While the Charity Commission has the power to refer questions to the Tribunal, it may only do so with the consent of the Attorney General, as set out in section 325 of the Charities Act 2011.</p><p> </p><p>As set out in the Written Answer HL13508, this is a complex case and careful consideration is being given to the detailed representations made by the Corporation and the Commission. While it is not yet possible to provide an estimate as to when a final decision will be made, a preliminary response from officials is being drawn up setting out initial views and inviting further discussion between the parties. This would ensure that UK entities’ right to participate in the Research Fund for Coal and Steel (RFCS) would be unaffected by the UK’s withdrawal from the EU until the end of 2020: the WA envisages that UK participants will be eligible to bid for RFCS funding until that date.</p><p> </p><p>In the event the UK leaves the EU without an overall withdrawal agreement, the Government will guarantee the payment of awards for UK organisations which successfully bid directly to EU programmes, including RFCS, until the end of 2020, for the whole lifetime of projects agreed.</p><p> </p><p>Beyond 2020, the UK government is considering options for supporting R&amp;D in steel and will continue to work with the sector, unions and Devolved Administrations to develop a long-term viable solution for the UK steel industry.</p><p> </p><p>The Government will decide on science and innovation expenditure, including on R&amp;D for steel, in the next Spending Review. Once all heat readings are submitted, we expect the cumulative AME spend on the RHI to the end of 2018/19 to be approximately £2.68bn.</p><p>Ofgem e-Serve administers the scheme on behalf of the Department alongside a number of other schemes. The Town Deal meets a commitment to pilot a new approach to driving growth in our towns and was included in the Industrial Strategy, our long-term plan to boost productivity by backing businesses to create high-quality, well paid jobs throughout the United Kingdom, with investment in skills, industries, and infrastructure, as well as ensuring our places realise their full potential.</p><p> </p><p>The Town Deal is focused on four inter-related themes, namely:</p><p> </p><ul><li>driving economic growth</li><li>accelerating housing delivery</li><li>transforming Grimsby’s waterfront</li><li>improving skills and educational attainment.</li></ul><p> </p><p>The Government has been working intensively with North East Lincolnshire Council, the Project Board, and the private sector on implementation since the launch of the Town Deal and there has been considerable progress.</p><p> </p><p>We have continued to support delivery of the Grimsby Heritage Action Zone and, in January 2019, announced a further £3.2m investment in heritage, culture and creative industries as a catalyst for economic growth in Grimsby through DCMS’s Cultural Development Fund. We are delivering in skills too. The Department for Education announced that the University of Lincoln-led Institute of Technology (IoT) proposal was one of 12 successful IoT proposals that will be established across the country. Ofgem is responsible for ensuring compliance with these requirements.</p><p>In 2016, Ofgem introduced new requirements that companies take all reasonable steps to identify customers who may benefit from PSR services and introduced a broad “Vulnerability Principle” in 2017, which clarifies that suppliers need to make an extra effort to identify and respond to the needs of consumers in vulnerable situations, which can help identify those who could benefit from PSR services.</p><p>The number of consumers on PSRs has risen from 1.7 million electricity and 1.4 million gas consumers in 2010, to nearly 6 million electricity and 4.8 million gas consumers in 2017. On 5 May 2019, the Government announced that candidates, political parties and non-party campaigners will be required to brand or ‘imprint’ their digital election materials, so the public is clear who is targeting them. The Government will bring forward the technical proposal for this regime later on this year.</p><p> </p><p>Whilst there are no current plans for a database of online political adverts, we are encouraging action to increase transparency of wider political advertising online. Several social media companies have already implemented tools to enhance transparency about the origins of political and electoral adverts on their platforms, including political advert libraries. However, these efforts have been inconsistent and the Government is clear that more could be done. 	answer	answer is ministerial correction date of answer 30/05/2019 answer text <p><strong>Royal Navy</strong></p><p> </p><p>The Royal Navy continues to engage with universities in a myriad of ways as part of wider recruiting efforts but also to increase awareness amongst the graduate population as to the presence and purpose of the Navy. A University Royal Naval Unit (URNU) opened in Devon in 2017, making 15 URNUs in total, and the Navy continues to review opportunities to expand this footprint further. The Captain of Navy Recruiting (CNR) delivers three-day awareness packages at a variety of universities which last year resulted in 600 expressions of interest. CNR also runs the Undergraduate Leadership Programme, which this year will offer six-week long placements to 15 successful candidates from 900 initial applications. Lastly, changes to the way the Services recruit their engineers will mean that, under the new STEM Graduate Inflow Scheme, those individuals who have been selected to be Engineer Officers in the Royal Navy, and are sponsored through university as a result, will be able to attend any university, thus broadening even further the exposure of the wider university population to the Royal Navy.</p><p> </p><p><strong>Army</strong></p><p> </p><p>The Army has a total of 15 University Officers' Training Corps (UOTC) and two Officer Training Regiments (OTRs), which welcome enquiries from any individual enrolled in a higher education course at any university or college across the UK. Each training corps regularly engages with the higher education sector through Military Education Committees, the formal mechanism for engagement with affiliated universities. Additionally, the Royal Military Academy Sandhurst engages nationally on their behalf with the Council of Military Education Committees.</p><p>UOTCs are actively promoted by the Army online, through the use of the official Army website and via approved social media accounts run by each individual unit. More direct engagement activities are conducted by the UOTCs themselves, along with the Army's specialist engagement teams, within various higher education establishments, such as appearances at freshers' fairs, open evenings and through the delivery of leadership events. UOTCs are also promoted during school and cadet unit visits, to ensure that young people are aware of the opportunities available to them, should they go onto higher education.</p><p> </p><p><strong>Royal Air Force</strong></p><p> </p><p>The Royal Air Force (RAF) currently has 15 University Air Squadrons (UAS) comprising a membership of around 900 undergraduates, from 118 affiliated universities, throughout the UK. The UAS regularly liaise with Military Education Committees; they will also attend university freshers' fairs and use the internet to encourage university student participation.
