In order to carry out such an assessment, one would need to calculate individual notional legacy entitlement in tax credits, housing benefit and legacy DWP benefits, and then compare it to the Universal Credit entitlement. There is not the capacity within HMRC, Local Authorities or legacy DWP to run such calculations.</p><p> </p><p>For those who have yet to move over to Universal Credit, the same principle applies. Jersey, Guernsey and the Isle of Man are not “states”, they are territories for which the UK is responsible and so cannot meet that condition.</p><p> </p><p>It follows that the Crown Dependencies are within scope of the legislation. As a responsible government, we’ve been preparing to minimise any disruption in the event of no deal for over two years.</p><p> </p><p>The Department for Transport has worked closely with the Kent Resilience Forum on developing plans, also known as Operation Brock, to be used as a contingency in the event of cross-Channel travel disruption at the Port of Dover and Eurotunnel, whatever the cause.</p><p> </p><p> </p><p> </p><p>Operation Brock has been designed to ensure that the M20 will be kept open and traffic will continue to flow in both directions. It consists of three phases: a contraflow queuing system on the M20, between Junctions 8 and 9; temporary holding areas at Manston Airfield for Heavy Goods Vehicles (HGVs) heading to Europe via the Port of Dover; and, if necessary, temporary holding areas on the M26 (Brock M26) for HGVs heading to Europe via Eurotunnel. The M20 contraflow element will allow non-port traffic to continue to use the M20 in both directions when HGVs are stored on the coast-bound carriageway.</p><p> </p><p>The Government has also been taking steps to minimise the number of hauliers and other vehicles arriving at Dover and Eurotunnel without the essential documentation for EU border controls in a no deal scenario. 	answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>The current Ebola outbreak in the Democratic Republic of Congo (DRC) is an immediate priority for the Department for International Development (DFID), we have dedicated teams leading a coordinated UK HMG response effort. The UK is one of the leading donors to the response in DRC, and preparedness efforts in the region.</p><p>DFID have so far contributed £33.5 million to Ebola in DRC in 2018/19. Moreover, we are the leading donor by far for regional preparedness, contributing £14 million across the most-at-risk countries (mainly for Uganda, Rwanda, Burundi and South Sudan). We have also provided specialist staff into the response and are continuing to push other donors to step up their engagement. Beyond funding and technical support, we are actively lobbying to improve management of the response, including coordination. While the efforts of the Government of DRC and the WHO have been laudable, significant improvements must be made in terms of coordination and management to bring the outbreak to an end.</p><p>I plan to visit North Kivu in Eastern DRC later this month to understand the situation on the ground and how the UK can continue to support the response. One immediate priority is the need to galvanise other donors to support the response and preparedness efforts.
