This represented 3.6% of DFID’s workforce and 21% of the overall sickness absence for the department during this period. The estimated cost to DFID due to sickness absence during the period 1 May 2018 to 30 April 2019 was £217,350.</p><p> </p><p>DFID is committed to the health and wellbeing of all our staff, including helping them to manage stress in the workplace. DFID offers a range of guidance and services in place to support staff, including our Employee Assistance Programme (EAP), which offers telephone and face to face counselling for all staff. This service also provides a wide range of online information and advice on work/life issues. DFID’s HR teams and Occupational Health Services provide support and advice for staff and managers to ensure a successful return to work after a period of mental ill health. Due to commercial confidentiality we are not able to disclose details of meetings or correspondence with particular proposals. The Department responded to those proposals in December 2018 and continued engagement with 10 proposals which had the potential to be financially credible without government support.</p><p>Separately to the Call for Ideas, a Southern Rail Link to Heathrow Market Sounding was also launched in March 2018. Following the publication of the Market Sounding Report in December 2018 the Department has been working to further develop and clarify the outcomes we want to be delivered from this project and consider appropriate commercial and procurement models. 	answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>A Sri Lankan process initiated by the Government of Sri Lanka and supported by all communities offers the best route to achieve accountability for violations and crimes committed, and reconciliation, in Sri Lanka.</p><p>The United Kingdom co-sponsored the 2014 UN Human Rights Council (UNHRC) Resolution 30/1, which established an investigation into allegations of serious violations and abuses of human rights during Sri Lanka's recent conflict. We welcomed Sri Lanka's co-sponsorship of a new UNHRC Resolution in March 2019, led by the UK, which rolled over Sri Lanka's commitments under Resolution 30/1 on post-civil war reconciliation and accountability. UNHRC Resolution 30/1 welcomed the intention of the Government of Sri Lanka to establish a judicial mechanism to investigate allegations of violations and abuses. It stressed the importance of independent and impartial institutions to ensure the credibility of the mechanism, and highlighted the importance of the participation of international judges, defence lawyers, and authorised prosecutors and investigators. The proportion of sickness absence owing to stress related reasons was 6 per cent of all sickness absence for the department for the same period.</p><p>The estimated cost to the department between 1 April 2018 to 31 March 2019 for employees taking sickness absence, is estimated at a total of £1.1 million.</p><p>The department is committed to the health and wellbeing of all our staff, including helping them to manage stress in the workplace. These standards apply to all secure establishments providers, including health commissioners and providers. All youth secure establishments must also follow the relevant case management guidance relating to LAC. Therefore, having or not having ‘formal written procedures’ does not in itself dictate the quality of care for LAC.</p><p> </p><p>Children detained under criminal justice legislation in secure establishments are subject to the Children Act 1989. The responsible authority continues to have responsibilities towards them in the same way as they would to other children in need – recognising that the court, by sentencing the child, has determined where he/she will live. 	answer	answer is ministerial correction date of answer 20/05/2019 answer text <p>An EU citizen must complete the European Parliament Voter Registration Form (UC1 Form) in order to be entered on a register of European Parliamentary Electors. Entry on the register entitles the person to vote. The UC1 form incorporates details for both the application and the declaration which the EU citizen is required to provide. The UC1 form must be submitted 12 working days before the date of the election. The 12 working day deadline is based on two provisions relating to the application process and the publication of, and alterations to, the register before the election. The provisions are contained in section 13B of the Representation of the People Act 1983 and regulation 29 of the Representation of the People (England and Wales) Regulations 2001; and the equivalent provisions in the Representation of the People (Scotland) Regulations 2001 and Representation of the People (Northern Ireland) Regulations 2008, as applied by Schedule 001 of the European Parliamentary Elections (Franchise of Relevant Citizens of the Union) Regulations 2001. To change the 12 working day deadline would require changes to the legislation.</p><p> </p><p>Council Directive 93/109/EC requires all Member States to send the details of any EU citizens’ declarations to their Home State to ensure an EU citizen does not vote twice, both here and in another EU country. Any non-consensual sexual activity is also a crime, whatever the age of the victim and whatever the relationship between the victim and perpetrator.</p><p> </p><p>I recognise that there are concerns about those who might abuse their position of power over a 16 or 17-year-old to pressure them into engaging in a sexual relationship.
