	answer	answer is ministerial correction date of answer 04/06/2019 answer text <p>Certified Normal Accommodation (CNA), or uncrowded capacity, is the Prison Service’s own measure of accommodation. CNA represents the good, decent standard of accommodation that the Service aspires to provide all prisoners. CNA differs to the operational capacity of a prison which is the total number of prisoners that an establishment can hold taking into account control, security and the proper operation of the planned regime. It is determined by the Prison Group Directors on the basis of operational judgement and experience.</p><p>Where the operational capacity of a prison is higher than the CNA it will be classed as having the potential to be 'crowded', which can mean prisoners share cells. In the financial year 2017-18, 24.2% of the prison population was being held in crowded conditions, down from 24.5% in the previous year.</p><p>As part of prison reform, the long-term goal is to reduce crowding, while maintaining sufficient capacity in the prison estate to manage the demands of the courts and the sentenced population as efficiently as possible. This level is kept under constant review, considering fluctuations in the prison population and useable capacity across the estate</p><p>The average population and in-use certified normal accommodation for each prison in England and Wales in the 12 months to September 2018 is set out in the attached table.</p><p> </p><p>*The Verne ceased operating as an Immigration Removal Centre in December 2017. 	answer	answer is ministerial correction date of answer 31/05/2019 answer text <p>To ensure local authorities comply fully with their obligations under the Children and Families Act (2014), including on education, health and care plans, we introduced new local area special educational needs and disabilities (SEND) inspections by Ofsted and the Care Quality Commission in 2016. All local areas will be inspected by 2021. These inspections do not give a pass/fail judgement. They instead identify areas of strength and where improvement is required, including asking an area to produce a Written Statement of Action if there are significant concerns. Where we have concerns with a local area’s performance, we work with partners, including NHS England, to support and challenge the area to improve.</p><p> </p><p>The inspection reports have proved a catalyst for local change, both where Written Statements of Action have been required and where they have not. Local authorities and their health partners have embraced the process and used inspection findings to prioritise areas for improvement.</p><p> </p><p>In terms of ensuring schools are inclusive, the Children and Families Act (2014) reinforced the presumption of mainstream education for children with SEND. The attached SEND Code of Practice provides detailed guidance to schools about how to support children with SEND. FEAD operates on a funding year which differs from the standard financial year; the FEAD year runs 1st January to 31st December, and funding is allocated for the full 7-year programme. 	answer	answer is ministerial correction date of answer 07/06/2019 answer text <p>The Government is committed to supporting all victims of domestic abuse and continues to engage with victims, survivors and the sector on this issue.</p><p>On 8 March 2018 the Government published the consultation, Transforming the Response to Domestic Abuse, setting out our proposed approach to tackling domestic abuse. The consultation received over 3200 responses from a range of sources including, victims and survivors, support organisations and research experts. The knowledge and expertise extracted from the consultation have informed the measures included in the draft Domestic Abuse Bill and package of non-legislative initiatives.</p><p>On 15 May 2019, I, together with the Minister for Immigration (Caroline Nokes), the Minister of State for Equalities (Baroness Williams of Trafford) and the Parliamentary Under Secretary of State at the Ministry of Justice (Edward Argar) co-hosted a Round Table on migrant women affected by domestic abuse.
