answer	answer is ministerial correction date of answer 13/11/2018 answer text <p>As part of the Suffrage Centenary programme, the Government has been leading on a number of projects designed to promote democratic engagement and electoral registration in secondary schools. This includes the Parliamentarian Toolkit and Secondary Schools Resource.</p><p>The Toolkit includes activities and worksheets that parliamentarians can use with pupils when visiting schools or engaging with young people at youth clubs or on social media. It has been designed to teach young people about their democratic rights today and the history of those who fought for these rights. Exercises will help generate discussion and encourage young people to think about the role of democracy in their lives.</p><p>The Government has also commissioned the Historical Association to develop a Schools Resource which will be launched later this year. The Resource will use a historical knowledge base to improve pupils’ understanding of UK democracy, democratic institutions and of how they can participate in our democratic processes today. answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>​In the new higher education (HE) regulatory framework, the Office for Students (OfS) has responsibilities to monitor and assess the financial viability of registered providers. In this work, the OfS as regulator, rather than the department, takes into account the individual circumstances of each provider applying to be on the new register of publicly-funded providers. It will therefore have taken into account the financial viability and individual circumstances of the twelve English universities that have experienced a decline in student numbers of more than 10 per cent since 2012.</p><p> </p><p>We have also given the OfS powers to ensure that registered providers have plans in place to protect their students, via appropriately constructed student protection plans. Where the OfS identifies particular risks to a provider’s financial sustainability, the student protection plan may need to be strengthened in a tailored way before it can be agreed. The requirement by the OfS that all registered providers have a student protection plan means that for the first time in the higher education sector there will be a consistent sector-wide approach to student protection arrangements.</p><p> </p><p>It is the responsibility of Vice-Chancellors and HE provider leaders to ensure their institutions are financially viable. We will not prop up failing providers.</p><p> </p><p>​I meet regularly with the Chair and Chief Executive of the OfS to discuss the full range of issues relevant to the higher education sector. My right hon. answer	answer is ministerial correction date of answer 13/11/2018 answer text <p>The Government is committed to making sure that our electoral system is fit for the future.</p><p> </p><p>Orders enabling the pilot scheme to require voters to present identification before voting at</p><p>a polling station will be published on <a href="http://gov.uk/" target="_blank">GOV.UK</a>.</p><p> </p><p>The orders derive from the Representation of the People Act 2000, which makes provision for local authorities to submit proposals to pilot innovative electoral administration practices at local</p><p>government elections.</p><p> </p><p>The success of the voter ID pilots in May this year proves that voter ID is a reasonable and</p><p>proportionate measure. It considers whether the goods might be used in a way which is inconsistent with the Consolidated EU &amp; National Arms Export Licensing Criteria. We also retain powers to revoke licences, once issued, if circumstances or information available to us change. End user certificates are considered as part of the process already.</p><p>We believe that our existing system is robust and delivers a high level of assurance. answer	answer is ministerial correction date of answer 12/11/2018 answer text <p>As announced at Autumn Budget 2018, payment of Income Support and the income related elements of Employment and Support Allowance and Jobseeker’s Allowance will continue for two weeks after a claim for Universal Credit has been made, effective from July 2020, benefitting 1.1 million households. Claimants will therefore receive one two week run-on payment when being migrated to Universal Credit. This builds upon the similar two week run-on of Housing Benefit that was announced at Autumn Budget 2017, and which was introduced in April this year.</p><p> </p><p>New claimants to Universal Credit can also apply for a Universal Credit Advance in their first month if they need some financial support until the first regular payment of Universal Credit is made. We have previously increased the maximum amount available for advances from 50 per cent to 100 per cent of the total award, and increased the repayment period from 6 months to 12 months. Following the recent arrest and detention beyond the period allowed without charge of Zitto Kabwe, a prominent opposition leader, the British High Commission in Dar es Salaam raised the case with the Ministry of Foreign Affairs on 2 November, urging the Tanzanian authorities to follow due process. The British High Commission, alongside international partners, carried out a demarche on the Tanzanian Ministry of Foreign Affairs on 2 November, urging the authorities to respect human rights and protect all citizens from discrimination. I welcome the Government of Tanzania's statement on 4 November making clear that such threats do not represent government policy, and that it will protect human rights as enshrined in the country's constitution. We must all reject language that invites violence against any group in society.
