	answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>Our position remains unchanged: we continue to recognise the sovereign right of the Republic of Cyprus to exploit the oil and gas in its internationally agreed Exclusive Economic Zone.</p><p>With reference to Turkey's planned drilling, the position of the UK is that, in line with the UN Convention on the Law of the Sea, exploratory drilling should not proceed in any area where sovereignty is under dispute. We have called on Turkey not to drill in this area. Sir Alan Duncan had made this clear to the Turkish Ambassador in London and the British Ambassador to Ankara has engaged with the Turkish Ministry of Foreign Affairs to urge de-escalation. These security controls are kept under continual review. The primary objective for Cyber Essentials is to help all organisations mitigate cyber security risks, especially small and medium-sized organisations. In this instance, releasing this information at the level of any annual breakdown may assist in determining the effectiveness of detecting cyber-attacks on the NHS, and could compromise measures to protect NHS IT systems, leaving them vulnerable to future cyber-attacks.</p><p>However, in total, over £250 million will have been invested nationally to improve the cyber security of the health and care system between 2016 and 2021. This excludes both investment by local organisations, and wider national IT investment which supports better security such as Microsoft licensing for NHS organisations.</p><p>Regarding the steps taken to defend against cyber attacks on the NHS, the active cyber defence of NHS organisations is a local responsibility for each organisation to carry out. However, there is national support and practical guidance available to NHS organisations which is primarily delivered by NHS Digital but supported and prioritised for the highest risk organisations by NHS England and the Department. It will be administered by Action with Communities in Rural England (ACRE) on behalf of Defra and work is currently in hand to finalise arrangements. Halls can already make an expression of interest in the scheme through ACRE’s website and we understand that the trustees of Collingham Memorial Hall have already done so. It is not possible to guarantee funds for any particular hall. 	answer	answer is ministerial correction date of answer 22/05/2019 answer text <p>The government has funded the Early Intervention Foundation (EIF) since 2013, including almost £2 million in 2018-20, to assess, evaluate and disseminate evidence of what works. The EIF has assessed the benefits of a wide range of specific early intervention programmes and suggested that whilst producing robust estimates is challenging, there is a compelling argument that the costs of intervening early are likely to pay off to society in economic terms. In particular, they highlight that the long-term economic benefits are considerable where early intervention leads to labour market gains, such as improvements in employment and earnings. However, they are clear that it is not a quick fix and is unlikely to reduce pressure on the social care system in the short term.</p><p>The value of early intervention is reflected in statutory guidance ‘Working Together to Safeguard Children’ (2018), which is clear that providing early help is more effective in promoting children’s welfare than reacting later – playing an important part in supporting children and young people to achieve better outcomes. The guidance is clear that local areas should have a comprehensive range of effective, evidence-based services in place to address assessed needs early. Local government Core Spending Power will increase in real terms next year.</p><p>At Budget 2018 the Government announced an additional £410m in 2019-20 for adults and children’s social care, and £84m to support local authorities to expand programmes for children and families.</p><p>Day-to-day departmental budgets for 2020-21 onwards have not yet been set.
