The regulatory regime is designed so that errors can be identified and material failures can be reported, the Pensions Regulator can then require restitution; and, where necessary, make use of its enforcement powers. The Government keeps all aspects of automatic enrolment under regular review but has no plans to make changes to the compliance framework at this time.</p> more like this

As War Disablement Pensions can affect other Social Security Benefits, the legislation allowing the sharing of personal information for state benefit and war pension purposes is Section 3 of the Social Security Act 1998. This legislation can be found on the Gov.UK website at the following link - https://www.legislation.gov.uk/ukpga/1998/14</p><p>Additionally, information is shared with third parties at the request of the claimant themselves, either in the form of authority for representation, or written authority.</p> more like this

There will inevitably be a number of claimants currently receiving ESA who will be managed migrated, but we do not have data on the nature of their disability.</p><p> </p><p>We are committed to fully support all of our claimants through our managed migration processes, which we are working with a diverse stakeholders to co-design to ensure that they work for the most vulnerable. In each phase of the design process, we will be working with a broad range of participants representing all of our claimants, including those with learning disabilities. We will ensure through this work that our design is user-centred, and that we use a wide range of insights to collaboratively develop our approach.</p> more like this

star this property answer text <p>Anyone who requires help making their claim online can call our Freephone helpline to find out what help and support is available. Claimants can also access the internet for free at their local Jobcentre, Council or library. If new claimants, or those who have experienced a change in circumstances resulting in their migration to Universal Credit, need more intensive or specific support, help is available through our current Universal Support Assisted Digital Service. This provides bespoke help, support and skills for claimants to make and maintain their digital account online.</p><p> </p><p>As part of the design process for managed migration, we are considering different approaches for how to best migrate claimants onto Universal Credit. We are currently working closely with a large and diverse range of stakeholders to design migration processes that work for everyone and which most effectively support those who will need more help.</p><p> </p><p>Universal Credit has been designed with accessibility in mind and we are committed to providing personalised support for all claimants, including vulnerable groups, so we ensure that we make reasonable adjustments to meet claimant’s individual needs to allow them to access our services and information. This means that for example, the Department can communicate with customers in a variety of different formats such as Braille, audio, large print, or by arranging for a member of staff to visit the customer in their home.</p>

star this property answer text <p>We are working closely with stakeholders and other parties to design the best possible process for the migration of all of our customers, including those with disabilities, to Universal Credit. Our focus will be on safeguarding claimants and ensuring a smooth transition with uninterrupted support. We will have a comprehensive and well-supported preparation period for claimants.</p><p> </p><p>This will include a variety of communication formats, including face-to-face, internet and postal notification, to ensure claimants are aware of the managed migration process. There is flexibility to extend that period if necessary for claimants; and a process to ensure that, before the existing benefits are stopped, our staff will check for evidence of complex needs or vulnerability or disability and act accordingly to support the claimant.</p><p> </p><p>We have agreed to explore options for improving the process of consent in collaboration with the Social Security Advisory Committee’s to consider how current practices could be enhanced, and we will publish a report on our joint conclusions.</p><p> </p>

star this property answer text <p>In our response the Social Security Advisory Committee on 5 November 2018 we committed to conducting detailed Equality Assessments of migration plans. This is an iterative process and will be fully evaluated with equality impacts reassessed in accordance with the evaluation. We will publish an assessment of the impacts of managed migration prior to increasing the scale.</p><p> </p><p>We routinely publish reviews of Universal Credit. These include the Universal Credit Impact Assessment (December 2012) and the Universal Credit Programme Full Business Case Summary (June 2018), which sets out the rationale for Universal Credit as well as the financial impacts it is expected to have.</p><p> </p><p>We plan to publish a full evaluation of Universal Credit when it has been fully implemented.</p> more like this

star this property answer text <p>As part of our design process for managed migration we are considering different approaches for how to best migrate claimants onto Universal Credit. We are currently working closely with a large and diverse range of stakeholders to design migration processes that work for everyone and most effectively support those who will need more help. We have said that we will begin managed migration on a small scale in 2019 to pilot our processes and ensure that they are working, adapting them and building on feedback before we begin to take on larger volumes of claimants.</p><p> </p><p>In our published response on 5 November 2018 to the Social Security Advisory Committee’s report, we have committed to publishing an assessment of the managed migration pilot once it is complete, and prior to scaling up managed migration.</p> more like this

star this property answer text <p>If a claimant does not have photographic identification, staff are able to use a number of alternative identification methods. For example, we can accept separate documentary evidence or we can contact trusted third parties (such as a doctor) in order to verify a claimants identity. These identification methods should not incur costs.</p><p><strong> </strong></p><p>The Department take the security of Universal Credit very seriously, including verifying who our claimants are. We continue to work closely with Government Digital Service to support the success of the Verify online system. The high standards of ID verification achieved by Verify are used on our Universal Credit Full Service today in addition to a face-to-face alternative approach.</p> more like this

star this property answer text <p>Additional support to all claimants whatever their age, has been provided by the Autumn Budget 2017 and 2018 and will therefore not have any negative impact on mixed-aged couples claiming Universal Credit.</p><p>Following Autumn Budget 2017, the Department has introduced a range of measures to support claimants and ensure no one has to experience hardship within the initial assessment period, these include: making advances more generous, removing the 7 waiting days; providing an additional transitional payment of 2 weeks of Housing Benefit; and changing how claimants in temporary accommodation receive support for their housing costs.</p><p>Measures introduced at Autumn Budget 2018 will provide further assistance for claimants over the next few years. These include reducing, from October 2019, the maximum rate at which deductions can be made from a Universal Credit award from 40% to 30% of the standard allowance, with the period over which these recoveries are made extended from 12 to 16 months in October 2021. Payment of Income Support and the income related elements of Employment and Support Allowance and Jobseeker’s Allowance will continue for two weeks after a claim for Universal Credit has been made, effective from July 2020, benefitting 1.1 million households. Additionally, from April 2019, there will be a £1000 increase in work allowances from April 2019, which will provide a £630 boost for households with children, and for people with disabilities.</p>

Between April 2017 and March 2018 290,000 cleared home visit referrals were made across all the Departments service lines.</p><p> </p><p>To ensure all claimants are supported, the Department has allocated additional funding for the home visiting service. This year we have allocated £1 million of funding for the home visiting service. For 2019/20 the total fund allocated will rise to just under £2 million, and will continue to increase to over £5.5 million per year by 2023/24, reflecting the increase in the total number of claimants of Universal Credit whether through managed migration or from other sources.</p> more like this

We have been very clear that we will not tolerate practices which do not reach the highest standards in relation to tackling harassment, including sexual harassment, bullying and abuse of power. The UK expects the current Executive Director to step down. This is vital to signal a strong response to this critical issue within and beyond the organisation.</p><p> </p><p>The UK’s next scheduled payment to UNAIDS is not due until later in the year. star this property answer text <p>HM Treasury has already allocated over £4.2 billion of additional funding to departments and the devolved administrations for EU exit preparations so far. star this property answer text <p>Since November 2017, HMRC has been writing directly to individuals and employers who may be impacted by the loan charge. HMRC has written directly to over 40,000 users, identified through its compliance work, IT records and tax return data.</p><p>In addition, it is actively encouraging disguised remuneration scheme users to come forward and settle through its regular contact with customers and has raised additional awareness through its series of Spotlight publications, tweets and webinars. In July 2018, an HMRC issue briefing on disguised remuneration charge on loans was published on GOV.UK. This provides additional information about the loan charge, links to the settlement terms and relevant Spotlights along with helpful information for those who may have difficulty paying what they owe.</p><p>HMRC is working hard to help individuals get out of tax avoidance for good and is encouraging anyone who is concerned about their ability to pay to contact them as soon as possible to discuss their options. In November 2017, HMRC set up a dedicated helpline for those wanting to settle their avoidance scheme use, and discuss payment options. HMRC will work with all individuals to reach a manageable and sustainable payment plan wherever possible.</p><p> </p>

star this property answer text <p>Disguised Remuneration (DR) schemes are contrived arrangements that pay loans in place of ordinary remuneration with the sole purpose of avoiding income tax and National Insurance contributions.</p><p><strong> </strong></p><p>HMRC is working hard to help individuals get out of tax avoidance for good and is encouraging anyone who is concerned about their ability to pay to contact them as soon as possible to discuss their options. In November 2017, HMRC set up a dedicated helpline for those wanting to settle their avoidance scheme use, and discuss payment options. HMRC will work with all individuals to reach a manageable and sustainable payment plan wherever possible.</p><p> </p><p>HMRC has also introduced a simplified process for those who choose to settle their use of DR avoidance schemes before the loan charge arises. Those earning less than £50,000 a year and who are no longer engaging in tax avoidance can agree a payment plan of up to five years without the need for detailed supporting information.</p><p> </p><p>There is no maximum period within which an overall settlement can be agreed, and HMRC will deal with individual cases appropriately and sympathetically.</p>

star this property answer text <p>HMRC takes tackling promoters of avoidance schemes seriously.</p><p> </p><p>In recent years, HMRC has been investigating over 100 promoters and others involved in avoidance, including disguised remuneration arrangements. In the last year, HMRC has taken litigation action against 5 scheme promoters for failure to disclose under Disclosure of Tax Avoidance Schemes (DOTAS) with others deciding to disclose to avoid litigation. Further cases will be litigated in the year ahead.</p><p> </p><p>HMRC has used its powers under the Promoters of Tax Avoidance Schemes (POTAS) legislation to challenge promoters and made three successful complaints to the Advertising Standards Authority about misleading advertising; two of which relate to disguised remuneration schemes.</p><p> </p><p>HMRC considers criminal investigation and makes referrals to prosecuting authorities, where appropriate. Since the formation of HMRC’s Fraud Investigation Service on 1 April 2016 more than 15 individuals have been convicted for offences relating to arrangements which have been promoted and marketed as tax avoidance schemes and sentenced to over 95 years custodial with an additional 4 years suspended sentences being ordered, additional matters are the subject of ongoing enquiries.</p>

star this property answer text <p>The role of the Accountable Officer, which is equivalent to a Chief Executive, is summarised by the Tameside and Glossop Clinical Commissioning Group Constitution as:</p><p>“i. being responsible for ensuring that the clinical commissioning group fulfils its duties to exercise its functions effectively, efficiently, and economically thus ensuring improvement in the quality of services and in the health of the local population whilst maintaining value for money,</p><p>ii. at all times ensuring that the regularity and propriety of expenditure is discharged, and that arrangements are put in place to ensure that good practice (as identified through relevant national bodies and agencies) is embodied and that safeguarding of funds is ensured through effective financial and management systems,</p><p>iii. working closely with the Chair of the Governing Body, the Accountable Officer will ensure that proper constitutional, governance, and development arrangements are put in place to assure the members (through the Governing Body) of the organisation’s on-going capability and capacity to meet its duties and responsibilities. This will include arrangements for the on-going development of its members and staff.”</p><p> </p><p>The key responsibilities of the Accountable Officer are defined by NHS Tameside and Glossop CCG as:</p><p>&quot;i.T o contribute to developing the strategic direction of the GP Commissioning Consortium (GPCC), translating the strategic objectives of the Consortium into operational plans and managing their delivery.</p><p>ii. To lead the accreditation process for licencing of the Consortium, working with NHS North West and the Greater Manchester Cluster to ensure that accreditation criteria is met and that the Consortium is successful is successful in its application to become an authorised GPCC by April 2012/2013 and can be established as a NHS Consortium statutory body.</p><p>iii. To lead the development of the transition plan, developing organisational structures, systems and processes and ensuring that they are fit for purpose and working closely with the Greater Manchester Cluster in order to implement Quality, Innovation, Prevention and Productivity plans and reach consensus on shared services, risk management and commissioning approaches.</p><p>iv. To be responsible for ensuring wide engagement with senior stakeholders from the local health and social care economy, developing and maintaining existing partnership working and actively pursuing opportunities to partnerships within the community which will promote the health and wellbeing of the population.</p><p>v. On 24 December the UK with Troika members the US and Norway released a statement expressing concern, and calling for investigations into any abuses. We continue to make clear to the Government of Sudan that it is crucial that the Sudanese people are allowed to exercise their right to freedom of expression in full. star this property answer text <p>Data from local authorities shows that as of 15 December 2018, over 99.99% of the 236,225 statements of special educational needs in place on 31 August 2014 - the start of the transition period to Education Health and Care (EHC) plans - have either been:</p><p> </p><p>a) transferred to an EHC plan</p><p>b) assessed and a decision made not to transfer to an EHC plan or</p><p>c) discontinued because they have left school at the end of compulsory schooling or after.</p><p>d) reviewed and discontinued as special needs being met without Statement or EHC plan or for other reasons.</p><p> </p><p>The department is in contact with the local authorities who are working with families to address the specific circumstances in all remaining 67 cases and clear that the provision in the statement must continue until the review has been completed.</p> more like this

However, the Department has recently engaged with leading clinicians to discuss the current wording and guidance used in the benefit system around terminal illness, with the aim of improving understanding of the Special Rules process and to consider proposed suggestions for improvement.
