That is why, as a general principle, full-time students are usually precluded from entitlement to income-related and income-maintenance benefits, including Carer’s Allowance. Part-time students may be able to claim Carer’s Allowance though. 	answer	answer is ministerial correction date of answer 05/06/2019 answer text <p>Currently the Animal and Plant Health Agency (APHA) holds data on the total number of animals entering Great Britain under the Pet Travel Scheme, and the number of animals that failed the compliance checks.</p><p> </p><p>APHA stopped recording the country of origin of compliant animals imported under the scheme in 2016. Detailed data on non-compliant pet animals, including the country in which the paperwork accompanying the animal was issued, is always collected.</p><p> </p><p>In previous years the country of origin data was taken from a legacy database (Pets database) which was deployed in 2006 when the throughput of pet animals was much lower. Pet carriers recorded details of pet animals entering Great Britain, including the country of origin.</p><p> </p><p>APHA introduced a new system to establish the quality of the submitted data available from the Pets Database. This new system more accurately records the number of pet animals entering the country but does not record the country in which the paperwork was issued or the country the animal travelled from.</p><p> </p><p>When the new system was introduced to verify throughput figures it was identified that recording the country of origin for compliant animals would place an undue burden on the carriers given the volume of pets travelling (the number of pets entering Great Britain has increased from 91,308 in 2006 to 336,446 in 2018).</p><p> </p><p>Collecting the country of origin data for compliant pet imports has not proved useful in deterring puppy smuggling as it is essentially collecting information on legal movements; however APHA are looking at how this data could be accurately collected in the future and the likely costs that would be involved.</p><p> </p><p>There is no legal requirement for the country of origin to be recorded, and we always relied on the good will of the carriers to record this information.</p><p> </p> answering member constituency Macclesfield answering member printed David Rutley question first answered 05/06/2019 16:45:35 answering member 4033 label Biography information for David Rutley

	answer	answer is ministerial correction date of answer 10/06/2019 answer text <p>Applications for a Universal Credit advance payment can be made in person, by telephone or online depending on the claimant’s circumstances. Depending on the type of advance payment application, we will consider whether the claimant satisfies the eligibility conditions for receiving the advance. If the claimant is eligible we will agree the amount of the advance and the period over which the advance will be recovered from their future Universal Credit payments. If the claimant has made the application in person or by telephone, the outcome of the application is explained to the claimant face to face or over the phone and then their online journal is updated. If they have made the application online the outcome will be displayed on screen.</p><p> </p><p>The Department has taken a number of steps to ensure that advances meet the needs of claimants and that the recovery arrangements are personalised and reasonable. Affordability is managed by ensuring the recovery rate will not be more than the equivalent of 40% of the claimant’s standard allowance. The claimant is given the choice over the repayment period and it is explained to them exactly how much will be deducted each month depending on the option they choose. If the claimant is making the advance application online, these options are clearly displayed on screen for them to choose from.</p><p> </p><p>Help is available for those struggling to meet the recovery rate. In exceptional circumstances, recovery can be deferred for up to three months from the start of the recovery period. If the claimant tells us that due to unforeseen circumstances they are experiencing hardship and are having difficulty repaying the advance over the agreed recovery time, we would explain that repayment can be deferred by a maximum of three months.</p><p> </p><p>From October 2019 the maximum rate of deductions from a claimant’s standard allowance will be reduced from 40% to 30%. This means that any report based on a view of the service at a given date may well be inaccurate only a short period afterwards.</p><p> </p><p>This is the case with this Child Poverty Action Group (CPAG) report. The report does not take into account recent changes to the Universal Credit Statement which ensures that claimants receive detailed information about any deductions which have been made to their Universal Credit award, including a clear breakdown of what each deduction is for. The Government increased the programme's funding in 2017, allowing up to 50 scholarships to be awarded per year. The Gini coefficient is an international standard technical measure of how incomes are distributed across all individuals. It ranges from 0% (when everyone has identical incomes) to 100% (when all income goes to only one person).</p><p> </p><p>From 2009/10 to 2017/18 income inequality, measured using the before housing cost Gini coefficient, has fallen by 2 percentage points. UK aid to the Palestinian Authority’s (PA’s) health and education sectors is channelled through the EU Palestinian-European Socio-Economic Management Assistance Mechanism (PEGASE). Our money goes into a special, dedicated bank account before being paid to individuals who have been vetted in advance. The bank account is only used for UK aid. Independent auditors check that the money paid out from the special bank account only went to the vetted individuals after every disbursement.</p><p> </p><p>UK’s financial aid to support the PA’s water and energy sectors will be channelled through The World Bank Partnership for Infrastructure Development in the West Bank and Gaza Multi Donor Trust Fund. Every donor completes an extensive donor health check questionnaire before each donation. This is designed to identify donors who have a recognisable risk of infection who can then be excluded or subject to further testing. Those considered at risk are asked to defer donation until it is safe for them to do so.</p><p>All blood donations are routinely tested for hepatitis B, hepatitis C, hepatitis E, HIV, syphilis and for first time donors, human T-lymphotropic virus, before they are sent to hospitals and released into the supply chain. If any blood donation tests positive for infection it is not released into the blood supply chain.</p><p>NHS Blood and Transplant and the other UK blood services are subject to regular inspections by independent regulators and NHS Blood and Transplant safety policy is formulated by two independent advisory committees: the Joint United Kingdom Blood Transfusion Services Professional Advisory Committee and the Advisory Committee on the Safety of Blood, Tissues and Organs. NHS Blood and Transplant, along with the other UK Blood Services, established a UK blood supply surveillance scheme where all hospitals in the UK report, as a condition of their registration, any recognised or unexpected reactions to blood products. There are side effects to many of the treatments for prostate cancer, such as impotence and incontinence, but, there is no doubt that, in some cases, if found early, ‎it could save lives. However, many of the men having tests and receiving treatment would not have any symptoms or problems relating to their cancers in their life.</p><p>The Prostate Cancer Risk Management Programme (PCRMP) supports men in making an informed choice on whether to be tested for prostate cancer. As with other major research funders, the NIHR does not ring-fence funds for particular topics or conditions. Applications for funding are subject to peer review and judged in open competition, with awards being made on the basis of the importance of the topic to patients and health and care services, value for money and scientific quality.</p><p>The NIHR’s support for research into chronic pancreatitis which is currently ongoing or recently concluded (in financial year 2018/19) includes one directly funded study, with a total award of £262,500, investigating the use of antioxidants and magnesium for the treatment of pain in hereditary and idiopathic chronic pancreatitis. The figures for emergency hospital admissions for chronic obstructive pulmonary disease (COPD) in this period are not available in the requested format and a comparative assessment has not been made.</p><p>In January 2019, the Government launched the Clean Air Strategy, which sets out plans for dealing with all sources of air pollution to save lives and protect nature.</p><p>The Department collaborated with the National Review of Asthma Deaths led by the Royal College of Physicians which examined the circumstances surrounding deaths from asthma and reported in 2015.
