The UK supports Taiwan’s meaningful participation in international organisations where statehood is not a prerequisite and where Taiwan can make a valuable contribution, such as global health. The UK supported a statement by the local donors' coordination group G13 on 13 March and an EU statement on 26 March condemning the proposed amendments, reiterating support for Guatemala's democratic institutions and calling on the Guatemalan government to respect the independence of the constitutional court. The UK Permanent Representative to the Council of Europe has intervened in the Committee of Ministers in the past, calling on Member States to agree to the publication of all CPT reports concerning that State. The UK Government promotes a general policy of transparency by authorising the publication of the visit reports and the UK responses thereon, encouraging other Member States to do likewise. The Minister for Europe and the Americas raised the issue most recently with the Turkish Ambassador on 13 May. While strongly condemning the ongoing violence perpetrated by the PKK, a proscribed terrorist organisation in the UK, we have encouraged the Turkish authorities to implement the recommendations made by the Committee for the Prevention of Torture following their visit to Imrali prison. In this regard, I welcome the fact that Mr Öcalan was granted access to two lawyers on 2 May. Working with partners and agencies, we are monitoring developments and doing all we can to end the conflict. The UK has played a leading role in diplomatic efforts and will continue to do so. My Right Honourable Friend the Foreign Secretary visited Yemen in March. He also hosted a ministerial Quad meeting last month to discuss implementation of the Hodeidah agreement and next steps in the political process. I welcome reports over the weekend that the Houthis have begun their withdrawal from Hodeidah.
