He also hosted a ministerial Quad meeting last month to discuss implementation of the Hodeidah agreement and next steps in the political process. I welcome reports over the weekend that the Houthis have begun their withdrawal from Hodeidah. 	answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>We have been clear that we want all EU nationals, including those working in the NHS and the care sector, to stay in the UK after we leave the EU.</p><p><br>In December 2018, the Government set out its proposals in “The UK’s future Skills-based Immigration System” White Paper. The White Paper proposals include a new route for skilled workers which will be open to anyone at RQF level 3 and above, irrespective of where they are applying from. This route will not be capped allowing all of those who meet our requirements to come to the UK and we intend to abolish the existing Resident Labour Market Test for highly skilled roles.</p><p><br>The White Paper also includes, as a transitional measure, a temporary workers route which will be open to anyone from qualifying countries, wishing to fill positions at any skill level, for up to 12 months. Our working definition of ‘avoidable plastic waste’ is plastic waste that is technically, economically, and environmentally feasible to reuse or recycle, or, where this does not apply, it is (technically, economically, and environmentally) feasible to replace with alternatives that are reusable or recyclable. It is our intention that there will not be any avoidable plastic waste by 2050.</p><p> </p><p>We will be publishing an evaluation plan and indicator framework for the Resources and Waste Strategy later this year. This will set out further details on how we intend to monitor progress to reduce avoidable waste. This will be a living document where we will publish updates as we develop our methodologies to better capture the data and as new evidence comes to light, particularly with the indicator framework. 	answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>​The Department for Education is working closely with NHS England and the Department of Health and Social Care to support schools and colleges to provide support for children and young people with emerging mental health issues and secure specialist treatment where it is needed.</p><p> </p><p>The NHS Long Term Plan published in January 2019 announced that by 2023/24 an extra 345,000 children and young people in England aged 0-25 will receive mental health support via NHS funded mental health services and new Mental Health Support Teams. Mental health services will continue to receive a growing share of the NHS budget, with funding to grow by at least £2.3 billion a year by 2023/24. Spending on children and young people’s mental health services will grow faster than adult services, and faster than other NHS spending. At the time he was being supervised by the National Probation Service (NPS) on licence, as part of the sentence of imprisonment for public protection which he had received In 2008. The presumption measure would not apply to historical alleged offences in Northern Ireland. And the personal allowance has increased to £12,500, meaning a typical basic rate taxpayer will pay £130 less tax than in 2018-19 and £1,205 less tax than in 2010-11.</p><p> </p><p>Economic growth is key to growing wages. That’s why we’re investing record amounts in infrastructure, supporting businesses to grow and keeping taxes low. The snapshot is taken annually by local authorities using street counts, evidence-based estimates, and estimates informed by spotlight street counts. Local authorities decide, in conjunction with their local partners and based on advice from Homeless Link who verify the rough sleeping statistics collection, to use the approach that they believe will return the most accurate figure to assess the extent of people sleeping rough in their local area.</p><p>The methodology used has been in place since 2010 when it was developed after consultation with local authorities and the voluntary sector with the objective of strengthening the accuracy of the figures. Prior to 2010, there was no requirement for all local authorities to carry out a count or estimate to make an assessment of the number of people sleeping rough in their local area.</p><p>We are confident in the annual rough sleeping statistics and the methodology used. The annual snapshot has never claimed to be a total figure of all those sleeping rough in the country and is a pragmatic approach that provides a representation of those sleeping rough, alongside a reliable and consistent measure of change. The methodology used in England aligns with the approach which is now standard in many parts of the world including Canada, the United States and a number of other European countries.</p><p>All counts and estimates are independently verified by Homeless Link. Homeless Link oversee the whole process, issue clear guidance on how to conduct a count or estimate and actively challenge areas to ensure figures are reliable. Hundreds of local partners and voluntary sector organisations actively engage in the count and producing the estimate which also gives us confidence in the reliability of the statistics.</p><p>Accurately counting or estimating the number of people sleeping rough within a local authority is inherently difficult given the hidden nature of rough sleeping. There are a range of factors that can have an impact on the number of people seen or thought to be sleeping rough on any given night. This includes the weather, where people choose to sleep, the date and time chosen, and the availability of alternatives such as night shelters.</p><p>MHCLG is actively encouraging local authorities with significant numbers of rough sleepers to improve their year-round data on rough sleeping and is working collaboratively with local authorities to develop improved homelessness data and outcomes that can measure progress in reducing rough sleeping and homelessness.</p><p>Alongside our recent overhaul of homelessness statistics, through H-CLIC, to collect detailed case level information about every homelessness application we are also establishing local data pilots which will seek to improve the data collected by a wide range of services which people who sleep rough access</p><p><br>The Government is committed to reducing homelessness and ending rough sleeping. No one should ever have to sleep rough. That is why we published the cross-government Rough Sleeping Strategy. This sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. The Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period. In addition to helping increase the rate of delivery of new housing, the sector will help deliver a range of benefits including diversifying the housebuilding sector, improving design and construction quality, developing modern methods of construction, and sustaining local communities and local economies. The support and close involvement of the local community enables the community-led approach to secure planning permission and deliver housing that could not be brought forward through speculative development.</p><p>The principal means by which my Department supports Community Land Trusts is through the annual £60 million Community Housing Fund. This fund makes revenue and capital grant available to support community-led housebuilding schemes, and supports a programme of training and development for organisations providing technical advice and guidance to community-led housebuilding groups. 	answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>The Electricity System Operator, (NGESO) has a legal obligation to provide a capability to restore the electricity system in the event of its total or partial failure.</p><p> </p><p>Under a new regulatory framework introduced in 2017, NGESO is required to submit on an annual basis, a Restoration Strategy, which outlines how restoration will be achieved in the short, medium (one to three-year time horizon) and long-term (beyond three years), as well as a Procurement Methodology, which outlines how this approach will be delivered.</p><p> </p><p>The Government regulator for gas and electricity markets, Ofgem, is responsible for considering these methodologies and determining whether these are sufficient, efficient and cost-effective.</p><p> </p><p>In order to ensure that GB’s restoration capability evolves in line with the decarbonisation and decentralisation of the electricity system, NGESO is undertaking a project to develop and demonstrate new approaches to restore the electricity system from Distributed Energy Resources. 	answer	answer is ministerial correction date of answer 22/05/2019 answer text <p>Tackling serious violence is a top priority for the government through measures set out in the Serious Violence Strategy and further initiatives to tackle knife crime and serious violence more generally, including the Offensive Weapons Act which received Royal Assent on 16 May.</p><p> </p><p>The Online Harms White Paper, published in April, sets out plans for a regulatory framework to further ensure companies take action to address online harmful behaviour, including the sale of weapons and other illegal goods and services. A new statutory duty of care will require companies to take more responsibility for harm caused by content or activity on their services. Compliance with this duty of care will be overseen and enforced by an independent regulator. 	answer	answer is ministerial correction date of answer 21/05/2019 answer text <p>Under the Animal Welfare Act 2006, local authorities, the Animal &amp; Plant Health Agency and the police all have powers of entry to inspect complaints of suspected animal cruelty and take out prosecutions where necessary. Local authorities must be able to make decisions based on local needs and resource priorities and the arrangements that work best for them. It is for local authorities to determine how to prioritise their resources. We do not hold data centrally on the number of inspectors appointed under the Act.</p><p> </p><p>Local authorities will often work in close partnership with others, such as the RSPCA, to ensure that the welfare of animals is protected. The Animal Welfare Act 2006 allows anyone to be able to investigate allegations of animal neglect and if necessary take forward a prosecution and it is on this basis that the RSPCA have been enforcing animal welfare legislation in this country. We have not approved a benchmarking process, as this is for the trust to determine, and do not have a copy of any benchmark London Academies are currently being assessed against.</p><p>The department does publish a range of financial benchmarking tools, and signposts trusts to these.
