star this property answer text <p>​Apprenticeships offer businesses in the screen industries an opportunity to make a long-term, sustainable investment in training and promote diversity in the workforce.</p><p>We have already responded to feedback from businesses by introducing flexibilities in our funding rules. This includes increasing the time for employers to spend their levy funds from 18 to 24 months and raising the transfer cap from 10% to 25% this year. Levy-paying employers will be able to transfer funds to as many smaller employers or charities as they wish, in order to support the development of skills in their supply chain or respond to skills shortages in their sector. In the Budget, my right hon. Friend, the Chancellor of the Exchequer also announced up to £240 million of additional funds to halve apprenticeship training costs for smaller employers. We continue to keep all aspects of apprenticeship funding policy under review.</p><p>​We recognise that co-ordinating and delivering apprenticeship training can be a challenge for smaller employers in the screen industries. We are working closely with Screen Skills in response to their report in order to explore how employers can take advantage of flexible delivery of off-the-job training including, potentially, through Apprenticeship Training Agencies. The Department for Culture, Media and Sport (DCMS) has a £2 million funding package under the creative industries sector deal, which includes support for employers to help them accelerate the development of up to 20 new apprenticeship standards. DCMS will work with the Institute for Apprenticeships to identify skills gaps and understand how the apprenticeship programme can support the priorities identified in the Industrial Strategy.</p>

star this property answer text <p>The departmental budget for spending on apprenticeships in England from 2015-16 to 2019-20 was set initially in the 2015 Spending Review, based on forecast demand and considering factors such as historical start levels.</p><p>Funding bands set the maximum that government will contribute towards the training and assessment costs of an individual apprenticeship and are set to achieve high-quality delivery while securing value for money. The Institute for Apprenticeships makes regular recommendations on the pricing of standards, and in 2018 we introduced additional funding bands to ensure that all standards are funded at the appropriate level.</p><p>We also set the amount of funding available for supporting non-levy payers, which is delivered through contracts with training providers: currently government pays 90% of training and assessment costs and 100% for the smallest employers who take on 16 to 18 year olds. We have awarded funding totalling more than £500 million to providers across the country between January 2018 and March 2019. This  includes more than £70 million growth funding.</p><p>We constantly monitor levels of spend and forecast demand and consider the overall budget position, including as part of the wider departmental position.</p><p> </p>

star this property answer text <p>In April 2018 the Government published the Serious Violence Strategy. It set out action being taken to address serious violence, and in particular the recent increases in knife crime, gun crime and homicide. The strategy set out 61 commitments from Government, including new legislation in the Offensive Weapons Bill to strengthen police capability, and working with young people to encourage them to take up positive activities rather than get involved in crime.</p><p>Alongside the legislative measures in the Bill the Government is taking forward a number of other actions, including a national knife crime media campaign, “#knifefree”, to raise awareness of the consequences of knife crime and discourage young people from carrying knives. As part of this, the Home Office have created a “#knifefree” resource for teachers.</p><p>The Department is also making Relationships Education compulsory in primary schools, and Relationships and Sex Education compulsory in secondary schools. These subjects will help young people understand safe, respectful and positive relationships and appropriate ways of resolving conflict, including that resorting to violence is never right. The Department is currently considering the responses to the recent consultation on the draft regulations and guidance for the new subjects, and expect to publish the response and lay regulations in Spring 2019.</p>

star this property answer text <p>The National Foundation for Education Research (NFER) are working with the department to develop and deliver the reception baseline assessment (RBA). NFER have been developing assessments for over 70 years, and all aspects of the RBA design are informed by an evidence base of early years research. As we move forward with the development and piloting of the assessment, the department will continue to work very closely with the sector to ensure we get the experience right for pupils.</p><p>The department is confident that the assessment will not be stressful or upsetting for children. It will be teacher-mediated and carried out one-to-one with the child using age-appropriate resources that they can handle and manipulate, lasting around 20 minutes. It will be similar to the on-entry assessments that schools already carry out in the reception year.</p> more like this

star this property answer text <p>In March 2018, the Government launched an externally-led review of exclusions practice, led by Edward Timpson CBE. The review is exploring how head teachers use exclusion, and why pupils with particular characteristics are more likely to be excluded from school. It is also considering the differences in exclusion rates across primary and secondary schools in England.</p><p>The review has gathered substantial evidence, including over 900 submissions to the call for evidence. Edward Timpson has also chaired a series of roundtables and the review has met with over 100 organisations and individuals, including schools, local authorities, parents and children.</p><p>The review will report in early 2019.</p><p> </p> more like this
