I note that so far all bills associated with Brexit have been scheduled in accordance with the minimum intervals recommended in The Companion. As the Noble Lord will recall, from time to time the recommended minimum intervals have, with Usual Channels agreement, been dispensed with when it has been necessary for the House to do so. My Department will be notifying the local authority of the outcome very shortly. Nottinghamshire is also one of the 45 areas across England with whom we are working to co-develop Forward Funding projects with up to £4.6 billion of funding available to unlock a potential 450,000 homes in areas where housing need is greatest. For Forward Funding schemes in co-development, there is no guarantee of funding. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy which sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. The Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period.</p><p>National street counts and intelligence driven estimates of people sleeping rough are conducted every autumn. The next publication will be released on 31 January 2019 at: https://www.gov.uk/government/collections/homelessness-statistics#rough-sleeping</p><p>The Greater London Authority (GLA) also commission the CHAIN database which holds information on the number of people rough sleeping in London. For example, the new St Mungo’s RSI hostel in Bristol takes clients with dogs, as does emergency accommodation in St Edmundsbury and Nottingham. The RSI funded floating London hub – that moves between boroughs and is currently in Westminster – also accepts dogs into their service. Moreover, as a result of RSI funding, Birmingham has linked closely with Dogs On the Streets (DOTS). This organisation has significantly helped in working with entrenched rough sleepers who have dogs and other pets. As with the complex needs of any rough sleeper, we try and ensure someone having a dog, or any pet, is not a barrier to them getting the help they require.</p><p>This Government is committed to reducing homelessness and rough sleeping. These figures are given in the attached table. This information is not broken down to bed and breakfast accommodation, adult hostels, campsites or independent living placements without live-in support. Securing suitable accommodation that meets the needs of looked after children is a vital step in delivering improved outcomes for this vulnerable group.</p><p>The number of children in independent living increased by 29% between 2010 and 2018. This category includes accommodation such as a flat, lodgings, bedsit, bed and breakfast or living with friends. Live-in visiting support may be included as part of this package. Care should be taken when interpreting this rise because changes to the collection resulted in improvements in the accuracy of reporting placements. The figures for 2015 and earlier years are therefore not comparable with later years and any assessment of trends should take this into account.</p><p>The department collects and publishes data on 17 year old care leavers who are accommodated in bed and breakfasts and emergency accommodation. They will report in 2019 before government concludes the overall review.</p><p>The government will want to move swiftly to improve the post-18 system once the review has concluded. Under the Code of Practice for Victims of Crime (Victims’ Code), the police must conduct a needs assessment of a victim and refer them to victim support services, unless the victim chooses not to be.
