star this property answer text <p>134 DFID staff have been temporarily seconded from their normal duties to work on the UK’s withdrawal from the EU. DFID is working closely with other government departments to facilitate the return of staff deployed to other government departments, following the extension of Article 50. As of 21 May 2019, 100 of these staff have returned.</p><p> </p><p>To release staff for deployment, DFID undertook a detailed prioritisation exercise to assess the internal resource required to maintain essential delivery. For DFID, this meant meeting the legal commitment to spend 0.7% of GNI (Gross National Income) on international development in an effective and value for money way and the ability to respond to humanitarian emergencies. All other DFID business is highly important however officials made decisions to slow or pause delivery in order to support the EU exit related resource requirements of other government departments.</p> more like this

star this property answer text <p><strong></strong></p><p>The UK is committed to meeting the needs of all internally displaced persons, whether they are displaced as a result of conflict or natural disasters. <em> </em>DFID provides funding to key agencies involved in responding to the needs of internally displaced persons, including the Office for Coordination of Humanitarian Affairs (OCHA), the United Nations High Commissioner for Refugees (UNHCR), the International Committee of the Red Cross (ICRC) and the International Organisation for Migration (IOM).</p><p> </p><p>The UK is a significant humanitarian donor in many countries with displaced populations. For example in South Sudan, in 2017/18 our support reached over 420,000 people with food assistance, over 370,000 women and children with nutrition support, and over 680,000 people with access to safe drinking water and/or improved sanitation facilities, many of whom are internally displaced. In Iraq, DFID support has helped provide food assistance to over 408,000 people, emergency cash transfers to over 274,000 people, and life-saving healthcare services to over 4.1m people, including those internally displaced. Additionally, in Syria where there are over 6 million of internally displaced persons, DFID has spent over £1 billion in humanitarian response.</p><p> </p><p>The UK has provided £36 million in response to Cyclone Idai which is estimated to have affected 2.6 million people in Mozambique, Malawi and Zimbabwe. UK support includes the provision of an estimated 7,550 shelter kits and 100 family tents in Mozambique, emergency shelter for 65,000, food assistance for 150,000 people for two months in Malawi and health and child protection assistance in Zimbabwe.</p><p> </p><p>Furthermore the UK is working with UN Member states and the Secretary General to establish a High level Panel on Internally Displaced People, with aim of galvanising action to reduce the numbers of internally displaced people provide more effective protection and assistance.</p><p> </p>

star this property answer text <p>A licence would not be issued to Saudi Arabia or any other destination if to do so would be inconsistent with any provision of the Consolidated EU and National Arms Export Licensing Criteria. The situation is kept under careful and continual review. As the Foreign Secretary has said, the Government condemns Jamal Khashoggi’s killing in the strongest possible terms. The Government remains clear that anyone found responsible must be held fully accountable. The UK was signatory to the joint statement on 7 March at the United Nations Human Rights Council which reiterated condemnation of the killing of Jamal Khashoggi. The statement called for investigations into the killing to be prompt, effective and thorough, independent and impartial, and transparent.</p> more like this

star this property answer text <p>A total of 257 Ministry of Defence (MOD) civil servants were augmented to Other Government Departments (OGDs) as preparation for the UK to leave the EU. This figure includes those who were augmented in support of Operation Yellowhammer. As at 23 May 2019, 254 had returned to the MOD. Three MOD civil servants remain augmenting OGDs as preparation for the UK to leave the EU. In addition, a total of 61 MOD civil servants were moved internally to work on EU Exit within MOD, of which 54 had returned to non-EU specific roles as at 23 May.</p><p>The MOD continually reviews workforce plans, reprioritising and assessing changing needs, which includes identification and cessation of non-priority work where appropriate. We have accelerated our plans, and at the same time, the civil service as a whole is working to ensure that EU Exit implementation is carried out to a high quality without impacting public service delivery across the whole of Government. The MOD continues to meet all its current commitments, keeping the country and its interests safe. The augmentation outlined above has had no impact on Defence outputs; as at 1 April 2019, 318 augmentees represented 0.55 per cent of the MOD civilian personnel strength (full time equivalent).</p>

star this property answer text <p>A welcome pack is issued to each new employer which is followed up with a telephone call to a specific person in payroll to check they understand the Deductions from Earnings Order (DEO) process and the employers obligation, to deduct payments on time from employee salary. Each month thereafter, a target schedule is sent to the employer’s payroll department.</p><p> </p><p>For existing employers a target schedule is also sent and a phone call will have taken place when we initially requested deductions to be taken.</p><p> </p><p>If employers don’t make the payment to CMS on time we will call that employer 5 working days after the missed payment to investigate late payment and re-iterate their obligations to CMS.</p><p> </p><p>Where employers repeatedly fail to send payments, we will work with them to understand what we need to do in order to reach compliance. At this point we also work alongside our Financial Investigations Unit, where we might consider a face to face visit to the employer is appropriate. This will take place with trained investigators, who will also remind employers of their legal obligation to deduct and pass on child maintenance payments.</p>

star this property answer text <p>Air Commodore Clarke was a great friend and ambassador of the Royal Air Force and a truly remarkable man.</p><p> </p><p>Air Commodore Clarke was a member of a World War Two Lancaster aircrew, and one of the last surviving prisoners of the Stalag Luft III Prisoner of War camp in Poland at the time of the great escape.</p><p> </p><p>Following a distinguished career in the RAF, he worked tirelessly as Chairman of the Bomber Command Association, not to mention his support for the RAF Association, RAF Benevolent Fund and the Air Cadets. His courage in the face of adversity is an inspiration to us all, and I know he will be sadly missed by all those who knew him.</p> more like this

star this property answer text <p>All Department for Work and Pensions’ digital services are designed and built in line with Government Digital Service guidelines, and international standards for IT accessibility (Web Content Accessibility Guidelines (WCAG) version 2.1). The intention is to make the services usable by as many people as possible without the use of assistive technology, and to be compatible with screen reading and magnifying tools for those people requiring them.</p><p> </p><p>To ensure that they meet these standards, the services are tested during the development process and prior to implementation. This includes both a range of technical tests and assessment of their usability by intended end users.</p><p> </p><p>Feedback from users of the services is encouraged and acted upon.</p><p> </p><p>Specifically, for Universal Credit Full Service (UCFS), we continue to work closely with service users and their representatives and have recently completed our second external Audit that provided WCAG AA accreditation. The Department has a dedicated team ensuring that user experience (and accessibility is key to this) is at the heart of the way we develop the service.</p><p> </p><p>For people unable to access or use digital services, assistance to make and maintain their claim is available via the Freephone Universal Credit helpline. Face-to-face support is also available in Jobcentres. In exceptional circumstances, a home visit can be arranged to support a claimant in making and maintaining their claim.</p><p> </p><p>From 1 April 2019 Citizens Advice (England and Wales) and Citizens Advice Scotland are delivering the new ‘Help to Claim’ support to claimants making a new Universal Credit (UC) claim or moving from a legacy benefit to UC because of a change of circumstances. The Citizens Advice Help to Claim offers tailored, practical support to help people make a UC claim up to receiving their first full correct payment on time. It is available online, through web-chat, through a Freephone number and face to face through local Citizens Advice services.</p>

The National Suicide Prevention Strategy highlights children and young people as a group requiring tailored approaches to mental health to reduce their risk of suicide. This increase is in addition to the Children’s Hospice Grant, which provides an annual contribution of £11 million. NHS England is currently establishing financial reporting systems to monitor the baseline investment of CCGs in children’s palliative and end of life care services. This will enable match funding payments made to CCGs where the investments are increased above the investment baseline in the previous year. As baselining will be ongoing through 2019/20, and therefore match funding will not be available in this year, NHS England will be increasing the children’s hospice grant to £12 million for this period.</p><p> </p><p>With regards to financial sustainability of hospices, these are primarily charity-funded but receive some statutory funding from CCGS for providing local services. The amount of funding varies between CCGs, but on average adult hospices receive approximately 30% of their overall funding from National Health Service sources. CCGs are responsible for determining the level of NHS-funded hospice care locally and they are responsible for ensuring that the services they commission meet the needs of their local population.</p>

There is no requirement in the contracts to agree staffing levels with the Ministry of Justice.</p><p> </p><p>The HMPPS Controller at each privately managed prison has regular review meetings with the contractor against a range of indicators that will reflect numbers of staff in post, recruitment, training, sickness, and attrition. Any concerns in relation to these performance indicators including staff numbers are discussed at these meetings. Where action is needed, progress is monitored by the Controller and escalated within HMPPS where appropriate action can be taken in accordance with the contract.</p><p> </p><p>Private providers continue to play an important role in the prison estate and I can assure you that performance of all providers is closely monitored and we will not hesitate to take action where standards fall short.</p> more like this

The first cohort of trainees started in early 2019 and the first wave of trailblazer areas will become operational during 2019. star this property answer text <p>Creating an effective inter-agency approach, where local government works in partnership with health partners to meet needs, is a key feature of the reforms to the Special Educational Needs and Disability (SEND) system introduced in the 2014 Children and Families Act.</p><p> </p><p>We introduced joint Ofsted/Care Quality Commission local area inspections of SEND services in May 2016 to hold services to account and support them with improving. Where issues with performance are identified, including following a SEND inspection, the Department for Education (DfE), Department for Health and Social Care (DHSC) and NHS England collaborate to drive improvement.</p><p> </p><p>In addition to the inspections, we have strengthened joint accountability through the introduction of a 2-year trial, which began in April 2018, extending the remit of the First-tier Tribunal (SEND) to make non-binding recommendations on health and social care elements of education health care (EHC) plans.</p><p> </p><p>To improve timeliness, the 2017-18 NHS Provider Contract for NHS Trusts included a new requirement to report on meeting the 6-week deadline for health input into EHC plans.</p><p>We are clear that strong strategic leadership across health, education and care is key to effective SEND services and we have:</p><p> </p><blockquote><p>Established a new joint SEND system leadership board, with representatives from education, health and social care, working alongside joint roundtables chaired by Ministers from both DfE and DHSC.</p></blockquote><p> </p><blockquote><p>Established a national network for Designated Medical Officers and Designated Clinical Officers, funded a local authority-led regional network and developed resources to support joint self-assessment and peer review.</p></blockquote><p> </p><blockquote><p>Funded a consortium of partners, including the Condition Data Collection, to work with health and social care services, including producing guidance on effective joint commissioning and improving EHC plans.</p></blockquote><p> </p><blockquote><p>Funded a SEND leadership programme and legal training for all local authorities and their health partners to ensure they are clear on their statutory responsibilities.</p></blockquote><p> </p><p>We have also re-emphasised the requirement to jointly commission Information, Advice and Support (IAS) Services across health and the local authority through our new minimum standards, backed by £10 million investment through the IAS programme.</p><p> </p>

Please note that data for April 2018 onwards is due for publication in July.</p><p>Figures for January to September 2017 are not included as this would require assuring unpublished statistics which could only be obtained at disproportionate cost.</p><p>It is vital that everyone leaving prison has somewhere safe, stable and secure to live. Having somewhere stable to live acts as a platform for ex-offenders to be able to access the services and support needed to turn their back on crime for good. Overcoming the many barriers offenders face to securing suitable accommodation is something that Ministry of Justice cannot do in isolation.</p><p>The Secretary of State for Justice and the Secretary of State for Housing, Communities and Local Government are both members of the cross-Government Rough Sleeping and Homelessness Taskforce and the Reducing Reoffending Board. Homelessness of ex-offenders is a key issue that is discussed at these meetings.</p><p>We are investing up to £6.4m in a joint pilot scheme to support individuals released from three prisons, namely Bristol, Leeds and Pentonville. We have now launched our Invitation to Tender, to secure suppliers in the three pilot areas. This is a concrete step in our commitment to tackling rough sleeping.</p>

It is an abhorrent trade which causes suffering to the smuggled dogs and puts the health of pets and people in the UK at risk.</p><p> </p><p>We are working hard to tackle the problem, targeting both the supply and demand of illegally imported dogs. This approach includes enforcement through increased resourcing and partnership working at ports, international engagement, and sales and licensing. We have accelerated our plans, and at the same time, the Civil Service as a whole is working to ensure that EU Exit Implementation is carried out to high quality without impacting public service delivery across the whole of government.</p><p> </p><p>39 Ministry of Justice staff were seconded to work in other departments from December 2018 as part of the no-deal preparations co-ordinated by Cabinet Office. 34 staff have since returned, with extensions agreed for the remaining 5 staff.</p><p> </p><p>Between January and April 2019, 62 Ministry of Justice staff volunteered to work in the MoJ Departmental Operations Centre (DOC) to assist with no deal preparations. These volunteers worked a small number of shifts in the DOC and were chosen from different teams across the department to minimise any disruption to business as usual work.</p>

Departmental officials play no role in such discussions, but are in regular contact with NICE and NHS England colleagues about a range of issues, including progress in discussions about a potential managed access agreement for Spinraza (nusinersen) for the treatment of spinal muscular atrophy. Ministers have also held meetings with Biogen, NICE and NHS England on a number of occasions, at which the availability of Spinraza was discussed.</p><p> </p><p>NHS England and NICE have made stakeholders and the public aware of the outcome of its appraisal committee meeting of 8 May and NICE is now able to recommend the use of Spinraza for NHS patients in England, subject to a managed access agreement agreed between NHS England and Biogen which makes Spinraza available to children with the most severe form of spinal muscular atrophy available with immediate effect. NICE’s Appraisal Committee’s considerations and recommendations will be contained in the final appraisal document which will be published in due course, with final guidance expected in June 2019.</p>

star this property answer text <p>Enforcement of the National Minimum and National Living Wage (NMW) is a priority for the Government. Since 2015 we have doubled the budget to enforce the NMW and we are taking tough action against the minority of employers who underpay. In 2018/19 HM Revenue &amp; Customs (HMRC) identified a record £24.4 million in arrears for over 220,000 workers and issued over £17 million in penalties to non-compliant employers.</p><p> </p><p>Later this year, we will publish a NMW enforcement and compliance report. This report will discuss the state of NMW non-compliance for 2018/19; the recommendations made by the LPC in their April 2019 report; and plans for NMW enforcement over the coming year.</p> more like this

star this property answer text <p>Finished steel products are produced in the UK through a mixture of the blast furnace route, which requires coal and iron ore, and through the electric arc furnace route, which does not require coal. We have not estimated the tonnes of coal required for current production of UK finished steel products.</p><p>The Government has long supported the UK steel industry to exploit opportunities and plan for future demand with wide-ranging action.</p><p>For the first time this year we have published information from departments and their arm’s-length bodies on how much steel they have procured over the last financial year and how they have applied the steel procurement guidance.</p><p>The Government has also published details of upcoming steel requirements for national infrastructure projects. The data shows how the Government plans to use over three million tonnes of steel until 2021 on infrastructure projects such as the construction of Hinkley Point, and the maintenance and upgrading of the UK’s motorway network.</p><p>We recently as a Department signed up to the UK Steel Charter. We want to acknowledge and support this initiative from industry. We have been encouraging the UK steel sector to strengthen their engagement with all existing and potential domestic steel consumers, maximising opportunities to benefit from the £3.8 billion a year by 2030 high market value opportunities we have identified.</p><p>The Government has provided more than £291m in compensation to the steel sector since 2013 to make energy costs more competitive, including over £53 million during 2018. And last year we announced the Industrial Energy Transformation Fund, worth up to £315 million, to support businesses with high energy use to transition to a low carbon future and to cut their bills through increased energy efficiency.</p>

star this property answer text <p>Following our public consultation last year, on 21 January we published a landmark draft Domestic Abuse Bill, consultation response and research on the societal costs of domestic abuse. This work contains a ground-breaking series of measures to transform our response to all forms of domestic abuse – including economic abuse – by promoting awareness, supporting victims, tackling perpetrators and improving services.</p><p>We are explicitly including economic abuse in the proposed new statutory definition of domestic abuse in the draft Bill to acknowledge the life-changing impact that economic abuse can have on a victim’s life and to raise awareness of this issue amongst criminal justice agencies and frontline professionals.</p><p>In our Government consultation response published alongside the draft Bill we set out our commitment to fund the National Skills Academy £200,000 to develop and deliver financial capability training for frontline workers to support individuals who are experiencing economic abuse. We are also providing approximately £250,000 until 2020 to create a national advice service for banks and building societies, increase the capacity of existing telephone casework services for victims of domestic abuse and develop resources to help people identify if they are experiencing economic abuse.</p><p>In addition, we are working closely with UK Finance to support their work to encourage banks and the wider financial services sector to improve the support they provide to victims of domestic abuse accessing their services, such as the voluntary Code of Conduct for banks to sign up to and a Consumer Information Pack setting out for victims what support they can expect from their bank. We will continue to work with UK Finance to encourage banks and financial authorities to do more to support victims of domestic abuse and help them move forward to escape debt, joint accounts, and mortgages.</p><p>More widely, the Joint Fraud Taskforce is leading an ambitious programme of work to prevent all forms of fraud and protect the most vulnerable in our society who are often targeted by fraudsters.</p>

star this property answer text <p>Following representations from some equine bodies, I will be meeting a number of groups, including the British Horse Council who coordinate the views of the sector, to discuss the issue of tethering. Information on how to tether a horse is contained within the statutory <em>Code of Practice for the Welfare of Horses, Ponies, Donkeys and Their Hybrids</em>, which sets out guidance to keepers on how to provide for the welfare needs of their equidae, as required by the Animal Welfare Act 2006. The RSPCA, World Horse Welfare and local authority inspectors carry copies of the Code of Practice with them when called out to investigate complaints about the welfare of horses. They inform owners, by referring to the relevant part of the code, how to care for their animals including in relation to tethering.</p> more like this
