While the Charity Commission has the power to refer questions to the Tribunal, it may only do so with the consent of the Attorney General, as set out in section 325 of the Charities Act 2011.</p><p> </p><p>As set out in the Written Answer HL13508, this is a complex case and careful consideration is being given to the detailed representations made by the Corporation and the Commission. While it is not yet possible to provide an estimate as to when a final decision will be made, a preliminary response from officials is being drawn up setting out initial views and inviting further discussion between the parties. On 5 May 2019, the Government announced that candidates, political parties and non-party campaigners will be required to brand or ‘imprint’ their digital election materials, so the public is clear who is targeting them. The Government will bring forward the technical proposal for this regime later on this year.</p><p> </p><p>Whilst there are no current plans for a database of online political adverts, we are encouraging action to increase transparency of wider political advertising online. Several social media companies have already implemented tools to enhance transparency about the origins of political and electoral adverts on their platforms, including political advert libraries. However, these efforts have been inconsistent and the Government is clear that more could be done. This would ensure that UK entities’ right to participate in the Research Fund for Coal and Steel (RFCS) would be unaffected by the UK’s withdrawal from the EU until the end of 2020: the WA envisages that UK participants will be eligible to bid for RFCS funding until that date.</p><p> </p><p>In the event the UK leaves the EU without an overall withdrawal agreement, the Government will guarantee the payment of awards for UK organisations which successfully bid directly to EU programmes, including RFCS, until the end of 2020, for the whole lifetime of projects agreed.</p><p> </p><p>Beyond 2020, the UK government is considering options for supporting R&amp;D in steel and will continue to work with the sector, unions and Devolved Administrations to develop a long-term viable solution for the UK steel industry.</p><p> </p><p>The Government will decide on science and innovation expenditure, including on R&amp;D for steel, in the next Spending Review. Once all heat readings are submitted, we expect the cumulative AME spend on the RHI to the end of 2018/19 to be approximately £2.68bn.</p><p>Ofgem e-Serve administers the scheme on behalf of the Department alongside a number of other schemes. The Town Deal meets a commitment to pilot a new approach to driving growth in our towns and was included in the Industrial Strategy, our long-term plan to boost productivity by backing businesses to create high-quality, well paid jobs throughout the United Kingdom, with investment in skills, industries, and infrastructure, as well as ensuring our places realise their full potential.</p><p> </p><p>The Town Deal is focused on four inter-related themes, namely:</p><p> </p><ul><li>driving economic growth</li><li>accelerating housing delivery</li><li>transforming Grimsby’s waterfront</li><li>improving skills and educational attainment.</li></ul><p> </p><p>The Government has been working intensively with North East Lincolnshire Council, the Project Board, and the private sector on implementation since the launch of the Town Deal and there has been considerable progress.</p><p> </p><p>We have continued to support delivery of the Grimsby Heritage Action Zone and, in January 2019, announced a further £3.2m investment in heritage, culture and creative industries as a catalyst for economic growth in Grimsby through DCMS’s Cultural Development Fund. We are delivering in skills too. The Department for Education announced that the University of Lincoln-led Institute of Technology (IoT) proposal was one of 12 successful IoT proposals that will be established across the country. Ofgem is responsible for ensuring compliance with these requirements.</p><p>In 2016, Ofgem introduced new requirements that companies take all reasonable steps to identify customers who may benefit from PSR services and introduced a broad “Vulnerability Principle” in 2017, which clarifies that suppliers need to make an extra effort to identify and respond to the needs of consumers in vulnerable situations, which can help identify those who could benefit from PSR services.</p><p>The number of consumers on PSRs has risen from 1.7 million electricity and 1.4 million gas consumers in 2010, to nearly 6 million electricity and 4.8 million gas consumers in 2017. Following the Future Telecoms Infrastructure Review which sets out the Government’s national, long-term strategy for delivering world leading telecoms infrastructure across the UK, the Government is working to create the right conditions for the deployment of 5G.</p><p>We are investing in a nationally coordinated programme of 5G testbed facilities and application trials. Government has so far allocated £200 million from the National Productivity Investment Fund to the 5G programme to help establish new business models and revenue streams.</p><p>It is important to note that the vast majority of commercial rollout of 5G services will be delivered by industry, with services launching in the UK later this year. These visitors spent £128 million in Nottinghamshire, up 23% on the previous year.</p><p> </p><p>VisitBritain and VisitEngland are responsible for promoting the UK as a tourist destination, through a range of different initiatives and campaigns. VisitBritain receive annual grant-in-aid totalling £19.4m from DCMS and VisitEngland receive £7m.</p><p> </p><p>The Discover England Fund, administered by VisitEngland, has invested in the development of tourism product across the East Midlands area. Motor sports and motor cycling clubs and associations are eligible to apply to Sport England for funding and I would encourage them to consider this as an option to help increase participation.</p><p> </p><p>I also welcome the recently launched W Series, including a race in the UK. The W Series will showcase women's motorsport to an international audience and provide new routes into the sport for women. Of these, the most popular types of historic attractions were historic houses, making up 43% of all heritage visits. VisitBritain use historic houses in their promotional material to promote our heritage abroad and incentivise visits to the UK.</p><p><strong> </strong></p><p>VisitEngland also administer the £40m Discover England Fund which helps create innovative, bookable tourism product across England and markets them at international audiences. Products which focus on historic houses include the England’s Originals project, The Great West Way and the Explorers Road.</p><p><strong> </strong></p><p>In addition, Historic Houses work in partnership with the GREAT campaign. The Government has also confirmed that EU nationals can continue to travel on a national ID card until December 2020 and use e-gates when travelling on a passport. The Home Office has also announced this week that the USA, Canada, Australia, New Zealand, Japan, Singapore and South Korea have been added to the list of countries whose nationals are eligible to use ePassport gates to enter the UK.</p><p> </p><p>For those visitors who need a visa, the UK Visas and Immigration service (UKVI) aims to deliver a world-class customer experience that is competitive, flexible and accessible. UKVI have a number of projects underway that will deliver significant customer service improvements this year.</p><p> </p><p> </p><p>The proposed tourism sector deal, which is in formal negotiations, has a strong focus on competitiveness through boosting connectivity (both transport connections and digital connectivity) and working with destinations to build quality tourism products that meet visitors needs and expectations. Women and girls should never feel embarrassed to speak out about their menstrual cycle and how it affects their performance.</p><p> </p><p>We have a responsibility to break down barriers for women and ensure that coaches and sporting organisations are able to help female athletes reach their full potential. I welcome the work that the English Institute of Sport are doing through their SMARTHer campaign to open up conversations amongst athletes, coaches and staff in high performance sport around athletes’ menstrual cycles in order to improve support.
