We are committed to continuing to increase bilateral trade with South Africa, including by transitioning the current trading arrangements as the UK leaves the EU. Total trade in goods and services between the UK and South Africa was £8.8bn in the four quarters to the end of Q3 2018, an increase of 4.4% from the previous four quarters. We have already introduced the Severe Conditions Criteria for Employment and Support Allowance (ESA)/Universal Credit (UC) claimants who have the most severe and lifelong health conditions. As well as providing ongoing awards with light touch review at ten years for Personal Independence Payment (PIP) claimants with the highest needs, where those needs will not improve.</p><p> </p><p>I do consider there are potential merits, and the Department recently announced our intention to create an integrated service for PIP and Work Capability Assessments to join up processes around the assessments. This will streamline the customer journey, enabling more user-friendly and joined-up benefit systems. Going further we will also test the feasibility of using a single assessment to determine eligibility for PIP or capability for work within UC/ESA where claims are initially made for both benefits. Regulation 24 requires the cut-out to be locked or sealed to prevent supply interference by unauthorised persons.</p><p>The Distribution Connection and Use of System Agreement is a multi-party contract between licensed electricity distributors, suppliers and generators in Great Britain concerned with the use of the electricity distribution system. My rt. hon. Friend the Secretary of State for Business, Energy and Industrial Strategy is not a party to this agreement. The industry regulator, Ofgem, is responsible for approving changes to this agreement.</p><p>Government and Ofgem have launched a review into the rules that govern our energy system to develop options for improving the codes and their governance. answer	answer is ministerial correction date of answer 29/03/2019 answer text <p>The pleural plaques compensation scheme ran between 2 August 2010 and 1 August 2011 and was administered by the Ministry of Justice. A total of 9511 applications were made to the scheme, of which 9018 were successful. Applications were not recorded by parliamentary constituency.</p><p> </p><p>The scheme operated as an extra-statutory scheme, making £5000 payments on an ex-gratia basis to applicants who fulfilled the scheme’s criteria, namely that they were individuals who had begun, but not resolved, a legal claim for compensation for pleural plaques at the time of the House of Lords ruling in October 2007 in the case of Rothwell v Chemical &amp; Insulating Co Ltd [2007] UKHL 39. question text	To ask Her Majesty's Government, further to the answer by the Minister for Universities, Science, Research and Innovation on 28 March 2018 (HC Deb, col 408WH) about unconditional university offers and autonomy over admissions, what data they hold on the number of students with offers for study at British universities with admission for deferred entry who were contacted by the Admissions and Access Service of those universities to indicate that they would no longer be offered their intended course; what assessment they have made of the cost implications that such decisions hold for each prospective student who as a result may be obliged to pursue their intended studies further afield; and what compensatory arrangements they consider to be appropriate for the failure to honour such places offered to students who satisfied previously advertised admissions criteria.

As such, they are responsible for their own admissions decisions.</p><p> </p><p>Data on the number of applicants with offers for deferred entry who were no longer offered their intended course is not held centrally. Consequently, no assessment has been made of the cost implications to prospective students in this scenario.</p><p> </p><p>We are concerned by the steep rise in the number of unconditional offers being made to students. Where institutions cannot justify the rising numbers being offered we have made clear to the Office for Students that they should use the full range of powers at their disposal to take action.
