answer	answer is ministerial correction date of answer 03/04/2019 answer text <p>The Department has not been in receipt of advice from the EHRC regarding Driver Only Operation and whether or not it could offer less protection for disabled people.</p><p> </p><p>The Department recognises how important it is that those who need assistance to travel receive that assistance. As a condition of their licence, all train operators are required to have a Disabled People’s Protection Policy in place which includes a requirement to participate in the Passenger Assist system for disabled passengers to book staff assistance when they require it. answer	answer is ministerial correction date of answer 04/04/2019 answer text <p>Last year Government launched a Call for Evidence to assess what further steps and intervention may be needed to create a responsible payment culture. A full response will be published shortly and will contain a full package of policy measures.</p><p>During the Spring Statement, the Government announced that it will require large company’s Audit Committees to review payments practices and report them in their annual accounts. This will elevate payment practices to Board level and increase transparency.</p><p>Government is clear that unfavourable payment practices is a serious issue, particularly for smaller businesses. That is why we have a range of measures in place with the aim to address the imbalance in market power between parties, increase transparency and encourage better payment practices through culture change.</p><p>The Payment Practices and Performance Reporting Requirement requires large businesses to report biannually on their payment practices and performance. Businesses must publish this information on gov.uk, providing transparency in payment practices and making payment behaviour a reputational, board room issue. To date over 13,000 reports have been submitted.</p><p>The Small Business Commissioner, launched in December 2017, is committed to supporting Britain’s 5.7 million small businesses to resolve payment disputes with larger private sector businesses, helping drive a culture change in payment practices.</p><p>Government continues to support the Prompt Payment Code as a best practice in payment standards. Last year, my rt. hon. Friend the Secretary of State announced a new, tough and transparent compliance regime to ensure the Code is rigorously enforced. answer	answer is ministerial correction date of answer 08/04/2019 answer text <p>Everyone has the right to feel safe at work and assaults on shop-workers are unacceptable.</p><p> </p><p>There are a range of offences someone can be convicted of if they assault a shop-worker. Maximum penalties for offences are set by Parliament and include five years’ custody for assault occasioning actual bodily harm and life imprisonment for the most serious cases of causing grievous bodily harm. There are no plans to increase sentences for assault offences.</p><p> </p><p>When making sentencing decisions the courts must follow the relevant sentencing guidelines, produced by the independent Sentencing Council. The <em>Overarching Principles: Seriousness Guideline</em> and <em>Assault Guideline</em> require the court to treat the fact that an offence was committed against those working in the public sector or providing a service to the public as an aggravating factor, making the offence more serious. The Sentencing Council is reviewing its guidelines on assault and a consultation on a revised guideline is anticipated later this year.</p><p> </p><p>On 21 January the Home Office announced the launch of a call for evidence on violence and abuse towards shop workers. The aim of this work is to strengthen our understanding of the issue, including how existing legislation is being applied. Last week, the Youth Futures Foundation (YFF) launched and announced its Founding Chair, Joe Montgomery.</p><p> </p><p>Over the coming months, YFF will set out its strategy for using this funding to support the most disadvantaged young people into employment. In February 2016, the Commission on Acute Adult Psychiatric Care published a final report, ‘Old Problems, New Solutions: Improving acute inpatient psychiatric care for adults in England’, which highlighted that the challenges of finding beds is not simply due to a reduction of beds, but rather relates to hospital discharge issues and the lack of community care and alternatives to admission.
