We have been allocated £1.5 billion for the Adult Education Budget for each year of the 2015 Spending Review period to engage adults to participate and develop the skills and learning they need up to level 3 to equip them for work, an apprenticeship or further learning.</p><p>We are actively exploring the efficiency and resilience of further education and will be assessing how far existing and forecast funding and regulatory structures enable high quality provision. This work will align closely with the Post-18 Funding Review in particular, to ensure a coherent vision for further and higher education. Between 2015/16 and 2017/18, take up of appointments more than doubled and continues to increase.</p><p> </p><p>Pension schemes and providers are required to signpost people to Pension Wise at key contact points. Pension providers are consistently cited by around half of the people who contact Pension Wise as the place they first heard of the service. The FCA have consulted on changes to these requirements with a view to increasing the take up of Pension Wise guidance.</p><p> </p><p>The Pension Wise marketing strategy across TV, Radio, web, Press and Video on Demand, as well as search engine optimisation, aims to get maximum reach amongst the target audience. This has proven to an effective way of both raising awareness of the service and driving take-up of appointments.</p><p> </p><p>Pension Wise is also working with employers nationally and locally to engage with their employees at their place of work. Pension Wise delivery partners also undertake local promotional activities, raising awareness of the service at local events.</p><p> </p><p>The Financial Guidance and Claims Act 2018 establishes a new Single Financial Guidance Body which will bring together the services currently provided by the Money Advice Service, The Pensions Advisory Service and Pension Wise. The new body will make it easier for people to access information and guidance to help them make effective financial decisions. The sampling for the annual Service Evaluation surveys is based around appointments delivered in the autumn of each year. As there are few seasonal differences in customer profiles, we would expect the data in the successive reports to reflect the profiles, experiences and outcomes of customers across the financial year that they relate to.</p><p> </p><p>The Service Evaluation for 2018/19, is currently in the field and publication of the report is expected to be in Autumn 2019.</p><p> </p><p>Customers completing the digital journey are not covered by the published research findings or the forthcoming report. An important part of this is our Disability Confident scheme which offers information and advice about employing disabled people and encourages employers to take leading roles in driving change. Over 9,500 employers are currently signed up to Disability Confident and that number grows weekly.</p><p> </p><p>We’re committed to continuously improving the support provided through Disability Confident. DWP commissioned Ipsos MORI to conduct research with Disability Confident employers to understand the effect that signing up to the Disability Confident scheme has had on their recruitment and retention attitudes and practices with regards to disabled people. In addition, the research study aimed to understand what motivates employers to sign up to the scheme and what support those employers need to promote the scheme both within and outside of their organisation.</p><p> </p><p>We published the results of this research on 13 November 2018. The majority of employers surveyed were satisfied with the Disability Confident scheme, and as a positive expression of this satisfaction, nine in ten said they would recommend the scheme. However, the survey revealed some areas which could help improve the experience of employers who have already signed up</p><p> </p><p>We have action in place to meet these requests including:</p><ul><li>working with JCP to develop products that they can use and share with employers to help them on their Disability Confident journeys.</li><li>providing Specialist Themed Events to provide in-depth learning on specific issues. Themes covered so far include mental health, workplace adjustments, recruitment processes, and supporting staff with terminal illnesses.</li><li>working more closely with the third sector to ensure they understand how Disability Confident works and can promote it amongst the disabled people they work with.</li><li>Providing a new “Find a job service” which provides a free facility for employers to post jobs and jobseekers to apply for those jobs. Jobseekers are now able to search for jobs displaying the Disability Confident badge, with over 8,000 Disability Confident vacancies currently listed on the site.</li><li>providing new communications channels to ensure we can easily reach all Disability Confident employers with information, advice and case studies.</li></ul><p> </p><p>The Disability Confident scheme has always been intended to be only part of the process of getting more disabled people into work. The Access to Work scheme can also provide support towards the costs of workplace adjustments and we have also conducted research into how that scheme operates and can be improved. The more serious the offence committed by a foreign criminal the greater the public interest in a deportation. However, the Law Officers do not intervene on individual cases; judges have discretion to make decisions based on the evidence before them.</p><p>Section 12 of the Domestic Violence, Crime and Victims Act 2004 enables courts to make restraining orders at the conclusion of a case. These are civil orders; however, breach of an order is a criminal offence. The Crown Prosecution Service takes domestic abuse seriously and in 2017 in England and Wales 19,216 restraining orders were issued on conviction and 1,932 were issued on acquittal. It will train 60,000 teachers and school leaders in both the UK and developing countries on the following:</p><ol><li><p>setting up and running equitable partnerships, which will focus on the Sustainable Development Goals (SDGs);</p></li><li><p>teaching and mainstreaming development education and global citizenship content, such as the SDGs;</p></li><li><p>teaching transferable skills such as critical thinking and problem-solving; and</p></li><li><p>ensuring that education is inclusive and of high quality.</p><p> </p></li></ol><p>This training will be provided in line with best practice, using the model of two days of input, followed by approximately six weeks of putting the learning into practice, and then a follow-up to share the learning. This model worked well in the previous Connecting Classrooms programme (2015-2018), through which over 56,000 teachers were trained in the UK and overseas. HM Revenue and Customs (HMRC) is not aware of any instances of this avoidance entered into after the legislation was announced, but it is not possible to say how much tax would otherwise have been lost.</p><p>The changes referred to in the question relating to overseas life insurance companies and to transfers of business to non-EEA countries, also proposed in the 2010 Summer Budget, were not anti-avoidance measures. The success of the GAAR should not be measured by how much it is expected to raise or the number of times the rule has been invoked.</p><p> </p><p>The principle purpose of the GAAR is to deter taxpayers from entering into abusive tax arrangements in the first place, and initial evidence suggests that GAAR is having this effect. Before HMRC can use the GAAR, it must first refer the case to the GAAR Advisory Panel, an external body separate to HMRC. To date the GAAR Advisory Panel has agreed with HMRC’s view on all cases referred to them. For those EU citizens who might need additional help when applying under the scheme, the Home Office has announced a grant scheme for the voluntary and community sector which will help to ensure support is available.</p><p>An individual will not need to apply to the scheme if they hold either indefinite leave to remain in the UK or indefinite leave to enter. 	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>The draft Withdrawal Agreement with the European Union published on 14 November 2018 protects the rights of EU citizens resident in the UK by the end of the planned implementation period on 31 December 2020 and their family members. Article 20 sets out the circumstances in which it may be appropriate to restrict the right of entry or residence to such an EU citizen or their family member.</p><p> </p><p>The draft Withdrawal Agreement does not protect those who are not exercising or are misusing free movement rights, and it means that, while free movement rules continue to operate to the end of the planned implementation period, there will remain scope, consistent with the relevant case law, for a person to be removed from the UK on those grounds. It is logical that this is reflected in the Immigration Rules and published caseworker guidance for the EU Settlement Scheme, as it is in the provisions of and published caseworker guidance for the Immigration (European Economic Area) Regulations 2016 which provide for the operation in the UK of the Free Movement Directive (2004/83/EC). The guidance on the Regulations sets out how misuse of free movement rights is assessed and was reviewed following the Gureckis, Cielecki and Perlinski judgments in 2017.</p><p> </p><p>However, the Statement of Intent on the EU Settlement Scheme published on 21 June 2018 made clear that the UK has decided, as a matter of domestic policy, to be more generous than the draft Withdrawal Agreement in certain respects. In particular, those applying under the scheme will not be required to show that they meet all the requirements of current free movement rules, such as any requirement to have held comprehensive sickness insurance or generally to detail the exercise of specific rights under EU law, such as the right to work. This means that an applicant will not be refused status under the scheme because for example they are not economically active, their employment is not full-time or they do not hold comprehensive sickness insurance.</p><p> </p><p>An applicant refused status under the EU Settlement Scheme on eligibility or suitability grounds will be covered by the procedural guarantees provided for in Article 18(3) of the draft Withdrawal Agreement.
