star this property answer text <p>The Rail Ombudsman, which is an industry scheme established and paid for on a voluntary basis by rail operators and Network Rail, was launched last November. The Rail Delivery Group, overseen by a panel of independent members, manages the contract for the new service and works with the supplier to ensure that it provides value to both scheme members and passengers.</p><p> </p><p>In addition, the Office of Rail and Road (ORR) will monitor the scheme’s performance, including its ability to drive improvements in rail companies, and seek improvements where necessary. As well as reporting on its performance and the outcome of its decisions direct to the ORR, the Ombudsman will also report direct to Transport Focus and London TravelWatch, as well as making this information publicly available thereby enabling scrutiny from other interested parties.</p> more like this

star this property answer text <p>Work is currently progressing and we expect to receive the results later this year to inform a decision as to whether the scheme should go to the next stage ‘develop’ of the Government’s Rail Network Enhancements Pipeline.</p><p>We are working closely with Transport for the North to assess the proposed scheme and to ensure that it can be affordable, will attract sufficient traffic, and is part of the right long-term solution for the cross Transpennine rail traffic.</p><p>This is part of our new approach to rail enhancements to ensure we address the needs of passengers and freight, and that funding commitments appropriately reflect the stage of development of schemes.</p> more like this

star this property answer text <p>The apprenticeship funding rules set out eligible costs that the government will pay to support the training and assessment required to deliver an apprenticeship.</p><p>The funding rules do not set out the different skills required for each apprenticeship as these are different for every standard or framework. The knowledge, skills and behaviours required for each apprenticeship are set out in the standard and its assessment plan or in the framework that the apprentice undertakes. Where these include communication as an essential element of the skills needed for an apprentice to be competent, the costs of this training can be covered.</p><p>If an individual requires additional learning support that includes developing communication skills in order to successfully complete an apprenticeship, we will also pay up to £150 per month to support this.</p><p>The apprenticeship funding rules are published on GOV.UK: <a href="https://www.gov.uk/guidance/apprenticeship-funding-rules" target="_blank">https://www.gov.uk/guidance/apprenticeship-funding-rules</a>.</p><p> </p>

star this property answer text <p>Under the Liberty Protection Safeguards arrangements Approved Mental Capacity Professionals (AMCPs) will independently consider Deprivation of Liberty Safeguards applications in specific circumstances, such as when there has been an objection to the proposed care arrangements and in other relevant cases. The Department is presently working with Social Work England and other organisations to develop the training program for AMCPs. The Statutory Code of Practice currently being developed by the Department will support professionals such as AMCPs in carrying out their role under the new Liberty Protection Safeguards.</p> more like this

star this property answer text <p>Registering with and access to primary medical care services is the same for all patients, whether they are gypsies, travellers, homeless or vulnerable migrants. People do not need to provide proof of address to register with a general practice (GP). NHS England is working with a range of community groups to redesign the patient registration leaflet so that people are aware of this when registering. The free NHS 111 service can assist anyone who has faced difficulty finding a GP or accessing other services in their local area.</p><p>NHS England is aware of difficulties some individuals have faced when trying to register with a GP and is taking steps to address shortcomings with individual practices, working in partnership with the voluntary sector.</p><p>The Voluntary, Community and Social Enterprise Health and Wellbeing Alliance is a partnership arrangement with the aim to facilitate integrated working between the voluntary and statutory sectors, to promote equality and reduce health inequalities. It receives £1.2 million for core work from the Department, with each member receiving funding of up to £60,000. Friends, Families and Travellers is a member of the Alliance and has supported the Department on a range of work to date including the Inclusion Health Audit Tool, on maternal health, mental health, end of life care and dementia.</p>

star this property answer text <p>Handsacre Junction is designed for HS2 trains to run from the HS2 network and onto the West Coast Mainline.</p><p> </p><p>• The HS2 Phase One Business Case (published in October 2013) assumed that 7 trains per hour in both directions will operate over Handsacre Junction to destinations north of Birmingham.</p><p>• The HS2 Phase 2a Business Case (published in July 2017) assumed that 1 train per hour in both directions will operate over Handsacre Junction</p><p> </p><p>The Select Committee is considering modifications to the proposed layout of Handsacre junction following the deposit of Additional Provision 2 to the Phase 2a hybrid Bill on 8 February 2019.</p><p> </p><p>Final decisions about the Train Service Specification that will operate on the HS2 network, and relevant parts of the existing rail network, will be made once the Department has received advice following the outcome of the West Coast Partnership competition. Regarding when Phase 1 and Phase 2 will be operational, HS2 Ltd has been set a Delivery In Service Target by Government and it is working with its suppliers to confirm the latest assessment of schedule.</p>
