The UK government is committed to ensuring that exploiting deep sea mineral resources is only undertaken to the highest environmental standard and nominated Dr Gordon Patterson of the National History Museum as one of the members of the Legal and Technical Commission (LTC) of the International Seabed Authority. The LTC reviews the plans of work adopted under exploration contracts and the performance of contractors against those agreed plans of work. The small cost to Government is mostly made up from proportions of time from members of staff within the National Cyber Security Centre and the Department for Digital, Culture, Media and Sport. This includes governance, technical oversight, policy development and contract management.</p><p> </p><p>The original start-up costs included an injection of investment from the Government's National Cyber Security Programme in 2014 of £766,000, but this does not include the staffing costs from the three departments which originally developed the scheme: GCHQ, the Department for Business, Innovation and Skills, and the Cabinet Office.</p><p> </p><p>The financial model for delivery of the Cyber Essentials scheme involves Government overseeing the governance, technical oversight, policy development and contract management of five industry Accreditation Bodies. The Accreditation Bodies are responsible for marketing the scheme along with their Certification Bodies and providing the certificates to those wishing to achieve certification. Library services in England can help transform lives, communities and society as a whole, including in relation to children by supporting them to develop and enjoy their reading; to learn and study; and to take part in events and activities. For instance, the annual Summer Reading Challenge, run by The Reading Agency, promotes reading for children at their local libraries and has resulted in many thousands of children aged 4 – 11 joining a library and accessing library services.</p><p> </p><p>In addition, DCMS provided £3.9 million to the Libraries: Opportunities for Everyone innovation fund to enable library services to trial innovative projects that would benefit disadvantaged people and places in England. In response to this, in November 2017 Ofcom launched a review of children’s content. The Barnett Formula will have been applied to all changes to the DCMS budget at both Spending Reviews and at Fiscal Events in the normal way as set out in the Statement of Funding Policy.</p><p> </p><p>Companies from across the country have been directly engaged in legacy infrastructure and projects - for example, South Wales based Pro Steel were awarded contracts as part of the transformation of the Olympic Stadium roof post-2012 Games, they secured a £1m loan to enable them to compete for the work from Finance Wales. Pro Steel were also awarded a subcontract by BAM Nuttal for transformation work in Queen Elizabeth Olympic Park post games consisting of re-purposing and construction of a bridge in the north of the Park near the Velodrome. They were also awarded the contract to make modifications and strengthening works to another bridge, and supply and installation of a third bridge.</p><p> </p><p>Last week I met with my counterparts in Wales and Scotland to discuss the many opportunities the Birmingham 2022 Commonwealth Games presents to the whole of the UK. 	answer	answer is ministerial correction date of answer 19/11/2018 answer text <p>The Government does not collect information or publish statistics on the number of schools, hospitals or care home buildings with planning permission, or which has started on site, broken down by external wall type.</p><p>Schools are, in general, safe environments in this regard as they are typically occupied during the daytime and have multiple exit routes. In addition, all schools must comply with the Regulatory Reform (Fire Safety) Order 2005, including having an up-to-date Fire Risk Assessment and conducting regular fire drills. The Department for Education is responsible for this area.</p><p>Following the Grenfell Tower tragedy, the Government has taken action to ensure that the safety issues that caused it will not happen again. This has included a survey to identify high-rise buildings over 18 metres tall, with Aluminium Composite Material cladding, in England. The latest available information on the cladding status of these building is available at:</p><p><a href="https://www.gov.uk/government/publications/building-safety-programme-monthly-data-release-end-october-2018" target="_blank">https://www.gov.uk/government/publications/building-safety-programme-monthly-data-release-end-october-2018</a>.</p><p>In addition, the Government established a Building Safety Programme that included an independent review of Building Regulations and fire safety. Following the publication of the review the Government announced in June 2018 that it intended to ban the use of combustible materials on external walls of high-rise buildings, subject to consultation.</p><p>Following consultation, the Government announced on 1 October 2018 that it will take forward this ban on all high-rise residential buildings, as well as hospitals, residential care premises, residential schools and student accommodation above 18 metres. This ban will be delivered through changes to Building Regulations and will limit materials available to products achieving a European classification of Class A1 or A2. The Ministry for Housing, Communities and Local Government is responsible for this policy area.</p><p>NHS trusts are locally responsible for their fire safety, and take it very seriously. Fire safety guidance specific to the NHS Firecode, is provided to support them in doing this. As with schools, under the Regulatory Reform (Fire Safety) Order 2005, NHS organisations must, as far as is reasonably practical, make sure that everyone on the premises, or nearby, can escape safely if there is a fire. They will therefore consider the ban on combustible cladding as part of the regular fire risk assessments they carry out on their existing estate.
