PHE also runs the HIV Prevention Innovation Fund which supports volunteer organisations spearheading new approaches to HIV prevention and focuses on engaging at-risk or under-served communities. Since 2017 the Innovation Fund has funded seven projects centred around raising knowledge and awareness of PrEP, particularly in underserved populations such as women and black African communities. Projects report that levels of knowledge about PrEP in these groups is lower than among gay and bisexual men. To reduce levels of HIV-related stigma within affected communities and more widely, the programme manages a national partnership of multi-sector organisations across England to deliver a range of information and resources that will improve the proportion of individuals in the most at-risk populations who are able to make safe and sustainable sexual health choices. In this regard, we welcome the fact that Mr Öcalan was granted access to two lawyers on 2 May and again on 22 May. In further developments we also note that the CPT paid another visit to Imrali prison in mid-May, and that the Turkish Minister of Justice has also lifted the court restriction on lawyers' visits to Imrali prison. We note that hunger strikes in support of Mr Öcalan have now ended. UK officials are not permitted to travel to Chechnya for their own safety so officials have met with human rights organisations operating in the region to discuss these reports. Taken together with detailed reports prepared by credible organisations including LGBT Network and Human Rights Watch, our assessment is that there has been an increase in LGBT persecution in Chechnya.</p><p>On 18 March the UK, joined by 31 other countries, delivered a statement to the UN Human Rights Council on the persecution of LGBT people in Chechnya. I also raised this issue directly with my Russian counterpart, First Deputy Foreign Minister Vladimir Titov, in the margins of the Munich Security Conference in February. In November 2018, the UK was one of 16 countries to invoke the Organisation for Security and Co-operation in Europe Moscow Mechanism to investigate allegations of human rights abuses in Chechnya. The Department for Work and Pensions annually publishes Households Below Average Income (HBAI) statistics, based on the Family Resources Survey, which sets out four official measures of relative and absolute low income before and after housing costs. The closest measure in HBAI to a measure of destitution is the number of children in “severe low income” (50% of median before housing costs). HBAI also provides measures of material deprivation based on questions to parents and pensioners about their ability to afford the basics in life such as heating homes and paying bills. In addition, new questions have been added to the Family Resources Survey to develop a food insecurity measure from 2021.</p><p>New experimental statistics to measure poverty will be developed, and published by DWP in 2020. Every donor completes an extensive donor health check questionnaire before each donation. This is designed to identify donors who have a recognisable risk of infection who can then be excluded or subject to further testing. Those considered at risk are asked to defer donation until it is safe for them to do so.</p><p>All blood donations are routinely tested for hepatitis B, hepatitis C, hepatitis E, HIV, syphilis and for first time donors, human T-lymphotropic virus, before they are sent to hospitals and released into the supply chain. If any blood donation tests positive for infection it is not released into the blood supply chain.</p><p>NHS Blood and Transplant and the other UK blood services are subject to regular inspections by independent regulators and NHS Blood and Transplant safety policy is formulated by two independent advisory committees: the Joint United Kingdom Blood Transfusion Services Professional Advisory Committee and the Advisory Committee on the Safety of Blood, Tissues and Organs. NHS Blood and Transplant, along with the other UK Blood Services, established a UK blood supply surveillance scheme where all hospitals in the UK report, as a condition of their registration, any recognised or unexpected reactions to blood products. Many scholars funded by the UK go on to take up senior leadership positions in their home countries, and the strong bond they have formed with the UK enhances our direct and indirect influence abroad.</p><p> </p><p>This enhances our diplomatic work, our efforts in promoting increased trade and investment and supports our national security through increased goodwill and cooperation.</p><p> </p><p>The Chevening Scholarship, sponsored by the Foreign and Commonwealth Office (FCO), funds between 300-400 scholars a year from across Sub-Saharan Africa (SSA), 400-500 including North Africa. The FCO have awarded scholarships to over 8000 scholars across SSA since the programme began.</p><p> </p><p>In August 2018 my right hon. Friend, the Prime Minister, announced an additional £2.7 million to fund up to an extra 100 scholarships across SSA, and in May 2019 my right hon. That is why, as a general principle, full-time students are usually precluded from entitlement to income-related and income-maintenance benefits, including Carer’s Allowance. Part-time students may be able to claim Carer’s Allowance though. This figure includes requests received up to and including March 2019, representing the latest available performance results.</p><p> </p><p>The Ministry of Justice takes its data protection responsibilities seriously. We have seen a significant increase in the numbers of subject access requests received since the General Data Protection Regulation came into force. We have developed plans to address this increase and taken steps to achieve the desired level of performance.
