star this property answer text <p>Air Commodore Clarke was a great friend and ambassador of the Royal Air Force and a truly remarkable man.</p><p> </p><p>Air Commodore Clarke was a member of a World War Two Lancaster aircrew, and one of the last surviving prisoners of the Stalag Luft III Prisoner of War camp in Poland at the time of the great escape.</p><p> </p><p>Following a distinguished career in the RAF, he worked tirelessly as Chairman of the Bomber Command Association, not to mention his support for the RAF Association, RAF Benevolent Fund and the Air Cadets. His courage in the face of adversity is an inspiration to us all, and I know he will be sadly missed by all those who knew him.</p> more like this

star this property answer text <p>​The department requires a high level of accountability and transparency of academy trusts. Academy trust accountability is founded on a clear framework communicated and regulated by the Education and Skills Funding Agency (ESFA), through trusts’ funding agreement and the Academies Financial Handbook.</p><p> </p><p>The Academies Financial Handbook requires that all academy trusts have appropriate whistleblowing procedures in place. Academy trusts must also ensure that all concerns raised with them by whistleblowers are responded to properly and fairly. Whistleblowers can also report allegations of fraud or financial irregularity to the ESFA. star this property answer text <p>Discussions about managed access agreements for technologies undergoing assessment by the National Institute for Health and Care Excellence (NICE) are rightly held between NHS England as an independent body and the manufacturer concerned. Departmental officials play no role in such discussions, but are in regular contact with NICE and NHS England colleagues about a range of issues, including progress in discussions about a potential managed access agreement for Spinraza (nusinersen) for the treatment of spinal muscular atrophy. Ministers have also held meetings with Biogen, NICE and NHS England on a number of occasions, at which the availability of Spinraza was discussed.</p><p> </p><p>NHS England and NICE have made stakeholders and the public aware of the outcome of its appraisal committee meeting of 8 May and NICE is now able to recommend the use of Spinraza for NHS patients in England, subject to a managed access agreement agreed between NHS England and Biogen which makes Spinraza available to children with the most severe form of spinal muscular atrophy available with immediate effect. NICE’s Appraisal Committee’s considerations and recommendations will be contained in the final appraisal document which will be published in due course, with final guidance expected in June 2019.</p>

star this property answer text <p>For reasons of medical confidentiality and data protection, disclosing individuals' medical records to third parties requires the explicit consent of each data subject. The Ministry of Defence will consider all such requests on a case by case basis.</p><p>Where the data subject is deceased relatives can request their healthcare records, albeit there is no automatic right to access. Patient confidentiality can be over-ridden and records released if there is a legal claim as a result of the death. Again, each such request would be considered on a case by case basis.</p> more like this
