	answer	answer is ministerial correction date of answer 29/04/2019 answer text <p>There is a significant body of evidence that demonstrates that systematic phonics is a highly effective method for teaching early reading. According to the Education Endowment Foundation (EEF), phonics approaches have been consistently found to be effective in supporting younger readers to master the basics of reading, with an average impact of an additional four months’ progress. Research suggests that phonics is particularly beneficial for younger pupils (four to seven year olds) as they begin to read. Teaching phonics is more effective on average than other approaches to early reading (such as whole language or alphabetic approaches), though it should be emphasised that effective phonics techniques are usually embedded in a rich literacy environment for early readers and are only one part of a successful literacy strategy[1].</p><p>In 2018 there were 163,000 more six year olds in England on track to become fluent readers compared to 2012. This represented 82% of pupils meeting the expected standard in the phonics screening check, compared to just 58% when the check was introduced in 2012.</p><p>The Department is investing £26 million in a national network of English hubs to support local schools in developing their teaching practice, with a focus on systematic phonics, early language development and reading for pleasure. It specifically highlighted that legislation could be changed so that EU citizens would not need to complete more than one electoral registration form. Commission staff subsequently met Cabinet Office officials, together with representatives from EU citizens’ organisations, to consider the practical implications of this and other options for amending the law. Following the EU Referendum, the UK Government was clear that the European Parliamentary elections in 2019 would not take place. 	answer	answer is ministerial correction date of answer 14/05/2019 answer text <p>The Senior Deputy Speaker has asked me, as Chairman of the Services Committee, to respond on his behalf.</p><p>The last fire risk assessment for Victoria Tower was carried out in 2016. It highlighted several fire safety issues, the majority of which have been dealt with as part of the Fire Safety Improvement Works Programme. This included the upgrade of the fire detection, new fire escape signage, emergency escape lighting and fire doors. There is also inherent fire compartmentation within the tower with the floors providing at least 30 minutes separation between the different levels. The fire risk assessment is scheduled for a review following the recent works and any issues highlighted in this review will be addressed.</p><p>Planning work is being undertaken to move the Parliamentary Archives ahead of Restoration and Renewal of the Palace, under the auspices of the Archives Accommodation Programme. The programme is developing requirements and designs for a range of options. 	answer	answer is ministerial correction date of answer 08/05/2019 answer text <p>The police are aware of events taking place around the world such as San Diego, Sri Lanka and Christchurch and adapt their operational policing plans, including increased high visibility patrolling, to protect and reassure all our faith communities.</p><p>On 19 March, the Home Secretary announced a boost in funding for the hate crime Places of Worship Protective Security Funding Scheme to £1.6 million for 2019/20 (excluding synagogues). This is double the amount awarded in 2018/19. Furthermore, £5 million over three years has also been committed to providing security training to places of worship in England and Wales. This will enable staff and volunteers to develop the security understanding necessary to make security measures work more effectively.</p><p>On 27 February, the Home Secretary announced increased funding for the Jewish Community Protective Security Grant to £14 million for 2019/20. Although this fund is focussed primarily on security at Jewish Schools a proportion of funding is allocated to the security of synagogues. This increase in funding marks a significant change in our funding for protective security for places of worship.</p><p><br>The Places of Worship Protective Security Funding Scheme has been running for three years, and we continuously listen to feedback. We are now working urgently to make commercial improvements to the 2019/20 scheme to make it more effective and easier for places of worship to apply. At the end of March, the Home Office launched a new national marketing campaign to encourage EU citizens to apply.</p><p>The Home Office has translated advertising and communications materials into 25 European languages and Welsh. This includes the applicant guidance, poster, factsheet and videos.
