answer	answer is ministerial correction date of answer 16/05/2019 answer text <p>The further education sector plays a key role in ensuring quality vocational training opportunities and improving social mobility across England, including in North Cornwall. We have protected the base rate of funding for 16 to 19 year olds until the end of the current spending review period in 2020. Additional funding is provided through the 16 to 19 funding formula, including over £500 million across England in 2018-19 to support disadvantaged students and therefore improving social mobility. Overall, the government plans to invest nearly £7 billion nationally during 2018-19 to ensure that there is a place in education or training for every 16 to 19 year old.</p><p> </p><p>Through the Adult Education Budget, we are continuing to invest in further education for adults aged 19 and above, including those who are furthest from the labour market, to support their progression to further study, employment or an apprenticeship. We are also supporting adults who have been motivated to move out of unemployment and are in low-paid or low-skilled jobs to upskill at no charge and to progress further.</p><p> </p><p>We are creating 3 million high quality apprenticeships that will change the lives of apprentices and the prospects of businesses. Apprenticeships disproportionately benefit people from lower socio-economic backgrounds. Delivering more and better quality apprenticeships will ensure that more people from these backgrounds are enabled to gain the skills and training they need to build successful careers.</p><p> </p><p>The European Social Fund (ESF) has been an important source of skills and employment funding used to support those furthest from learning and the labour market. Following Brexit, whilst we will no longer have access to the ESF, the government has committed to create a UK Shared Prosperity Fund to reduce inequalities between communities and help deliver sustainable, inclusive growth.</p><p> </p><p>The department works closely with HM Treasury (HMT) in considering further education funding. We are considering the efficiency and resilience of the sector and assessing how far current funding and regulatory structures enable high quality provision, including vocational training. answer	answer is ministerial correction date of answer 17/05/2019 answer text <p>Digital technology is improving access to healthcare for rural communities:</p><p>- In April 2018, NHS Digital published a digital inclusion guide for health and social care aimed at local health and care organisations to help them to take practical steps to support digital inclusion in their communities, including those in rural areas who are more likely to be digitally excluded;</p><p> </p><p>- We are working closely with the Department for Digital, Culture, Media and Sport to ensure that health and care needs are taken into account in national digital infrastructure policy, are running two test beds under Department for Digital, Culture, Media and Sport’s 5G programme focused on improving access, and the 5G programme itself will address rural connectivity; and</p><p> </p><p>- The NHS App is now connected in over 52% of general practitioner (GP) practices. It provides a universal offer regardless of postcode. It gives patients a single safe and secure means to interact with their GP, including access to their GP record, make GP appointments, order repeat prescriptions, access 111 online for urgent medical questions. answer	answer is ministerial correction date of answer 17/05/2019 answer text <p>It is recognised that better identification of the veteran community within and through data can lead to a greater understanding of their needs, trends and geographical distribution - which in turn will provide a more robust evidence base to inform policy making, enable planning and support service delivery.</p><p>The UK-wide Strategy for our Veterans champions the changing needs of the ex-Service community. Since Veterans draw on services from across Governments and Departments, implementation of the strategy will be across the three-sitting governments and across Whitehall Departments.</p><p>'Data on the Veteran Community' is one of the cross cutting factors of the Strategy and whilst it recognises that there is some reliable data collected across Government Departments, it can be fragmented, making analysis and prediction of needs difficult. answer	answer is ministerial correction date of answer 16/05/2019 answer text <p>Local authorities have a statutory responsibility to review and assess local ambient air quality, and are responsible for mitigation of air pollution where people are likely to be exposed. Defra provides guidance and support to local authorities on monitoring; positioning of monitors is expected to be in line with national and local priorities.</p><p> </p><p>In addition, Defra’s national network of air quality monitors currently comprises 272 sites across the UK and is managed by the Environment Agency. Sites are organised into networks that gather information on a wide range of pollutants in towns and cities as well as in rural areas. Some monitoring sites are focused on measuring specific sources, e.g. road traffic or industry whilst others are focused on background concentrations.</p><p> </p><p>Monitoring data is made available on our UK-AIR website. Data from the Automatic Urban and Rural Network is reported in near-real-time and is updated every hour.
