I note that so far all bills associated with Brexit have been scheduled in accordance with the minimum intervals recommended in The Companion. As the Noble Lord will recall, from time to time the recommended minimum intervals have, with Usual Channels agreement, been dispensed with when it has been necessary for the House to do so. I undertake to work with my counterparts in the usual channels to ensure that business continues to be scheduled in a way which allows proper scrutiny.</p> more like this

unstar this property answer text <p>Where ground rents exceed £250 per year or £1,000 per year in London, a leaseholder is classed as an assured tenant. This has the effect of bringing some leaseholders within the ambit of Ground 8 of Part 1 to Schedule 2 of the Housing Act 1988. This means, for even small sums of arrears, leaseholders could be subject to a mandatory possession order if they were to default on payment of ground rent. This is a disproportionate remedy that was never intended for leaseholders. As part of our leasehold reform work we are committed to legislating for provisions which ensure that leaseholders will not be subject to Ground 8 mandatory possession orders for arrears of ground rent. We will bring forward the necessary legislation as soon as parliamentary time allows.</p><p> </p> more like this

Local authorities are expected to spend capacity funding allocated through the Garden Communities programme on activities for which the funding was awarded. Homes England undertakes day-to-day monitoring of projects on MHCLG’s behalf, and decisions on ongoing funding take account of scheme performance in relation to previous capacity funding awards.</p> more like this

unstar this property answer text <p>This Government is committed to halting rough sleeping by 2022 and eliminating it altogether by 2027. No one should ever have to sleep rough. That is why last summer we published the cross-government Rough Sleeping Strategy which sets out an ambitious £100 million package to help people who sleep rough now, but also puts in place the structures that will end rough sleeping once and for all. The Government has now committed over £1.2 billion to tackle homelessness and rough sleeping over the spending review period.</p><p>National street counts and intelligence driven estimates of people sleeping rough are conducted every autumn. The next publication will be released on 31 January 2019 at: https://www.gov.uk/government/collections/homelessness-statistics#rough-sleeping</p><p>The Greater London Authority (GLA) also commission the CHAIN database which holds information on the number of people rough sleeping in London. This is published quarterly, and the next data release will be available on 31 January 2019 at: <a href="https://data.london.gov.uk/dataset/chain-reports" target="_blank">https://data.london.gov.uk/dataset/chain-reports</a></p>

unstar this property answer text <p>The South of Clifton Housing Infrastructure Scheme in Rushcliffe, for which the local authority requested £10 million of Marginal Viability Funding, has completed funding clarification. My Department will be notifying the local authority of the outcome very shortly. Nottinghamshire is also one of the 45 areas across England with whom we are working to co-develop Forward Funding projects with up to £4.6 billion of funding available to unlock a potential 450,000 homes in areas where housing need is greatest. For Forward Funding schemes in co-development, there is no guarantee of funding. It is still a competitive process, and following co-development, these areas will be required to submit business cases prior to final funding decisions being made.</p> more like this

unstar this property answer text <p>The Secretary of State held a roundtable meeting in November in which he made clear to developers that greater support must be made available to existing leaseholders with onerous lease terms. Some developers have introduced schemes to assist individuals with onerous leases which is welcome, but these must be extended to include second hand buyers. We are keeping a close eye on progress and will consider taking further action if necessary.</p><p>We are also working with the Law Commission to support existing leaseholders. The Law Commission’s consultation on making buying a freehold or extending a lease easier, faster, fairer and cheaper, which closed on 7 January, included proposals for a prescribed formula for costs.</p> more like this
