Most recently, the Foreign Secretary hosted the Yemen Quad in London on 26 April, bringing together representatives from the US, Saudi Arabia and the United Arab Emirates (UAE), where members discussed the next steps in the UN-led peace process and how best to support the efforts of UN Special Envoy Martin Griffiths. We will continue discussions with partners on how the UN Security Council can support the UN Special Envoy Martin Griffiths on the political process and improving the humanitarian situation, central to which is the full implementation of agreements reached during the Stockholm talks. As drafted, this proposal would give the UK the flexibility to apply a zero rate of VAT to women’s sanitary products.</p><p> </p><p>During this discussion, the UK delegation made clear that the Government strongly supports the flexibility that the draft legislation would offer. Simple and Conditional Cautions exist currently for adult offenders.</p><p> </p><p>Ministry of Justice published guidance on Simple Cautions for Adult Offenders, which can be found at: https://www.gov.uk/government/publications/simple-cautions-guidance-for-police-and-prosecutors</p><p> </p><p>Section 3 of the guidance states police officers must ensure the offender understands the implications of accepting a simple caution, and consents to receiving the disposal before it can be administered. The implications which must be explained are set out in paragraphs 62-76 of the guidance. This includes the significance of the admission of guilt and the retention and disclosure of criminal record information for future legal proceedings or criminal record checks.
