companies to demonstrate prompt payment to their suppliers could result in them being prevented from winning government contracts. <br></p><p>Coming into force in September 2019, this will ensure the Government only does business with companies who pay their suppliers on time, many of which are small businesses. 	answer	answer is ministerial correction date of answer 04/06/2019 answer text <p>The Cabinet Office does not hold information on the numbers of European Union nationals<br>resident in the UK who do or do not register to vote in local elections</p><p>Estimates of the number of eligible people on the registers for electoral events are<br>published by the Electoral Commission following each poll, but have not previously<br>included a breakdown of the numbers of EU citizens eligible to vote. These reports are<br>available online at: www.electoralcommission.org.uk</p><p>Each Electoral Registration Officer maintains a register for their own local area. Some headline registration statistics by area are collated and published annually by the Office for National Statistics, however, this does not include a breakdown of the numbers of EU citizens registered to vote.
