The Korea Future Initiative’s new report presents a stark and worsening picture of the plight of North Korean women and girls in China. We are deeply concerned at its accounts of women and girls being trafficked from North Korea to China for prostitution and forced marriage, and the misery and suffering they endure.</p><p>We will continue to raise with China our concerns over the repatriation of North Korean refugees, which we believe puts them at serious risk of exploitation. We continue to emphasise to China that those fleeing North Korea should be treated as legitimate asylum claimants. The UK is at the forefront of raising global awareness of modern slavery and sexual violence. We are working with international partners to monitor the outbreak, and have been a leading donor to the response. UK funding to the World Health Organisation and UNICEF has enabled key activities critical to ending the outbreak including surveillance, contact tracing, infection prevention and control and vaccination.</p><p>As of 27 May 2019, there have been 1,920 confirmed and probable cases and 1,281 deaths. This estimate does not include the terminations of pregnancy but covers only users of voluntary modern family planning.</p><p> </p><p>DFID’s legislative authority to provide development assistance comes under the International Development Act (IDA). The policy on safe abortion takes an evidence-based, public health approach that aims to reduce death and disability caused by unsafe abortions. The policy is also consistent with the Cairo Programme of Action, agreed at the 1994 United Nations International Conference on Population and Development (ICPD). The ICPD affirmed that in no case should abortion be promoted as a method of family planning.</p><p> </p><p>In countries where abortion is permitted, we can support development programmes that make safe abortion more accessible. I raised our concerns about Freedom of Religion or Belief and the protection of minority religious communities with Pakistan's Human Rights Minister, Dr Shireen Mazari, during my visit to Islamabad in February.</p><p>At the UN Periodic Review of Pakistan's human rights record in November 2017, the UK called on Pakistan to strengthen protection of minorities and establish an independent National Commission for Minorities. We support Syrians’ right to return home voluntarily, in safety and with dignity, in line with international humanitarian law, but only when conditions are right for this to happen.</p><p> </p><p>For many, returns will not be possible without an end to the conflict in Syria. We continue to support the UN-facilitated political process for Syria, which aims to reach a lasting settlement to the conflict that protects the rights of all Syrians. Alongside this, we are also using UK Aid to support those who do wish to return home from IDP camps. For example, we are supporting education, vocational training and job creation, and contributing to the restoration of basic services. 	answer	answer is ministerial correction date of answer 31/05/2019 answer text <p>To ensure local authorities comply fully with their obligations under the Children and Families Act (2014), including on education, health and care plans, we introduced new local area special educational needs and disabilities (SEND) inspections by Ofsted and the Care Quality Commission in 2016. All local areas will be inspected by 2021. These inspections do not give a pass/fail judgement. They instead identify areas of strength and where improvement is required, including asking an area to produce a Written Statement of Action if there are significant concerns. Where we have concerns with a local area’s performance, we work with partners, including NHS England, to support and challenge the area to improve.</p><p> </p><p>The inspection reports have proved a catalyst for local change, both where Written Statements of Action have been required and where they have not. Local authorities and their health partners have embraced the process and used inspection findings to prioritise areas for improvement.</p><p> </p><p>In terms of ensuring schools are inclusive, the Children and Families Act (2014) reinforced the presumption of mainstream education for children with SEND. The attached SEND Code of Practice provides detailed guidance to schools about how to support children with SEND. That is why it has provided over £240 million so far to help fund the cleanest buses, and in February 2019 announced the winners of a £48 million scheme which will fund a further 263 zero emission buses. Currently 17% of the UK bus fleet is low emission and 1% is zero emission. In 2018 4.2% of all new bus orders were for a zero-emission bus. The Foreign Secretary raised this matter directly and asked for more information from the Saudi Minister of State for Foreign Affairs, HE Minister Al Jubeir. The British Government opposes the death penalty in all circumstances and in every country, including in Saudi Arabia. We regularly raise human rights concerns, including the use of the death penalty, at the highest levels with the Saudi Arabian authorities. Humanitarian operations have been placed under pressure and some suspended, cutting off support for up to 120,000 people. When the term DecaPBDE is used in literature it usually refers to DecaBDE.</p><p> </p><p>The UK ceased production of DecaBDE in 1996 and its use has declined sharply since then.
