The 2016 consultation on updating the Furniture and Furnishings (Fire) (Safety) Regulations sought views on proposals for clarifying and amending the scope of the regulations. The Department will publish its response to the 2016 consultation in due course.</p><p> </p><p>Chemicals, including brominated and organophosphate flame retardants used in UK furniture, are regulated under Regulation (EC) No 1907/2006 on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH). 	answer	answer is ministerial correction date of answer 05/06/2019 answer text <p>The Furniture and Furnishings (Fire) (Safety) Regulations 1988 apply to upholstered furniture which is ordinarily intended for private use in a dwelling.</p><p> </p><p>The Regulatory Reform (Fire Safety) Order 2005 (FSO) is primarily for businesses and other non-domestic premises including communal areas of multi-occupied residential premises – where the communal areas are effectively workplaces and not primarily domestic premises. For care homes where the main use is the provision of residential care, the FSO applies to the entire premises as they are a workplace. To encourage consistent data gathering and reporting of outcomes, NHS England has worked with a wide range of stakeholders to develop a Common Outcomes Framework for measuring the impact of social prescribing. Working with a wide range of stakeholders, a consensus has been built for all social prescribing connector schemes to measure a number of outcomes, including impact on the person. This includes individual cases and observational trials. It is the promise shown from these observational studies and experience, from all around the world, that provides the basis for public funding of further research into the use of cannabis based products as medicines through the National Institute for Health Research. This further clinical research will provide a greater level of understanding of cannabis-based medicines, how to use them to best effect, who may benefit and under what circumstances, how cannabis interacts with other medications and define further any contraindications. This can be viewed at the following link:</p><p><a href="http://www.legislation.gov.uk/uksi/2018/1055/impacts" target="_blank">http://www.legislation.gov.uk/uksi/2018/1055/impacts</a></p><p>This set out the approach that the Government proposed to take in assessing the costs and benefits of the change in the law at a population level, with regard to the rescheduling of cannabis-based products for medicinal use (CBPM). This framework included potential savings in treatment costs, giving the example of patients with severe epilepsy for whom medicinal use of cannabis could reduce the frequency of seizures and reduce the number of related hospital admissions. This was an initial framework for assessing this policy and as we develop our knowledge in this area, both on the costs and the potential benefits, we can revisit and refine these assessments.</p><p>In the meantime, the National Institute for Health and Care Excellence (NICE) is developing clinical guidelines on the appropriate use of CBPM based on the best available evidence, and the National Institute for Health Research is funding further clinical research on this. Our Action Plan recognises antimicrobial resistance as a global public good. This is reflected in the high priority the UK gives to addressing the problem of AMR. Since 2014, the sales of antibiotics for use in food-producing animals in the UK have dropped by 40%. The Bill is a central part of the Government’s programme of legislation to deliver as smooth a departure as possible and achieve a green Brexit. At the heart of our new policy in England will be a system that pays public money for public goods. Our future agriculture policy will help farmers continue to provide a supply of healthy, home-grown produce made to high environmental and animal welfare standards.</p><p> </p><p>We are committed to putting in place a Gold Standard of metrics which will provide a framework of sustainability metrics, establishing a common vocabulary for environmental and animal welfare measurements in food and farming that can be used across public and private sectors.</p><p> </p><p>We already have some of the highest welfare standards in the world, as well as a number of voluntary labelling schemes which provide assurances as to the welfare of the animals, both of which ensure consumers are not misled by the labelling of products that contain meat or dairy products. Once we leave the EU, we will review food labelling to ensure that we have a framework that meets the needs of UK consumers and producers. Under Universal Credit there is a structured approach to deductions from benefit, which simplifies the current complex arrangements. Claimants can view their Universal credit statement online and easily understand both how their award is calculated and what debts are being repaid, supporting them to manage their financial obligations.</p><p> </p><p>The aim of the deductions policy in Universal Credit is to protect vulnerable claimants by providing a last resort repayment method for arrears of essential services. The policy also enables social obligations to be enforced when other repayment methods have failed, or are not cost effective, and ensures that benefit debt is recovered in a cost effective manner.</p><p> </p><p>Regulations protect claimants from excessive deductions, which could lead to financial difficulty.</p><p> </p><p>Universal Credit is made up of a standard allowance plus any additional elements that apply, for example a housing element or child element. The overall maximum amount that can be deducted for debt repayments from a claimant’s Universal Credit each month is an amount equal to 40 per cent of their Universal Credit standard allowance.</p><p> </p><p>Where requested deductions exceed the 40 per cent maximum, or there is insufficient Universal Credit in payment for all deductions to be made, a priority order is applied, which determines the order in which items should be deducted. ‘Last resort’ deductions, such as rent or fuel costs, are at the top of the priority order, ensuring that claimant welfare is prioritised, followed by social obligation deductions, such as fines and child maintenance, and finally benefit debt, such as Social Fund loans and benefit overpayments.</p><p> </p><p>There are two exceptions to the overall maximum deduction rate. The first is deductions for current consumption of gas, electricity and water, which do not count towards the overall maximum amount. The second is where a Conditionality Sanction or Fraud Penalty is being applied or an Advance is being recovered, ‘last resort deductions’ (that is arrears of rent, service charges, gas or electricity) continue to be taken, even if it means that more than 40 per cent is deducted. This is to protect vulnerable claimants from being made homeless or having their fuel disconnected.</p><p> </p><p>The Universal Credit, Personal Independence Payment, Jobseeker’s Allowance and Employment and Support Allowance (Claims and Payments) Regulations 2013(S.I, 2013/380) and specifically Regulation 60 and Schedule 6, paragraph 4 explains how claimants are protected from excessive deductions. This is utterly unacceptable and does not reflect the values of our country.</p><p>This Government has done more than any other to tackle Islamophobia and anti-Muslim hatred. In early March 2019, the Communities Secretary and Home Secretary chaired a high-level roundtable discussion on Islamophobia to hear directly from communities about their concerns. In addition, the Cross-Government Working Group to Tackle Anti-Muslim Hatred plays a critical role as the Government’s main forum for discussing issues of concern around Islamophobia and anti-Muslim hatred.</p><p>Alongside, we have supported Tell MAMA (Measuring Anti-Muslim Attacks) with over £2.5 million between 2016 and 2020 to monitor and combat anti-Muslim hatred. Rather, 16-19 education providers are funded for the overall study programmes that students take. These programmes include the provision of maths and English, where required. In 2015, we committed to maintaining the 16-19 funding base rate at current levels until 2020.</p><p>In addition to regular study programme funding of which maths and English provision is a part, we have made a number of commitments to improve the quality of teaching and learning in further education (FE) providers. Since 2013-14 we have invested over £140 million in FE teachers and leaders, including for workforce development through the independent Education and Training Foundation. It is imperative that urgent action is now taken by the Government of Cameroon, with the support of regional partners and the wider international community, to prevent further escalation of the crisis. This includes the investigation of all allegations of human rights violations and abuses and the establishment of a credible political dialogue to address the root causes of the conflict. The UK and Cameroon cooperate closely in the fight against Boko Haram and Islamic State West Africa, for which the UK provides limited military training. This training is provided in line with the UK Government's Overseas Security and Justice Assistance guidance and emphasises the importance of human rights. The Board met on 20 March and received an update on trial site capacity and commissioner approvals of additional trial places. PHE also runs the HIV Prevention Innovation Fund which supports volunteer organisations spearheading new approaches to HIV prevention and focuses on engaging at-risk or under-served communities. Since 2017 the Innovation Fund has funded seven projects centred around raising knowledge and awareness of PrEP, particularly in underserved populations such as women and black African communities. Projects report that levels of knowledge about PrEP in these groups is lower than among gay and bisexual men. To reduce levels of HIV-related stigma within affected communities and more widely, the programme manages a national partnership of multi-sector organisations across England to deliver a range of information and resources that will improve the proportion of individuals in the most at-risk populations who are able to make safe and sustainable sexual health choices.
