star this property answer text <p>The Church of England encourages responsible democratic participation in its schools and parishes, as one of the stakeholders involved with UK Parliament Week, and as a provider of hustings and other forms of engagement at election times. The General Synod is the Church’s own national legislative body, to which lay members can be elected. The Ecclesiastical Committee of Parliament is expected soon to consider a Church Measure that will reform and simplify Church representation rules on elections for Parochial Church Councils, Deanery and Diocesan Synods.</p><p> </p> more like this

star this property answer text <p>The Church of England provides a wide range of pastoral care through its national network of 12,600 parishes and 18,000 active ordained clergy assisted by 10,000 licensed lay ministers. This care is offered to all regardless of Church affiliation or religious belief. The most effective pastoral care builds a relationship through which a person can be accompanied through difficult situations - rather than offering a service in which the person becomes the client.</p><p>Pastoral care at parish level is extended to women with unwanted pregnancies on the basis that ‘<em>Every possible support, especially by Church members, needs to be given to those who are pregnant in difficult circumstances and care, support and compassion must be shown to all whether or not they continue with their pregnancy.</em>’ (General Synod July 2017: written answer was given by the Chair of Mission and Public Affairs Council in response to a question on the 50<sup>th</sup> anniversary of the 1967 Abortion Act).</p>

star this property answer text <p>Strategic Development Funding has been made available to develop the capacity of Church of England dioceses to increase church attendance. 2017 a total of £44million was awarded to 27 projects in 20 dioceses. In 2018, £61.6 million was awarded to 20 new projects in 20 dioceses. One third of these new initiatives focus on work with children and young people, and the majority are located in deprived areas.</p><p> </p><p>In 2018 the Church of England formed an Evangelism and Discipleship Department, based at Church House, Westminster, to enable a strategic national approach by developing specific interventions and resources to enable and equip its million regular worshippers to be able to talk about and live out their faith. This supplements work at a Diocesan level to develop more growing churches: <a href="https://www.churchofengland.org/more/church-resources/evangelism-and-discipleship" target="_blank">https://www.churchofengland.org/more/church-resources/evangelism-and-discipleship</a></p><p> </p><p>The Church of England is developing 1,000 new evangelists in the over the next five years. Other measures include working with a number of dioceses around a Culture of Invitation to help parishioners to invite people to their church ( <a href="http://www.cultureofinvitation.com/" target="_blank">http://www.cultureofinvitation.com/</a> ), helping churches to ensure that those coming for baptisms, funerals and weddings are welcomed and invited to continue attending their local church (<a href="https://www.churchofengland.org/life-events/christenings" target="_blank">https://www.churchofengland.org/life-events/christenings</a> ), and the Talking Jesus Course, which is a simple 6 week video-based course to inspire ordinary Christians to share their faith in natural and relevant ways: <a href="https://talkingjesus.org/" target="_blank">https://talkingjesus.org/</a></p><p> </p><p>Seven million people engaged with the Church of England via digital media channels last Christmas through the ‘Follow the Star campaign’. Two million used it to identify a church to attend through the resource <a href="http://www.achurchnearyou.com/" target="_blank">www.achurchnearyou.com</a> The Church’s use of digital and social media has won awards for innovation, and there are now worship and liturgy resources available via Alexa and a variety of Apps.</p><p> </p>

star this property answer text <p>The revised National Planning Policy Framework requires local authorities to set clear policy requirements for infrastructure through plans. These policies should be informed by evidence on infrastructure need and cost and viability assessments. At an early stage in the plan-making process, authorities will need to work alongside infrastructure providers to identify infrastructure requirements, including for education, health, highways and retail and leisure, and the opportunities for addressing these.</p><p>Local planning authorities use the Community Infrastructure Levy and Section 106 planning obligations to require developers to contribute towards the provision and maintenance of required infrastructure as a result of new housing developments.</p><p> </p> more like this

star this property answer text <p>The quality of further education (FE) provision is assessed by Ofsted under their published inspection framework. Currently the 3 major FE colleges in Wigan local authority area, including Leigh, are rated by Ofsted as Outstanding or Good for Overall Effectiveness.</p><p> </p><p>In July 2015, the government announced a rolling programme of around 40 local area reviews, to be completed by March 2017, covering all FE colleges in England. The reviews were designed to ensure that colleges are financially stable into the long term, that they are run efficiently, and are well-positioned to meet the present and future needs of individual students and the demands of employers. In November 2016, the Greater Manchester Area Review report was published at <a href="https://www.gov.uk/government/publications/greater-manchester-further-education-area-review-report" target="_blank">https://www.gov.uk/government/publications/greater-manchester-further-education-area-review-report</a>. This review did not recommend the need for any significant structural changes for further education provision in the Wigan area.</p><p> </p><p>The new ‘College Oversight: Support and Intervention’ document<em>, </em>which was published at <a href="https://www.gov.uk/government/publications/college-oversight-support-and-intervention" target="_blank">https://www.gov.uk/government/publications/college-oversight-support-and-intervention</a> on 1 April 2019, sets out how we will work with FE colleges to identify financial and quality issues early. It sets out the support and advice available to colleges when they need it from the FE Commissioner and the Education and Skills Funding Agency (ESFA), who assess financial and quality issues on an ongoing basis. This support includes the potential for FE Commissioner-led local provision reviews, the need for which may arise from a number of challenges that affect a college and/or further education provision in a local area, such as:</p><ul><li>Weakness or failure of existing providers (including risk of insolvency)</li><li>Increased competition</li><li>Declining learner recruitment</li><li>Inadequate quality</li><li>Significant financial challenges</li><li>Changes in local demographics and/or local skills needs</li></ul><p> </p><p>The ESFA works with local authorities where there are concerns about gaps in suitable and accessible local FE provision for young people. Local authorities have broad duties to encourage, enable and assist young people to participate in education or training, including to secure sufficient suitable education and training provision for all young people in their area who are over compulsory school age but under 19 or aged 19 to 25 and for whom an Education, Health and Care plan is maintained, as set out at <a href="https://www.gov.uk/government/publications/participation-of-young-people-education-employment-and-training" target="_blank">https://www.gov.uk/government/publications/participation-of-young-people-education-employment-and-training</a>. A concern has not been formally raised to ESFA by Wigan local authority in respect of adequacy of further education provision in Leigh.</p><p> </p><p>From August 2019, responsibility for the funding and adequacy of adult FE provision for residents in Wigan (including Leigh) will pass to Greater Manchester Combined Authority under devolution arrangements.</p>

star this property answer text <p>Highways England undertook air quality monitoring of that section of the M6 in 2016. All pollution levels close to the motorway were below the legal thresholds. Highways England are therefore not proposing any specific measures there, but are implementing wider measures designed to improve air quality.</p><p>More generally, Highways England have been undertaking extensive research into potential air quality solutions for the Strategic Road Network (SRN), and published their air quality strategy in 2017. They have explored a wide range of ideas including different traffic management options and different types of barrier design, and sought to understand the impediments to greater use of electric vans on the network. They are also delivering the commitment in the Road Investment Strategy to ensure that 95% of SRN will have access to a rapid electric charging point every 20 miles by 2020.</p><p> </p> more like this

star this property answer text <p>There is a Cemex sleeper production facility currently located at Washwood Heath. This site was identified as the preferred location for the Phase One Rolling Stock Maintenance Depot in 2009 and 2012/2013 following assessments of potential sites against the depot’s functional requirements and technical and environmental criteria. The site location was approved by Parliament through The Phase One Hybrid Bill.</p><p> </p><p>There is a proposal for a new facility in Bescot which is being developed by Network Rail to produce railway sleepers necessary for them to maintain, renew, and enhance our rail network in addition to the other Network Rail sleeper facilities.</p><p> </p> more like this
