	answer	answer is ministerial correction date of answer 07/06/2019 answer text <p>The Government recognises and appreciates the vital contribution made by all informal carers.</p><p>We think it is right that people in full-time education should be supported by the educational maintenance system, via its range of loans and grants, rather than the social security benefit system. That is why, as a general principle, full-time students are usually precluded from entitlement to income-related and income-maintenance benefits, including Carer’s Allowance. Part-time students may be able to claim Carer’s Allowance though. 	answer	answer is ministerial correction date of answer 05/06/2019 answer text <p>There have been three Official Development Assistance projects related to unconventional gas in China, which have focused on ensuring a sustainable, responsible approach to China's planned development of its shale gas resources and helping accelerate the transition away from coal as an energy source. The first project supported the development of improved standards for local and community engagement with large infrastructure projects, including shale gas. The second project supported Sichuan Province in China to develop shale gas in a sustainable way by improving its environmental protection and mineral rights regulation. The third produced a scoping study to advise Her Majesty's Government on options for future Prosperity Fund projects with China on shale gas. Outcomes recorded from these, now-completed, projects include 1) increased understanding of international standards for public engagement related to energy infrastructure, 2) endorsement by the Sichuan Energy Bureau and Sichuan Environmental Protection Bureau of policy recommendations supporting the development of the first set of provincial environmental regulations for shale gas in China, and 3) improved understanding of the barriers to development of the Chinese shale gas industry, including the lack of a coherent environmental framework.</p> answering member constituency Cities of London and Westminster answering member printed Mark Field question first answered 05/06/2019 11:13:49 answering member 1405 label Biography information for Mark Field

It is an abhorrent trade which causes suffering to the smuggled dogs and puts the health of pets and people in the UK at risk. We are working hard to tackle the problem, targeting both the supply and demand of illegally imported dogs. 	answer	answer is ministerial correction date of answer 05/06/2019 answer text <p>Currently the Animal and Plant Health Agency (APHA) holds data on the total number of animals entering Great Britain under the Pet Travel Scheme, and the number of animals that failed the compliance checks.</p><p> </p><p>APHA stopped recording the country of origin of compliant animals imported under the scheme in 2016. Detailed data on non-compliant pet animals, including the country in which the paperwork accompanying the animal was issued, is always collected.</p><p> </p><p>In previous years the country of origin data was taken from a legacy database (Pets database) which was deployed in 2006 when the throughput of pet animals was much lower. Pet carriers recorded details of pet animals entering Great Britain, including the country of origin.</p><p> </p><p>APHA introduced a new system to establish the quality of the submitted data available from the Pets Database. This new system more accurately records the number of pet animals entering the country but does not record the country in which the paperwork was issued or the country the animal travelled from.</p><p> </p><p>When the new system was introduced to verify throughput figures it was identified that recording the country of origin for compliant animals would place an undue burden on the carriers given the volume of pets travelling (the number of pets entering Great Britain has increased from 91,308 in 2006 to 336,446 in 2018).</p><p> </p><p>Collecting the country of origin data for compliant pet imports has not proved useful in deterring puppy smuggling as it is essentially collecting information on legal movements; however APHA are looking at how this data could be accurately collected in the future and the likely costs that would be involved.</p><p> </p><p>There is no legal requirement for the country of origin to be recorded, and we always relied on the good will of the carriers to record this information.</p><p> </p> answering member constituency Macclesfield answering member printed David Rutley question first answered 05/06/2019 16:45:35 answering member 4033 label Biography information for David Rutley

The Department does not hold information about the volume available in Wakefield. The UK is well placed to be a global leader in hydrogen and fuel cell powered transportation due to our high-quality engineering and manufacturing capability in relevant supply chains. We will support the development of the infrastructure for hydrogen fuel cell electric vehicles, recognising that the market is at an early stage of development. We are doing this through initiatives such as the £23m Hydrogen for Transport programme, which will increase the uptake of fuel cell electric vehicles and expand hydrogen refuelling infrastructure.</p><p> </p><p>The Government set out its view on the relative environmental performance of different fuels in the Road to Zero Strategy. This was based on an independently verified assessment of the fuels and technologies available to consumers, with consideration given to both greenhouse gas and air-pollutant emissions over the period to 2050. This analysis suggests that hydrogen fuel cell technology could have a role in supporting the transition to zero emission transport alongside battery electric technology. 	answer	answer is ministerial correction date of answer 10/06/2019 answer text <p>Applications for a Universal Credit advance payment can be made in person, by telephone or online depending on the claimant’s circumstances. Depending on the type of advance payment application, we will consider whether the claimant satisfies the eligibility conditions for receiving the advance. If the claimant is eligible we will agree the amount of the advance and the period over which the advance will be recovered from their future Universal Credit payments. If the claimant has made the application in person or by telephone, the outcome of the application is explained to the claimant face to face or over the phone and then their online journal is updated. If they have made the application online the outcome will be displayed on screen.</p><p> </p><p>The Department has taken a number of steps to ensure that advances meet the needs of claimants and that the recovery arrangements are personalised and reasonable. Affordability is managed by ensuring the recovery rate will not be more than the equivalent of 40% of the claimant’s standard allowance. The claimant is given the choice over the repayment period and it is explained to them exactly how much will be deducted each month depending on the option they choose. If the claimant is making the advance application online, these options are clearly displayed on screen for them to choose from.</p><p> </p><p>Help is available for those struggling to meet the recovery rate. In exceptional circumstances, recovery can be deferred for up to three months from the start of the recovery period. If the claimant tells us that due to unforeseen circumstances they are experiencing hardship and are having difficulty repaying the advance over the agreed recovery time, we would explain that repayment can be deferred by a maximum of three months.</p><p> </p><p>From October 2019 the maximum rate of deductions from a claimant’s standard allowance will be reduced from 40% to 30%.
