This impact assessment assesses the costs to local authorities of collection and treatment of packaging waste. It will be published shortly, alongside the consultation. And this is assessed through the Habitual Residence Test (HRT). DWP does not automatically provide other Government departments with information regarding an individual’s benefit claim.
