	answer	answer is ministerial correction date of answer 11/04/2019 answer text <p>Neither tenants or landlords lose a week’s rent in a 53 weekly rent payment year as has been alleged; no year contains 53 weeks. The problem is alignment between weekly and monthly cycles. Each month the UC housing element is a constant figure but claimants with weekly tenancy agreements will be required to make either four or five rent payments within this period. If the claimant always pays their rent on time, in five payment months they are effectively making payment for part of the following month. That month will always be a four rent payment month, so the combination of the advance payment and the ‘overpayment’ of housing support during that month will get the claimant back on track</p><p> </p><p>Where a landlord charges rent weekly on a Monday, because of the way the calendar falls every 5 or 6 years, they will seek 53 rent payments in a year, with the 53rd payment in part covering the tenancy for the first few days of the following year. The effect of this is that, over the course of the next housing association rental year, a tenant’s UC payments will accurately reflect their liability, irrespective of the 53 payment weeks.</p><p> </p><p>There is a separate issue with respect to the way the calculation in the Universal Credit regulations converts a weekly liability into a monthly allowance. The conversion is achieved by multiplying the weekly rent by 52 and then dividing by 12. This effectively means one day’s rent a year (two days in a leap years) are not covered by UC. This support extends to those who are in prison, to ensure rehabilitation is as seamless as possible upon release. To facilitate this, the Department has Prison Work Coaches who are based in resettlement prisons across the country.</p><p> </p><p>Prisoners serving short sentences are able to retain the housing element for up to 6 months to prevent them from being homeless on release.</p><p> </p><p>For those prisoners serving longer sentences the Prison Work Coach will engage with the prisoner 2-3 weeks prior to release and will identify any accommodation issues at this point.</p><p> </p><p>All discharged prisoners (sentence to 2 days or more) are supported on release by a MoJ contracted provider – a Community Rehabilitation Company (CRC), the CRC should consider any accommodation issues and support in signposting/engaging with the any appropriate support.</p><p> </p><p>If a Prison Work Coach has identified any accommodation issues during their intervention with the prisoner they would use the District Provision Tool (DPT) to identify any suitable support that might be available locally and refer or signpost the prisoner to that provision.</p><p> </p><p>For those engaging with the Prison Work Coach an advanced appointment will be made for as soon as possible following release. Some food aid providers, such as the Trussell Trust, produce statistics on the number of food parcels distributed, but the Government has no plans to require individual food banks to keep records as this would place a significant burden on charitable and voluntary organisations.</p><p> </p><p>We have always said there are many reasons why people use foodbanks. We have listened to feedback on how we can support our claimants and acted quickly, making improvements such as extending advances, removing waiting days, and introducing housing benefit run on. 	answer	answer is ministerial correction date of answer 24/04/2019 answer text <p>As announced in the Industrial Strategy, the government is committed to growing the skills we need for a dynamic and modern economy. This includes developing a technical education system that rivals the best in the world and stands alongside our world-class academic offer. We recognise the importance of investing in the types of skills to secure the scientific grounding and technological aptitude we need to be successful as our economy changes. The government is encouraging more students into science, technology, engineering and mathematics (STEM) education and training at all stages, starting from an early age.</p><p> </p><p>The early years foundation stage sets standards for the learning, development and care of children from birth to 5 years old. This includes helping young children understand the world, living things and the environment, as well as encouraging observations of animals and plants. Teachers are also encouraged to teach children about the natural, built and practical environments, for example, by providing small world equipment and taking care of flowerbeds.</p><p> </p><p>We have committed substantial spending on STEM skills, specifically on mathematics, digital and technical education, to increase the take-up and better teaching of STEM subjects in schools. There are also GCSEs that provide students with background knowledge relevant to agriculture-related studies, such as how humans use, modify and change ecosystems and environments in order to obtain food, energy and water. In GCSE biology, pupils will cover topics such as photosynthesis, gene technology and living organisms, which can include insects. Additionally, we introduced an environmental science A level in 2017, which includes topics such as the conservation of biodiversity.</p><p>As agriculture moves towards a more technical, automated and digital mode, and demand for these skills increases, the sector has the potential to offer exciting and interesting careers. 	answer	answer is ministerial correction date of answer 24/04/2019 answer text <p>The Serious Violence Strategy sets out the importance of a multi-agency approach to tackling serious violence which involves a range of partners and agencies. The strategy places a strong emphasis on early intervention and tackling the root causes of the problem to prevent young people from being drawn into violence in the first place.</p><p>Voluntary sector organisations are essential in helping the Government to deliver on our commitments in the strategy. We have provided support to a number of voluntary sector partners to help tackle serious violence, including through the £1.5m we made available for grassroots projects through our anti-knife crime Community Fund in 2018/19 and making available £22m through our Early Intervention Youth Fund through which we have already invested £17.7m in 29 projects across England and Wales. We will be evaluating the projects and sharing information and learning across all areas to assist voluntary and community sector organisations to continue to provide the best support to young people to tackle serious violence.</p><p>In addition, the £200m Youth Endowment Fund, announced by the Home Secretary last October, will deliver a ten-year programme of grants that will enable interventions targeted at children and young people who are at most risk.
