The Gambling Commission is not the lead regulatory authority, but its contact centre does deal with some consumer complaints. It received 1,104 complaints about gambling advertising and marketing between 2014, when advertising became part of its remit, and 2018.</p><p> </p><p>Neither government nor the Gambling Commision holds data on the number of marketing affiliates operating in the UK. Gambling operators providing services to customers in Great Britain must be licensed by the Commission and are responsible for the actions of third parties, including marketing affiliates. 	answer	answer is ministerial correction date of answer 26/02/2019 answer text <p>Where an operator fails to meet its requirements under the Licensing Conditions and Codes of Practice, the Gambling Commission can take regulatory action. Whilst the vast majority of issues are resolved without the use of formal powers, the Gambling Commission may, in the event of a serious breach, impose financial penalties or revoke an operator’s licence. Within the regulatory process, the Commission may also agree a regulatory settlement, whereby an operator agrees to makes a donation to a socially responsible cause.</p><p> </p><p>The table below shows the number of fines and regulatory settlements issued between 2010 and 2018. Together, these came to over £40 million. UK participation in programmes will be agreed between the parties and depend on the nature of the next generation of EU programmes and wider UK priorities. This was set out in the Civil Society Strategy and announced by Chancellor of the Duchy of Lancaster and Minister for the Cabinet Office, David Lidington.</p><p> </p><p>This includes a project to extend the application of the Social Value Act across central government departments from services to also include goods and works. 	answer	answer is ministerial correction date of answer 21/02/2019 answer text <p>The Horserace Betting Levy Board (HBLB) is an arms-length body of DCMS which is responsible for collecting a statutory Levy from betting operators which it distributes in line with its statutory duties to support British horse racing. In April 2017, the Government implemented significant reforms to the Levy, resulting in a £45m increase in statutory Levy income in 2017/18.</p><p> </p><p>The HBLB provides over £200,000 annually for the Equine Influenza Programme, and a further £150,000 towards the Equine Infectious Disease Surveillance Programme, provides British racing with expert information and provisions to minimise the impact of equine diseases and respond quickly to outbreaks.</p><p> </p><p>HBLB has committed to pay a contribution to owners or trainers for the costs incurred where the British Horseracing Authority (BHA) recently required test samples to be taken for equine influenza, including the cost of the swabs and the veterinary fees involved. In addition, HBLB has committed £321,500 to support the rescheduling of replacement races and fixtures following the recent suspension, and will continue discussions with the BHA regarding funding for further races and fixtures as required. Its duty is to look at the extent trustees are meeting their legal duties and whether charities are complying with charity law</p><p> </p><p>It is not in the regulatory remit of the Commission to examine other issues such as the merits of a project or how it is funded</p><p><br> In 2016-17 the Commission undertook extensive scrutiny of the governance and oversight of the Garden Bridge Trust by its trustees. That case concluded that the trustees were meeting their duties and were acting in compliance with charity law.</p><p> </p><p>The outcomes of that case were published on the Commission’s website in early 2017:<br> <br> <a href="https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/595064/garden_bridge_trust.pdf" target="_blank">https://assets.publishing.service.gov.uk/government/uploads/system/uploads/attachment_data/file/595064/garden_bridge_trust.pdf</a></p><p> </p><p>The Commission has continued its regulatory oversight since publishing the report. It has seen no evidence to date that the eventual failure of the project was as a result of failings or omissions on the part of the trustees of the Garden Bridge Trust, but is reviewing the final financial statements now available as part of its ongoing regulatory assessment</p><p><br> The Commission has continued to hold the Trust to account as necessary, such as when it was late in filing its accounts.</p><p> </p><p>The Commission has confirmed that it expects the Trust to publishing a full statement of total project costs.
