	answer	answer is ministerial correction date of answer 06/06/2019 answer text <p>We are committed to becoming a world leader in 5G, and for the majority of the population to have access to a 5G signal by 2027. Following the Future Telecoms Infrastructure Review which sets out the Government’s national, long-term strategy for delivering world leading telecoms infrastructure across the UK, the Government is working to create the right conditions for the deployment of 5G.</p><p> </p><p>Ministers have regular discussions with Mobile Network Operators on a full range of subjects relating to mobile coverage and future digital infrastructure development, including 5G. Specific issues relating to health concerns and the natural environment are the responsibility of DHSC/Public Health England (PHE) and DEFRA respectively.</p><p> </p><p>A considerable amount of research has been carried out on radio waves and we anticipate no negative effects on public health.</p><p>PHE’s Centre for Radiation, Chemical and Environmental Hazards (CRCE) takes the lead on public health matters associated with radiofrequency electromagnetic fields, or radio waves, used in telecommunications.</p><p>Central to PHE advice is that exposures to radio waves should comply with the guidelines published by the International Commission on Non-Ionizing Radiation Protection (ICNIRP). Any such companies were wholly-owned by the Defence Secretary and came under the umbrella of Admiralty Holdings Limited (AHL). Their scope and number varied from time to time according to the opportunities that presented themselves and any changes requiring approval from the owner. AHL was operated on the owner's behalf by UKHO. The principal purpose of the adult education budget is to help adults aged 19 and over get the skills and learning they need to equip them for work, an apprenticeship or further learning.</p><p>There are many benefits to gaining a further education qualification, including an increase in earnings, an increase in the chance of being employed and a reduced chance of claiming benefits. These are highlighted in the report ‘Estimation of the labour market returns to qualifications gained in English further education’, particularly on page 12. This includes work that we cannot breakdown geographically such as our funding to the Global Environment Facility and our work on curbing illicit financial flows. We also invest substantial sums in tackling deforestation which helps to protect habitats for endangered species such as the Sumatran tiger and Asian elephant. 	answer	answer is ministerial correction date of answer 10/06/2019 answer text <p>The Mayor of London is responsible for air quality in the capital and has reserve powers under the 1995 Environment Act to enable this.</p><p> </p><p>Local authorities have discretionary powers to restrict car access to schools and enforce anti-idling laws outside schools.</p><p> </p><p>Local authorities are best placed to target action to improve local air quality. The Government’s Air Quality Grant Programme provides funding to local authorities for projects in local communities to tackle air pollution and reduce emissions which may include action targeting schools. The Government has awarded over £60 million in funding since the air quality grant started in 1997, including £3 million in 2018/19. Hackney Council has benefited from this fund.</p><p> </p><p>The Government has put in place a £3.5 billion plan to improve air quality and reduce harmful nitrogen dioxide emissions. 	answer	answer is ministerial correction date of answer 10/06/2019 answer text <p>We keep anti-social behaviour policy under review through a National Anti-social Behaviour Strategic Board which brings together a range of partners and representatives from key agencies, including the police, local government, and other Government departments, to consider the effectiveness of the powers introduced in the Anti-social Behaviour, Crime and Policing Act 2014. We also published refreshed statutory guidance for frontline professionals on the use of these powers on 24 December 2017.</p><p>We are aware of the Victims’ Commissioner’s report on anti-social behaviour, published on 30 April, and which makes several recommendations, including on improvements to the Community Trigger process.
