In November 2017, the Secretary of State said in A Strategic Vision for Rail that the challenge to our partners was to work with Government and the industry to develop compelling proposals for the next generation of rail schemes, identifying the places where rail is the right answer for local transport needs. answer	answer is ministerial correction date of answer 16/05/2019 answer text <p>The further education sector plays a key role in ensuring quality vocational training opportunities and improving social mobility across England, including in North Cornwall. We have protected the base rate of funding for 16 to 19 year olds until the end of the current spending review period in 2020. Additional funding is provided through the 16 to 19 funding formula, including over £500 million across England in 2018-19 to support disadvantaged students and therefore improving social mobility. Overall, the government plans to invest nearly £7 billion nationally during 2018-19 to ensure that there is a place in education or training for every 16 to 19 year old.</p><p> </p><p>Through the Adult Education Budget, we are continuing to invest in further education for adults aged 19 and above, including those who are furthest from the labour market, to support their progression to further study, employment or an apprenticeship. We are also supporting adults who have been motivated to move out of unemployment and are in low-paid or low-skilled jobs to upskill at no charge and to progress further.</p><p> </p><p>We are creating 3 million high quality apprenticeships that will change the lives of apprentices and the prospects of businesses. Apprenticeships disproportionately benefit people from lower socio-economic backgrounds. Delivering more and better quality apprenticeships will ensure that more people from these backgrounds are enabled to gain the skills and training they need to build successful careers.</p><p> </p><p>The European Social Fund (ESF) has been an important source of skills and employment funding used to support those furthest from learning and the labour market. Following Brexit, whilst we will no longer have access to the ESF, the government has committed to create a UK Shared Prosperity Fund to reduce inequalities between communities and help deliver sustainable, inclusive growth.</p><p> </p><p>The department works closely with HM Treasury (HMT) in considering further education funding. We are considering the efficiency and resilience of the sector and assessing how far current funding and regulatory structures enable high quality provision, including vocational training. answer	answer is ministerial correction date of answer 17/05/2019 answer text <p>Digital technology is improving access to healthcare for rural communities:</p><p>- In April 2018, NHS Digital published a digital inclusion guide for health and social care aimed at local health and care organisations to help them to take practical steps to support digital inclusion in their communities, including those in rural areas who are more likely to be digitally excluded;</p><p> </p><p>- We are working closely with the Department for Digital, Culture, Media and Sport to ensure that health and care needs are taken into account in national digital infrastructure policy, are running two test beds under Department for Digital, Culture, Media and Sport’s 5G programme focused on improving access, and the 5G programme itself will address rural connectivity; and</p><p> </p><p>- The NHS App is now connected in over 52% of general practitioner (GP) practices. It provides a universal offer regardless of postcode. It gives patients a single safe and secure means to interact with their GP, including access to their GP record, make GP appointments, order repeat prescriptions, access 111 online for urgent medical questions. answer	answer is ministerial correction date of answer 16/05/2019 answer text <p>Our veterans play a vital role in keeping our country safe and we are committed to ensuring that they are provided with all the support they need to successfully adjust back into civilian life.</p><p>In March we allocated an additional £1 million of bespoke funding to support ex-members of the armed forces who are or are at risk of becoming homeless. The funding has been allocated between the Combined Authorities and the Greater London Authority, and will be used to develop new services and support them in engaging with existing service provision.</p><p>As recommended by the UKSA, we have included CHAIN (Combined Homelessness and Information Network) statistics within the Rough Sleeping Statistics release. Overall, 7 per cent of people seen sleeping rough by outreach workers across London during 2017/18 had served in the armed forces at some point in their lives. 3 per cent of these were UK nationals - around 135 people. Although CHAIN offers more information on the flows and characteristics of people rough sleeping, data quality is influenced by the number of outreach workers active on any one night. Therefore a local authority which does not have a commissioned outreach team may appear to have fewer rough sleepers than an adjacent borough which does have an active outreach service.</p><p>MHCLG is actively encouraging local authorities with significant numbers of rough sleepers to improve their year-round data. We are working collaboratively with local authorities to develop improved homelessness data and outcomes that can measure progress in reducing rough sleeping and homelessness.</p><p>In April 2018, we introduced a new data capture tool called H-CLIC. H-CLIC captures information on all those who engage with local authority homelessness services and will collect information on the support needs of a household, including support need resulting from being in the armed forces.</p><p>We are also establishing local data pilots which will seek to improve the evidence on rough sleeping in some areas. These data pilots will help to provide a richer picture on the characteristics of rough sleepers in some areas.</p><p>The Government is committed to reducing homelessness and rough sleeping. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy. This sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all.</p><p>We have committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period. In its first year, our Rough Sleeping Initiative provided over 1,750 new bed spaces and 500 staff. answer	answer is ministerial correction date of answer 17/05/2019 answer text <p>It is recognised that better identification of the veteran community within and through data can lead to a greater understanding of their needs, trends and geographical distribution - which in turn will provide a more robust evidence base to inform policy making, enable planning and support service delivery.</p><p>The UK-wide Strategy for our Veterans champions the changing needs of the ex-Service community. Since Veterans draw on services from across Governments and Departments, implementation of the strategy will be across the three-sitting governments and across Whitehall Departments.</p><p>'Data on the Veteran Community' is one of the cross cutting factors of the Strategy and whilst it recognises that there is some reliable data collected across Government Departments, it can be fragmented, making analysis and prediction of needs difficult. This function is carried out by a HMCTS video court administrator.
