	answer	answer is ministerial correction date of answer 20/03/2019 answer text <p>Distance learning offers excellent possibilities to open up choice and opportunity to people from a diverse range of backgrounds, including those from rural areas, and the government believes it should be widely available at a range of educational levels. Student support for tuition at higher education (HE) level is available for students who want to study on a part-time basis or by distance learning.</p><p> </p><p>The National Retraining Scheme (NRS) is an ambitious, far-reaching programme to drive adult retraining. It will help individuals to respond to the changing labour market, redirect their careers and secure better, more secure jobs of the future.</p><p> </p><p>To inform the design of the scheme, the Flexible Learning Fund is supporting 31 pilot projects across England with a total value of £11.4 million. The projects are designing and testing innovative, flexible learning that is easy to access. The pilots are aimed at adults who are working, or who are returning to work, with either low or intermediate skills. A range of delivery methods are being tested; most of the projects will make use of on-line technologies to a degree, as well as ‘blended learning’ that combines online and face-to-face learning.</p><p>My right hon. Friend, the Chancellor of the Exchequer has previously announced that Educational Technology (Edtech) and Artificial Intelligence (AI) would be a key feature of the NRS. Technological innovation and development, including in AI, will play an important part in improving the learning experience, design and effectiveness of online training.</p><p> </p><p>The government has committed up to £30 million of funding. Working closely with the technology industry we will look to innovate, test and develop ways in which technological solutions can directly answer the specific needs of NRS users alongside all learners. Details of the funding will be announced in spring 2019.</p><p> </p><p>It is only right that HE providers offer a range of options which suit all students, and that students have a real choice about where and how to study. The Review of Post-18 Education and Funding will consider how we can encourage and support more learning that is flexible, like part-time and distance learning, and enable more people to study close to where they live. The review will report later this year.</p><p> </p><p>The regulatory system is also a means of opening up HE to a more diverse range of provision and therefore to a wider range of students. The Higher Education and Research Act, which came into law in 2017, placed a duty on the Office for Students to consider other modes of study when promoting choice and opportunity in the provision of HE.</p><p> </p><p>Through recent HE reforms, we are working to support and encourage high quality new and innovative provision that has a strong offer for students, helping providers to navigate the regulatory system and we will continue to work with new providers to tackle any barriers that might arise.</p> answering member printed Viscount Younger of Leckie question first answered 20/03/2019 17:57:19 answering member 4169 label Biography information for Viscount Younger of Leckie

The vast majority of the over 10,500 that reported last year have completed the calculations correctly. In 2018, the Equality and Human Rights Commission commenced enforcement action against 100 employers suspected of publishing inaccurate gender pay gap figures.</p><p> </p><p>The EHRC enforcement found that they were a result of errors, rather than a deliberate attempt to mislead. They have worked closely with employers to identify and correct errors. Initiatives such as the Herbert Protocol, are important tools to reduce the duration of a missing incident.</p><p>Implementation of the Herbert Protocol is an operational decision for individual police forces. HEE intended to publish a second phase, longer-term strategy that looked at the cancer workforce needs beyond 2021. This work was started and stakeholders from within the National Health Service and the charitable sector contributed to the early discussions. This work has since been superseded by publication of the NHS Long Term Plan in January 2019.</p><p> </p><p>My Rt. hon. Friend the Secretary of State for Health and Social Care has subsequently commissioned Baroness Dido Harding, working closely with Sir David Behan, to lead a number of programmes to engage with key NHS interests to develop a detailed workforce implementation plan. 	answer	answer is ministerial correction date of answer 11/03/2019 answer text <p>The National Health Service Long Term Plan sets out specific workforce actions developed by NHS Improvement and others to have positive impact for workforces, including the screening and diagnostic workforce. NHS Improvement and the Department will discuss these actions when the education and training budget for Health Education England is set in 2019. This includes a proposal to recruit an additional 1,500 clinical and diagnostic staff across seven priority specialisms between 2018 and 2021.</p><p> </p><p>With specific reference to the national cervical screening programme that includes NHS laboratories, the replacement of liquid based cytology with human papillomavirus (HPV) testing as the primary screen, has had a significant impact on the ability to maintain staff in the cervical screening programme’s laboratory workforce. The HPV pilot evaluation suggested that the need for a cytology workforce could reduce by as much as 85% when HPV testing is introduced as the primary screen during 2019.</p><p> </p><p>NHS England is undertaking a national procurement process to secure providers of laboratory services to deliver HPV primary screening across England. The outcome of the process will be known by the end of April 2019, with national coverage in place by December 2019.</p><p> </p><p>To maintain the service and accommodate current staffing levels a majority of existing HPV pilot sites and some non-pilot sites have already converted more of their cervical screening activity to HPV primary screening, freeing up cytology capacity.</p><p> </p><p>In addition, Professor Sir Mike Richards is leading a major review of national cancer screening programme pathways as part of the NHS Long Term Plan’s renewed drive to improve care and save lives. 	answer	answer is ministerial correction date of answer 14/03/2019 answer text <p>The Government wants National Health Service patients to be able to benefit from effective new medicines in a way that represents value for money to the taxpayer. Through its technology appraisal and highly specialised technologies programmes, the National Institute for Health and Care Excellence (NICE) makes recommendations for the NHS on whether new medicines should be routinely funded by the NHS. NHS organisations are legally required to fund medicines recommended by NICE.</p><p> </p><p>NICE is currently developing technology appraisal guidance on the use of Spinraza for the treatment of spinal muscular atrophy. NICE was unable to recommend Spinraza as an effective use of NHS resources in its draft guidance published in August 2018. Discussions have since been taking place between the manufacturer of Spinraza, Biogen, and NHS England to explore whether there are commercial flexibilities that might enable NICE to recommend the drug as a clinically and cost-effective use of NHS resources. Biogen has now submitted a revised submission and a meeting of NICE’s independent Appraisal Committee took place on 6 March to consider the recommendations.
